Defence and security education in Nghia Hung district

Nghia Hung is a coastal district with an important economic, defence, and security position in Nam Dinh Province. In recent years, to promote economic development, the District has accelerated land clearance, planning for industrial zones and clusters, construction and synchronous upgradation of technical infrastructure, administrative reform, etc. to create a favourable environment to attract domestic and foreign investment, and achieved positive results. So far, the District has had 433 enterprises in active with a total capital of nearly 8 trillion dong and a turnover of over 6.6 trillion dong, creating jobs for over 15 thousand workers with average income from 05 to 07 million dong/month. However, in the process of economic development, several complicated problems have arisen, including environmental pollution, land claims and disputes, potential risks of instability, social disorder and unsafety in the area, etc.

Recognising the advantages and disadvantages, along with economic development, the District Party Committee and People's Committee have always paid attention to leading and directing the good implementation of defence and security tasks, in which the defence and security education has been attached with great importance and implemented through various synchronous solutions.

First of all, the District has strengthened the leadership and direction of Party committees and authorities at all levels over the defence and security education. Thoroughly grasping and implementing Directive No.12-CT/TW issued on May 3rd, 2007 by the Politburo (the 11th Tenure), Directive No.07-CT/TU issued on November 22nd, 2007 by the Provincial Party Committee Standing Commission on "Strengthening the leadership of the Party committees and organisations over the defence and security education work in the new situation", the Defence and Security Education Law, and the plans and instructions of the Military and Security Education Council of Military Region 3 and Nam Dinh Province, annually, the District has taken initiative in developing plans and issuing legal documents for unified leadership and direction and synchronous implementation at all levels. It has regularly consolidated the Defence and Security Education Councils at all levels with sufficient quantity and appropriate composition as prescribed by the Law. It has also promoted the core role of the military agency in coordinating, advising, and organising the implementation. Notably, the District has recently directed communes and townships to consolidate the Defence and Security Education Councils after the Party congresses and proceed to consolidate the Council after the 2021 - 2026 People's Council election and reviewed and supplemented the operation regulations, programs, and plans to make it relevant to the practical situation.

The fostering of defence and security knowledge for objects, especially key cadres at all levels and branches, has always been closely and seriously implemented by the District. Every year, the District directs the National Defence and Security Education Council to review and firmly grasp the number of each subject to serve as a basis for developing training plans under the decentralisation and holds training courses under the targets assigned by the superiors. To fulfill the targets and create favourable conditions for all participants, the District implements various forms of training. During the implementation process, the District focuses on selecting and assigning trainers who are cadres from the District's Military Command, the Public Security, departments, and branches, while conducting research and supplementing contents to suit practical situation and objects.

As a coastal district with nearly 50% of the population are Christians, it has attached special importance to defence and security education for ship owners and religious dignitaries to propagate and mobilise people to grasp and observe the Party's undertakings and lines and the State's policies and laws. Despite many difficulties, with high political awareness, over the past time, the District has directed communes and townships to actively develop training plans to suit with operating schedules of ships and boats and the National Defence and Security Education Council to coordinate with the Steering Committees for Religious affairs of religious areas and families in investigating and developing lists and plans, and providing funding for expanding educational and fostering objects. Thanks to proper policies and methods, over the years, the District has turned difficulties into advantages, maintained political stability, built a solid "people's heart-and-mind posture", and created a favourable environment for economic development.

With regard to defence and security education for students, the District has directed the Military Command to coordinate with the Education and Training Department and schools in strictly implementing the regulations, improving the quality of the Defence and Security Education subject  for students, investing in upgrading teaching equipment, learning models, tools, etc. So far, 100% of teachers of Defence and Security Education at the District's high schools have been provided with basic training and conferred with Certificates of National Defence and Security Education. To create an exciting emulation atmosphere, every year, the District directs to hold defence and security contest to contribute to encouraging students' learning spirit. At the same time, it actively organises practical and useful extracurricular activities for students, such as visiting historical relics,... for students to gain practical experience and deeper understanding of the traditions of the localities and the nation. Notably, over the past time, the District has cooperated with Coast Guard Region 1 Command and  the Propagation and Training Department of the Navy in organising exchange program at schools, entitled "I love the homeland sea and islands” to foster students’ love for homeland, sea, and islands and their awareness and desire to dedicate, perform military service, and protect the Fatherland.

The District has also paid attention to the dissemination of defence and security knowledge for the entire people and brought into play its synergy during implementation. The District’s Defence and Security Education Council has coordinated with the District Party Committee’s Propagation and Education Board, Centre for Culture and Sports, and functional agencies in developing plans, selecting contents, and organising extensive propagation among people in various forms to suit the local characteristics. Particularly, in three coastal communes (Phuc Thang, Nam Dien, and Rang Dong), the District has promoted the role of the militia and self-defence forces in coordination with the Border Guard, Coast Guard, and Fisheries Surveillance in directly propagating and disseminating each ship, boat, or aquaculture yard and presenting gifts, such as life buoys, medical boxes, documents, and law dissemination books and newspapers, ... to make fishermen understand clearly the requirements, tasks, and difficult and complicated nature of the task of protecting maritime sovereignty and strongly assert Vietnam's sovereignty over the two archipelagos of Hoang Sa and Truong Sa. In communes with a large number of Catholic people, the District has actively organised dialogues, meetings, and visits with religious dignitaries on major holidays and historical events of the country and localities. It has also mobilised, coordinated, and created conditions for religious organisations and dignitaries to participate in social activities and cultural and sports exchanges, and commended typical dignitaries... to build harmonious relationships between local authorities with the religious organisations and dignitaries, solidarity among communities, and make the religious believers live and practice their religions beautifully.

Along with thorough dissemination of defence and security to the people, the District has attached special importance to the implementation of practical activities, such as  "Accompanying fishermen on sea", "Gratitude repayment", assistance for the people in overcoming consequences of natural disasters and epidemics, economic development, poverty reduction, etc. In 2020, the District provided credit of up to nearly 70 billion dong for 1,552 poor households and over 3 thousand people with health insurance policies. Thereby, it has built and consolidated the people's confidence in the Party, the State, the regime, and the Party committees and authorities at all levels and upheld the sense of responsibility of all strata of people in building the strong all-people’s defence and people's security.

Based on the achieved results and experience, in the coming time, the District will continue adhering to the reality and new requirements on defence and security work, focus on leading this important task through practical solutions, and drastically direct to further improve the quality and efficiency of the defence and security education to contribute to consolidating and building an increasingly solid all-people’s defence and people's security for the rapid and sustainable development of Nghia Hung District.
