Corps 1 enhances the quality of training and combat readiness

Being deeply aware of the tasks of a regular unit and the implementation of an adept, lean, and strong organisation, the Party Committee and High Command of Corps 1 have been executing multiple synchronous and drastic measures to improve training quality and combat readiness capability.

Thoroughly grasping the Party’s military-defence viewpoints and guidelines on safeguarding the Fatherland and the features of all assigned tasks, over the years, in parallel with rectifying the organisation and building a strong unit, Corps 1 has intensely concentrated on training which constitutes a breakthrough to constantly enhance synergy and combat readiness capability. Accordingly, the Corps has well performed the training principle of “fundamental, practical, and thorough”, attached importance to synchronous and in-depth training, mastered new weapons and equipment, increased practice training, night training, manoeuver training, etc. As a result, the training quality at each unit has witnessed significant progress with uniform quality; meanwhile, military exercises and competitions have ensured encouraging results and absolute safety. Human resources, weapons, equipment, and combat plans for combat readiness have been stringently maintained at all levels to regularly keep track of situations and promptly deal with all incidents. The training results in recent years have laid a firm foundation for improving the training quality and combat readiness capability so that the Corps can willingly receive and accomplish all assigned tasks.

In the forthcoming time, the tasks of the Army in general and of the Corps in particular will evolve with increasing requirements, especially the requirements for modernising the Army and safeguarding the Fatherland in the complex context of regional and global strategic competitions. Domestically, hostile forces have been stepping up their sabotage through numerous conspiracies and tricks with an increase in non-traditional security challenges. To accomplish all assigned tasks, along with restructuring the organisation in accordance with the paths and plans of the Ministry of Defence on building an all-strong, “exemplary, and typical” unit, the Corps must focus on leading and directing the implementation of the breakthrough phase to enhance training quality and combat readiness capability.

Firstly, strengthening the leadership and direction of party committees and commands in this central political task. The Corps’ agencies and units, party committees, and commanders at all levels should keep on grasping the Resolution of the 13th National Party Congress, the Resolution of the 11th Military Party Congress, Military Strategy, National Defence Strategy, Strategy to Protect the Fatherland, Conclusion No. 60-KL/QUTW issued on January 18th, 2019 by the Central Military Commission on continuing to implement Resolution No. 449-NQ/ĐUQĐ of the Corps’ Party Committee on “Enhancing training quality in the 2013-2020 period and the following years”, etc. Accordingly, the Corps should strengthen its leadership and direction at all levels, especially grass-roots levels; attach importance to renovating leadership mindset; issue annual and periodical thematic resolutions and programmes of action on training and combat readiness. In particular, it is important to properly assess reality and tasks, forecast the situation, propose detailed and practical measures, and surmount shortcomings. Inspecting and supplementing targets and measures in the programmes and plans ensure feasibility and suitability in reality. The Corps should also renew its training administration and promote the core role of agencies in drafting documents and plans for training, exercises, and combat readiness in accordance with tasks, organisation, and combat targets. Attention should be paid to inspection and supervision, especially unscheduled inspection; regularly renewing methods and cadres’ working manners; attaching the responsibility of party committees and commanders to their unit’s performance. Additionally, the Corps should accelerate political education to establish a consensus in awareness and actions and determine that enhancing the quality of training and combat readiness is the central political task contributing to the task accomplishment. At the same time, this is the prerequisite to fulfilling the functions and tasks of the working army and readily respond to non-traditional security challenges.

