Grasping and implementing higher echelons’ directives and guidance, Commando Corps Party Committee has been focusing its leadership and direction on making preparations for all-level party congresses. This wide and deep political campaign lays a foundation for making the Corps Party Organisation “exemplarily, typically” strong, pure, and capable of leading the Corps to successfully fulfil all assigned tasks.

Under the Politburo’s directives, all-level party congresses will be held in 2025; it is also the year for accelerating the accomplishment of the Resolution of the 13^th National Party Congress as all-round prerequisites for ushering the country into a new era - the era of the nation’s rise, amid highly complex, rapid global and regional changes and hostile forces’ sabotage efforts against our Party, State, and Military. Thus, elaborately preparing and well organising all-level party congresses will make a worthy contribution to the 12^th Military Party Congress and the 14^th National Party Congress as well as to the process of Army building, defence consolidation, and Fatherland protection.

Adhering to Directive 35-CT/TW, dated 14 June 2024, by the 13^th Politburo and higher echelons’ directing and guiding documents on holding all-level party congresses, the Corps Party Committee Standing Board issued Directive 3343-CT/ĐU, dated 9 August 2024, and Plan 3405-KH/ĐU, dated 25 October 2024, on all-level party congresses within the Corps Party Organisation towards the 12^th Military Party Congress and the 14^th National Party Congress. In those documents, the Corps Party Committee requires all-level party committees to strictly execute their higher echelons’ relevant directives and guidance, along with the motto for holding party congresses: maintaining inheritance, stability, innovation, creativity, and development; promoting democracy, upholding principles, and tightening discipline; ensuring quality and effectiveness, heightening a sense of responsibility among party committees and party members, particularly key leaders and commanders; avoiding formalism and wastefulness. All-level party committees are required to keep well executing Resolutions of Party Congresses for the 2020 - 2025 tenure, handle issues impacting units’ task performance, maintain regulations on combat readiness, grasp situational developments, and proactively practise projects for dealing with situations.

The Corps Party Committee Standing Board directs the Political Department to design guiding documents with specific timings, preparations, and steps for organising party congresses at each level, while selecting and assigning Brigade 113’s Party Organisation to hold their congress in advance to draw lessons. The Corps Party Committee organises refresher courses for party organisation secretaries and deputy secretaries as well as heads of all-level political agencies (boards) as the key rapporteurs on the organisation of party congresses. Those courses are centred on new points in preparation and organisation of party congresses at each level, particularly in document design and discussion, personnel preparation for new-tenure party committees, and election work. At the same time, the Corps Party Committee demands that documents for party congresses be developed closely, elaborately, scientifically, assess the outcome of party committee leadership correctly, point out weaknesses and causes, draw lessons, identify orientations for leadership in the new tenure, and make breakthroughs in performing central tasks and settling drawbacks. It also demands that self-review reports of party committees at all levels be highly combative, heighten the spirit of straightforward, serious, constructive self-criticism and criticism, and accurately evaluate the outcome of leadership, direction, command, and management, Party building and rectification work, the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, regulations on things that party members must not do, as well as regulations on example-setting responsibility of cadres and party members, especially the key ones. Documents for party congresses must specify collective and individual accountability and formulate plans and measures for correction in the new tenure. The Corps Party Committee Standing Board requires that superior party committees send draft political reports to their subordinates 30 days prior to their congresses, with a view to enabling their subordinates to grasp those documents and make opinions. Meanwhile, subordinate party committees must submit draft documents and personnel planning to their direct superiors for approval.

