Through 75 years of building, fighting, and developing (August 19, 1945 - August 19, 2020), under the leadership, education and training of the Party and President Ho Chi Minh, the People’s Public Security forces have overcome difficulties and challenges, scored many outstanding achievements and feats, contributing to making glorious victory in the cause of national liberation, Fatherland protection and defence, being worthy of a "precious sword", and a "steel shield" to protect the Party, State and People.

Immediately after the victory of the historic August General Uprising, on the basis of the predecessor organizations, the People's Public Security was officially established. Since the first days of its establishment, the People's Public Security Forces have upheld the revolutionary vigilance, actively discovered, together with the armed forces and people of all strata, fought, smashed the conspiracy and subversive actions of the adversaries, firmly defended the young revolutionary government.

During the resistance war against the French invasion, the People's Public Security Forces have grown up rapidly in all aspects; showed their absolute loyalty to the Party, Fatherland and People. Adhering to the six teachings of Uncle Ho, the police at all levels didn’t hesitate beyond sacrifices and hardships, acting as the core, together with the entire people, to maintain the security and order of the liberated zones, and ensure the absolute safety for the headquarters of the Party, the State, and the resistance bases. At the same time, they directly fought against adversaries and reactionary forces, together with the whole Party, people, and troops successfully ended the resistance war against the French colonialists, maintained the independence of the nation, ushered in a new era for Vietnamese revolution.

Entering the resistance war against the US for national salvation, the People's Public Security Forces continued to have developments in scale, forces, functions and duties. Grasping the Party's policy on the revolutionary lines for the South and the North, the People's Public Security closely coordinated with the People's Army to well perform the task of maintaining security and order and defending the cause of socialism construction in the North; at the same time, actively provided support for the Southern battlefield, making an important contribution to the victories on the battlefields, culminating in the historic Ho Chi Minh Campaign, the liberating the South and the reunifying the country.

Though the country was unified, threats to national security, social order and safety still persisted. Thoroughly grasping and implementing Uncle Ho's teachings: “The police must regularly fight the enemy, not only in wartime but even in peacetime”, the People's Public Security continued to uphold the spirit “Sacrificing for the country, serving for the people”, closely coordinated with all levels and branches, overcome the consequences of war, built and consolidated the government, launched the movement of “All people protect national security”; bravely fought to protect the sacred sovereignty of the Fatherland; detecting and neutralizing many reactionary organizations, removing spy and intelligence networks left behind by the US, smashing the post-war plans of hostile forces, contributing to maintaining political stability and effectively serving the cause of national construction and defense.

Entering the Doi Moi period, the People's Public Security Forces clearly showed the core role in defending the Fatherland, the Party, the State, the People and the socialist regime. At the same time, they have proactively done well the work of strategic research and forecasting; promptly advised the Party and the State many appropriate policies and solutions to protect the security and interests of the nation, and handled effectively complex situations, not to be made passive and unexpected; brought into play its pioneering role in building the people's security, the people's security posture associated with the all-people defense, solid national defense posture; effectively fought against sabotage activities of hostile and reactionary forces, criminals; maintained security in key areas; protected peaceful and happy lives of people, made significant progress in social order and security. Together with combat mission, the People's Public Security Forces have brought into play the nature and tradition of being closely linked with the people, effectively participating in socio-economic development, helping people eradicate hunger and reduce poverty, building solid political bases and firm “people’s heart and mind posture”; actively expanded and developed international cooperation relations, etc. In particular, in recent years, the People's Public Security Forces have drastically implemented effectively the Party and Government policies on Covid-19 pandemic prevention, contributing to the successful implementation of the “double target”, namely: maintaining political stability, social order and safety, and ensuring social security and economic recovery.

With its outstanding achievements over the past 75 years, the People's Public Security Forces have been awarded 16 Gold Star Medals; 100 Ho Chi Minh Medals; 715 collective turns, 409 individual turns have been conferred with the title Hero of the People's Armed Forces, Labor Hero and tens of thousands of other noble medals. Many examples of heroic fighting and sacrifice of the People's Public Security officers and soldiers have become symbols of revolutionary heroism, highlighting the glorious heroic tradition of the People's Public Security Forces, reinforcing the trust and affection of People in the Party, the State and the Public Security Forces.

