Corps 15 promotes its core role in persuading and mobilising people to obey the law
Being stationed and operating in key, remote, far-flung areas inhabited by ethnic minorities of the Central Highlands and Quang Binh province, Corps 15 has not only successfully accomplished its political missions, but also closely attached to the people, and earned the trust and love of the people. This is a favourable condition for the Corps to promote its core and pioneering role in persuading and mobilising local people to comply with the Party's policies and guidelines, and the State's laws right at the grassroots level.
Deeply grasping the resolutions and directives of higher echelons and considering the work of talking and mobilising people to strictly comply with the Party's policies and State's laws as an important task closely linked to its political tasks, the Party Committee and Command of Corps 15 always pay attention to leading, directing, and issuing plans, instructions, and assigning specific tasks to each agency and unit, creating an important legal basis to put this work into order. Party Committees and commanders of agencies and units have set out policies and measures for leadership and direction that are close to reality. They have also proactively developed action plans and implemented them in a serious, strict, synchronous and effective manner. The Council for Coordination in Law Dissemination and Education of the Corps has regularly been consolidated and improved its operational efficiency, thereby promoting well the role of advising, directing, guiding, promptly proposing and supplementing plans for legal dissemination and education in accordance with specifivc tasks in each period. At the same time, the Corps has also strengthened inspection and review the implementation on each aspect of work and in each task to learn from experience, promptly adjust and supplement contents to suit reality and ensure the unified and effective leadership and command.

Operating in difficult areas with a large number of ethnic minorities who still practice bad customs and own uneven educational levels, the Corps encounters quite many difficulties in persuading and mobilising the people to comply with the Party’s policies and the State's laws which requires the participation of all levels, branches, localities, and forces. Therefore, in addition to directing its agencies and units to elaborate propaganda plans close to the reality of the area, relevant to the lives, activities, customs and practices of the people, especially the ethnic minorities, the Corps has also actively coordinated with military agencies, the Border Guards, local departments, branches and unions to mobilise maximum resources for this work. At the same time, it promotes the core role of its cadres and labourers; mobilise the combined strength and initiative of the youth, women, and trade unions in coordination with the local political system to improve the effectiveness in persuading the people to comply with laws.
With their perseverance and effort, over the past years, the Party Committee and Command of the Corps have synchronously, closely and effectively deployed many propaganda projects and programmes of legal dissemination for its officers, soldiers, workers and local people in the area. To make it effective, it innovates contents, forms and methods in a way that is concise, memorable, comprehensible, relevante to the tasks of the units and appropriate to the cognitive level of each targeted subject. During the implementation process, its agencies and units have always flexibly and creatively applied forms and measures to improve the quality and effectiveness of propaganda. Dealing with major, important, complex, sensitive issues or newly emerging ones that attract the attention of many people and cause different public opinions, the Corps has directed its disseminators and propagandists at all levels to promptly hold briefing to provide official information, and conduct directional propaganda to create unity in awareness among agencies and units and consensus in society.
Not only propagandising and disseminating the law, the Corps has also provided legal guidance and assistance, and actively mobilised people to strictly comply with the Party's guidelines and the State’s laws, eliminates bad customs in daily life through specific actions to build a new life. Together with this, the Corps has also persuaded local people to study and follow Ho Chi Minh's thought, ethics, and manner and implement the campaigns and movements launched by the localities. To make it effective, the Corps integrates propaganda contents into activities of the labourers, meetings of the villages, and activities of local organisations; promotes the role and effectiveness of cultural institutions in this work; while mobilising and seeking the support of dignitaries in the community, village elders, and village heads in the process.
Accompanying the people, especially the ethnic minorities in remote and border areas, the Corps' officers and soldiers always show pioneering and exemplary manner; actively persuade people to raise awareness of law observance through specific and practical actions, making an important contribution to maintaining political security, social order and safety, and economic development in the localities, which has been highly appreciated by the Ministry of National Defence, local party committees, authorities and people.

In the time to come, to meet the increasingly high task requirements, and continue promoting the core role in propagating and mobilising people in the area to strictly comply with the law, successfully completing the second phase of the Project "Promoting the role of the Military in the work of legal dissemination and education, and mobilising people to obey the law at the grassroots level in the period 2021 - 2027" of the Government, Corps 15 will continue to direct its subordinates to thoroughly grasp, seriously and synchronously implement the following measures:
Firstly, continue to grasp the Party's policies and guidelines, the State's policies and laws, and documents on legal dissemination and education; focus on raising awareness of party committees and commanders of agencies and units about this important work. Based on the contents, targets, and solutions of the Project, agencies and units should stick to the area, firmly grasp the characteristics of each subject to proactively build plans, strengthen leadership and command; proactively coordinate with local forces, party committees and authorities for synchronous and effective implementation.
Second, promptly consolidate and improve the quality and operational efficiency of the Council for Coordination in Legal Dissemination and Education; strengthen coordination between the Council and the Corps' authorities and clearly define the responsibilities of each member of the Council. Actively and closely stick to the reality, firmly grasp the situation, promote well the advisory role for the Party Committee and Command of the Corps in leading and directing the implementation of tasks in this work.
Third, bring into play the core role of political offices at all levels; regularly survey and grasp the needs and legal awareness of the locals to select appropriate propaganda contents. Promote innovation of forms and ways of doing in the direction of diversification, flexibility, creativity, efficiency, and relevancy to the lives, customs and practices of the locals. Continue to promote the role and effectiveness of good models and creative ways of doing, boldly apply new forms and replicate the effective ones. Combine this work with the emulation movements and drives of the localities.
Fourth, mobilise resources to create the synergy for this work. Promote the exemplary role of cadres and party members, the core role of leaders in production teams and the labourers in this work. Develop the team of legal reporters and propagandists on a par with requirements and tasks; regularly train and improve their qualifications, methods, and skills in propaganda and mobilisation. Allocate funds, provide facilities and materials; actively mobilise resources for this work to improve its quality and effectiveness, contributing to maintaining political security, social order and safety in the strategic areas.