Secondly, renewing and improving the training quality to meet the requirements of maneuverability and combat readiness in the new situation. Adhering to the framework programme and tasks, the Corps should drastically renew the training contents and methods to fit combat features, areas of operation, and targets; take tactical training as a centrepiece, technical training as a foundation, and units training as a linchpin; combine discipline and physical training with imparting combat experience. Especially, to meet the requirements of modern warfare, the Corps should concentrate on training in how to prevent and fight high-tech weapons and camouflage; training in maneuver for all levels especially massive formations with numerous weapons and equipment in harsh environments associated with the activities in defence areas of the all-people posture; and training soldiers in mastering modern weapons and equipment. To achieve high effectiveness, in parallel with well conducting preparatory work, the Corps should attach importance to strengthening contingents of cadres, especially cadres in charge of training with sufficient quantity, all-round competence, and professional qualifications; commanders of functional agencies with full competencies in advising and proposing measures to enhance the effectiveness of training administration. Simultaneously, based on the tasks, positions, and duties of each organisation and individual, the Corps should directly organise and direct its agencies, units, and schools to train cadres in operational arts, tactics of combined arms, etc.

During the implementation, in parallel with maintaining and organising the training as stipulated, the Corps requires that difficult contents such as combined training, drills, etc. must include the participation of higher echelons’ cadres to promptly grasp, correct, and train subordinate cadres and units; concurrently, clearly allocate responsibilities of individual and organisation in advising, directing, and administering the training. The Corps should also actively apply science and technology to renovating training methods and drills, especially simulation technology for new tasks. Competitions and contests must ensure their essence and enhance the training quality of the unit to discover effective training models, forms, and methods without wastefulness, “formalism”, and “achievement obsession”.

Thirdly, continuing to improve qualifications and maintain combat readiness capability in all situations without being passive and unexpected. As a regular unit, the Corps should set out high requirements on qualifications and combat readiness capability; take the results of drills as the foundation and prerequisite for enhancing qualifications and combat readiness capability. Accordingly, the Corps must actively renew and improve the quality of drills at strategic, operational, and tactical levels; particularly, importance should be attached to exercising plans to protect pivotal political-military goals, live-fire exercises, counter-terrorism exercises, strategic combined combat exercises, etc. Due to the various types of terrain in the areas of operations, the Corps should design plans and conduct military exercises on the terrain so that units can independently operate and smoothly coordinate in plains, mountainous areas, coastal areas, and islands to deal with all situations. Combat documents should be regularly consolidated and supplemented to fit the units’ organisation, weapons, equipment, terrain, weather, combat targets, etc. It is also necessary to examine, accurately forecast, and grasp situations to promptly and effectively deal with all situations in accordance with the guidelines and viewpoints of the Party, the Central Military Commission, and the Ministry of Defence, not to be made passive and unexpected.

Finally, strengthening regularity and self-discipline and enhancing synergy. Thoroughly grasping that “Discipline is the strength of the Army”, the Corps should keep on grasping and implementing higher echelons’ directives and instructions on building regularity and self-discipline. Through the regulations and criteria for the building of an all-strong, “exemplary, and typical” unit, the Corps should direct its agencies, units, and schools to actively implement tasks including building regularity and self-discipline in training and combat readiness. Simultaneously, methods, working manners, and military administrative reform should be renovated to stringently maintain and improve the implementation of regimes. To obtain high effectiveness, the Corps should assign party committee members and presiding cadres to directly direct, inspect, and supervise subordinates’ task implementation; promptly detect and correct violations of each organisation and individual.

Party committees, commanders, and commissars at grass-roots levels should strictly perform the motto of accommodating, working, and sharing with soldiers; manage, promptly keep track of their thoughts, and deal with all of their problems to create a rapport, solidarity, and consensus between cadres and soldiers, superiors and subordinates. Simultaneously, units are required to handle disciplinary violations in accordance with the Army’s Regulations and the State’s law.

Along with the aforementioned measures, Army Corps 1 must continue to direct its agencies and units to enhance the support for training and combat readiness; in particular, importance should be attached to essential logistic and technical materials, maintaining high regular strength, coefficient of weapons and equipment as stipulated. It is necessary to build a politically, ideologically, and ethically strong Corps to constantly improve synergy and combat strength to modernise the Army and safeguard the Fatherland.