In the coming time, there will be quick and complicated evolutions in the world and regional situations. Besides opportunities and advantages, there will also be many difficulties and challenges to the cause of building and defending the country, protecting sovereignty over sea and islands and national interests. The strategic competition among major powers is increasingly fierce; populism and extreme nationalism is likely on the rising trend; the Covid-19 pandemic continues to spread, affecting directly the world, regional and domestic political, economic, cultural and social situations. Hostile and reactionary forces are strengthening their subversive activities with a focus on the Party congresses at all levels and the 13^th National Party Congress; the risk of instability still persists in the security and order situations in a number of areas and fields; crimes and legal violations tend to be complicated with increasingly sophisticated methods and tricks, dangerous nature and levels. A number of cadres and party members have deteriorated in their ideals, will, political ideology, morality, lifestyle, and shown signs of “self-evolution”, “self-transformation”, etc. Such context has posed new and high requirements and tasks, requiring the People's Public Security Forces to promote its core role and make positive contributions to maintaining political stability and peaceful environment, effectively serving the cause of rapid and sustainable national construction and development. In order to fulfill the responsibilities entrusted by the Party, State and People, the People's Public Security Forces should continue to thoroughly grasp, focus on leading and directing the effective implementation of the following key tasks and solutions:

Firstly, to maintain and strengthen the absolute, all round direct leadership of the Party, the State's management over the security and order mainteinance and the operation of the People's Public Security Forces. Party committees, commanders of agencies, units and localities should thoroughly grasp the views and guidlines of the Party and State, especially the directions, objectives and tasks of ensuringe security, social order and safety set out in the resolutions and directives of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government; well implement the national strategies and programs on crime prevention and fighting. At the same time, to step up the reform of modes, improve the leadership capacity and combat power of the party organization; promote democracy, collective intelligence, and uphold the responsibility of all levels of Party committees and Party organizations in the People's Public Security Forces. All activities of the People’s Public Security Forces must strictly adhere to the leadership and direction of the Party and State, effectively serving the socio-economic development and external tasks.

Second, to continue to consolidate and promote the effectiveness and efficiency of the new organizational structure. Party committees and commanders at all levels should step up the consolidation and restructuring of the party organization and mass organization in a reasonable and proper manner. Regularly review and evaluate the results, propose measures to improve the performance of the regular commune-level police. Continue to review and have adjustments in the leadership and command structure in accordance with the Party's and State's regulations.

Third, to build a contingent of qualified, capable staff, meeting the task requirements. All levels should promote renewal and improve the effectiveness of political education, ideological leadership to enhance political steadfastness, ethical qualities of the staff. Continue to study, supplement, complete and strictly implement regulations on staff work; clearly specify the scope and responsibilities of each level and each commander in cadre work. Further improve the quality of training and fostering in all aspects for cadres, first of all leaders, commanders, secretaries, commissioners, heads of the police of units and localities, strategic-level cadres and the personnel reccomended for party committees of the 2020-2025 tenure, the Party Central Committee (13^th tenure), the National Assembly (15^th tenure) and the People’s Council at all levels (2021 – 2026 term).

Fourth, to coordinate closely with the People's Army, Party Committees at all levels, sectors, and unions and strongly promote the people's supervision over the activities of the People Public Security Forces. Strengthen the inspection, check and supervision, especially over the power in cadre work; resolutely counter to prevent and neutralise the enemy's conspiracy, and the intrusion and sabotage of bad elements aiming to depoliticising and undermining the role and operations of the force; prevent the signs of deterioration in morality, lifestyle, corruption and ignorance of police officers. Continue to rectify and tighten disciplining, strictly comply with the Ordinance of the People's Public Security, have strict punnishments for officials and soldiers who fail to observe the discipline and law.

Fifthly, to proactively research, advise and propose to the National Assembly, the Government to continue supplementing and perfecting the system of legal provisions on crime prevention and fighting, security and order protection in order to create a legal basis for the effective implementation of the functions and tasks of the People's Public Security and mobilizing resources for the maintenance of security and order. Promote scientific research, focus on reviewing major major topics and projects to supplement and perfect the system of theory; constantly innovate and improve the effectiveness of working measures, counter-policies and tactics for each type of adversary.

Sixthly, to increase the logistical and technical potentials to meet the requirements of regular and extraordinary work and combat. Promote research and application of science and technology, especially the achievements of the Fourth Industrial Revolution to better its work; immediately modernize a number of key professional forces directly involve in fighting, first of all, the Criminal Police force, the anti-drug police, cybersecurity force, hi-tech police force, etc.

Celebrating the 75^th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2020), 75 years of the Traditional Day of the Vietnam People's Public Security ( August 19, 1945 - August 19, 2020), 15 years of the All-People Day for National Security Protection (August 19, 2005 - August 19, 2020), with new faith, spirit and determination, the People's Public Security Forces pledge to inscribe and well implement the six teachigs of Uncle Ho, consider honor as the most sacred and noble thing, and make more achievements to deserve the "precious sword" protecting the Party, the State, the Fatherland and the People.