Regarding personnel preparation for party congresses (elections of party committee members and delegates to superior party congresses), it must be led and directed closely, under procedures, with good quality, proper structure, inheritance, and development, in line with the planning of leaders and commanders within offices and units to promote a sense of responsibility in the process of operation, management, and command. The nomination of members to new-tenure party committees must be under the 13^th Politburo’s Directive 35-CT/TW. Cadres with insufficient political qualities, declining competence and prestige, poor task performance, signs of degradation in political ideology, morality, and lifestyle, and manifestations of “self-evolution” and “self-transformation”, or those who violate the Party’s regulations and the State’s laws and policies, or those whose spouse or offspring commit such violations, shall not be elected to new-tenure party committees. Cadres who will be planned for the election of delegates to superior party congresses must be typical examples in terms of self-criticism, criticism, competence, and knowledge to give opinions to those congresses. The Corps Party Committee Standing Board directs all-level party committees to prepare personnel work for party congresses in a close, democratic way, right at grass-roots level, in order to achieve unity, uniformity, and trust among cadres, party members, and the masses within offices and units. Up to now, the Corps has basically consolidated a pool of key cadres at all levels to prepare personnel for party congresses.

Furthermore, the Corps Party Committee Standing Board has decided to establish subcommittees for party congresses and assigned specific tasks to each member to promote collective knowledge in preparations for party congresses at each level. The Political Department has organised refresher courses on propagating all-level party congresses towards the 14^th National Party Congress for rapporteurs, while directing offices and units to bring into play grass-roots level cultural institutions to render cadres and soldiers fully aware of the importance of party congresses, thus achieving uniformity in terms of awareness, ideology, and action across the entire Party Organisation. In the preparation and organisation of party congresses, offices and units step up the Determined to Win Emulation Movement, the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, the Campaign on promoting tradition, devoting talent, deserving to be “Uncle Ho’s Soldiers” in the new era to create great spiritual motivations and obtain new achievements. At the same time, offices and units enhance the protection of the Party’s ideological foundation and the fight against wrong, hostile viewpoints under the 13^th Politburo’s Conclusion 89-KL/TW, dated 25 July 2024, resolutely combating distortions of our Party’s personnel work. Doing so helps raise awareness and a sense of responsibility among all forces, party members, and the masses towards the preparation and organisation of this wide and deep political campaign.

With activeness, proactivity, and heightened responsibility, up to now, all party cells and party organisations within the Corps Party Organisation have accomplished preparations under regulations. In the process, the leadership by the Corps Party Committee and all-level party committees has been demonstrated in each piece of work; the role of party committee heads has been asserted. Due attention has been paid to promoting the role of superior party committees and political agencies in leading, directing, and inspecting subordinates’ preparatory work, especially the design of draft documents and personnel preparation for party congresses at each level.

To better prepare and successfully hold all-level party congresses, the Corps Party Committee Standing Board requires all-level party committees to continue implementing several measures as follows. First, it is necessary to continue to disseminate the importance of all-level party congresses among all cadres, party members, and the masses as a routine task of party committees and commands. Second, it is essential to well manage ideological work, opportunely handle emerging issues, especially complaints or denunciations, and maintain unity within each office, unit, and organisation. Third, it is vital to strictly maintain discipline, combine the preparation of party congresses with the performance of the tasks of 2025, and unceasingly raise units’ synergy and combat readiness capacity to ensure the safety of all-level party congresses. Fourth, party committees must grasp principles and procedures for party congresses at each level, carefully prepare documents and personnel plans for new-tenure party committees, train assistant sections for party congresses in principles and procedures, assign party committee members and competent agencies to guide and direct the preparation and organisation of party congresses. Fifth, inspection, supervision, and guidance work by competent agencies must be enhanced to opportunely deal with weaknesses, rightest ideology, mediocrity, and opportunism.

Grasping and implementing the 13^th Politburo’s Directive 35-CT/TW and higher echelons’ directing and guiding documents, the Commando Corps’ Party Committee, Command, and all-level party committees will actively make elaborate preparations, successfully organise all-level party congresses, and step up the Determined to Win Emulation Movement to deserve the Corps’ glorious tradition of “special fighting skills, courage and heroism, resourcefulness and boldness, striking key positions to win great victories”.
