Building the Party Committee of Military Region 5 strong in organisational structure
Thoroughly grasping and implementing the resolutions and directives of the Party and the Central Military Commission on Party building and rectification, the Party Committee of Military Region 5 has consistently focused on strengthening its organisational structure through comprehensive and effective policies and measures, contributing to build a clean and strong Party Committee of Military Region, ensuring the successful completion of all assigned tasks.
In recent years, alongside leading and successfully completing the pilot task assigned by the Ministry of National Defence regarding adjusting and arranging organisational structure and personnel in the direction of “elite, compact, and strong”, the Party Committee of the Military Region has focused on leading and directing the merger, consolidation, reorganisation, and establishment of new Party committees and organisations at all levels to ensure strictness, unity, compliance with regulations, and closeness to each type of agency and unit; the quality and effectiveness of leadership have clearly changed. The leadership position and role of Party committees and organisations at all levels have been increasingly reinforced; the functions and tasks of Party committees, standing committees, and Party committees at all levels have been more clearly defined through the concretisation and implementation of working regulations, leadership regulations on various aspects of work, meeting routines, and and the resolution of leadership relationships. The system of working regulations and leadership regulations for key areas of work has been fully issued by the Party committees at all levels, in line with their functions, tasks, and authority. Party committees and organisations at all levels have effectively upheld their role, maintaining the principle of democratic centralism in leading the comprehensive execution of tasks, especially in critical areas, new missions, and challenging issues. The Party Committee of the Military Region has specified this into numerous documents, promptly issuing regulations and guidance for Party meetings that are close to reality and suited to the functions and tasks of each type of agency and unit. The promotion of democracy and the strict implementation of Party meeting routines and standards have been given great emphasis by Party committees and organisations at all levels; thereby enhancing the leadership capacity, combat strength of Party organisations, and the quality of Party members, etc.
The leadership mechanism within Party organisations of local military agencies has been strictly implemented in accordance with established principles. Notably, the Standing Committee of the Party Committee of the Military Region has actively coordinated with provincial and municipal party committees to reach a consensus on the policy of incorporating the chief commander and the political commissar (political officer) of military agencies at the provincial and district levels into the participating in local Party Committees of the same level; emphasis has been placed on strengthening, developing, and enhancing the effectiveness of commune-level military Party cells. The relationship between the Party Committee of the Military Region, the party committees of military agencies at the provincial and district levels, as well as with local party committees and governments has been reinforced; the quality of direction and guidance in building the whole people national defence, the national defence posture, local military and national defence works, the construction of the militia and self-defence forces, the reserve force, and the implementation of military rear policies has been improved, contributing to maintaining and strengthening the Party’s absolute and direct leadership over all aspects of the Military Region’s armed forces. Annually, the Party Committee of the Military Region achieves a high task completion rate of 90.44% to 95.14% for Party cells, 93.54% to 96.80% for grassroots party committees, and 90.47% to 100% for high-level party committees directly overseeing grassroots organisations; from 92.24% to 95.97% of Party members successfully complete their missions.

In the coming period, alongside fundamental advantages, the armed forces of Military Region 5 will continue to face numerous difficulties and challenges related to maritime security, land border security, and non-traditional security threats. The year 2025 will be a decisive year for successfully implementing the Resolution of the 13th National Party Congress and the resolutions of Party congresses at all levels, alongside many significant events of the nation, the military, and the Military Region 5’s armed forces, with key milestones including the 80th anniversary of the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), the 50th anniversary of the liberation of the South and national reunification, the 80th anniversary of the founding of the Military Region’s armed forces, etc.
The above reality poses increasingly high demands, directly and multi-dimensionally affecting the tasks of military and national defence, as well as the missions of building the Party and the armed forces within the Military Region, requiring comprehensive leadership with synchronised and effective solutions. Among them, focusing on strengthening the Party Committee of Military Region 5 in terms of organisation remains a fundamental and throughout priority, with a concentration on two key aspects.
1. Continue to enhance the leadership capacity and combat strength of grassroots Party organisations, fully leveraging their leadership role and effectiveness to meet mission requirements. Each party committee must regularly consolidate, improve its ability to assess and forecast situations, and concretise the Party’s policies and guidelines; focusing on developing leadership strategies and solutions that are synchronised, comprehensive, targeted, practical, feasible, and effective. Party committees and organisations at all levels must thoroughly grasp and strictly adhere to the Party’s organisational principles on Party structures, regulations on Party structures within the Vietnam People’s Army; promulgate and properly implement working regulations and leadership regulations for key work aspects; strictly maintain the principle of collective leadership and individual responsibility, combined with strengthening decentralisation, delegation of authority, clearly defining responsibilities and strictly controlling power. Efforts should be made to innovate and improve the quality of Party meetings, with an emphasis on enhancing the effectiveness of party committee and cell meetings in the direction of being close to missions, clear in objectives, creative in solutions, feasible and effective in leadership and direction; continuing to effectively implement the model of building “4 good grassroots party cells and party committees”.
Party committees and organisations, especially agencies and units that are newly restructured or adjusted, must quickly stabilise operations, promote democracy, harness collective wisdom, and uphold a strong sense of responsibility in preparing for and successfully conducting national party congresses with a focus on drafting resolutions and selecting personnel for party committees at all levels. Coordinate in directing the construction of clean and strong Party organisations and party cells in military units at all levels; improving advisory capabilities for local party committees and local authorities in leading and organising military and national defence tasks. Strictly maintain the coordination mechanisms between agencies of the Party Committee, the Military Region Command and the advisory and assisting agencies of provincial and municipal Party committees.
Improve the quality and effectiveness of inspection, supervision, and Party discipline work; focus on monitoring and inspecting the implementation of political tasks and Party-building efforts. The priority is to ensure compliance with Party committee regulations, address areas prone to violations, and scrutinise issues of concern; address Party members with signs of political, ideological, moral, or lifestyle degradation, as well as manifestations of “self-evolution” and “self-transformation”, violating things that Party members are not allowed to do and failure to uphold exemplary conduct. Attention should be placed on self-inspection and supervision of Party committees and organisations at all levels to promptly detect and rectify violations at an early stage; proactively prevent, deter, and warn against violations, create consensus and positive social effects. At the same time, promote administrative reforms, adopt information technology and digital transformation in party committees and organisations at all levels, expand the form of direct and online conferences, and reduce unnecessary meetings. Leaders must effectively implement grassroots democracy regulations; actively innovate and improve the quality of dialogues at all levels, and promote the role of mass organisations in providing constructive feedback on Party-building and Party members; timely resolve problems right at the grassroots level, creating consensus throughout the Party.
2. Focus on leading the construction of an exemplary and typical cadre and party member team; making breakthroughs in building party committees in conjunction with building key leading cadres and commanders at all levels to meet the requirements of building an elite, compact, strong and modern Military Region armed force. Promote the innovation in leadership styles, working methods, and working styles of party committees and leadership cadres at all levels toward a democratic, disciplined, responsible, incisive, scientific, professional, and effective direction. Emphasise political and ideological education, raise a sense of responsibility, self-respect, and the honour of cadres and party members; focus on building a cadre team at all levels in the spirit of the “7 dares” principle, ensuring they stand out in political bravery, ethics, intelligence, vision, and exceptional capability.
To achieve this, party committees at all levels must thoroughly grasp and strictly implement principles, regulations, and policies related to cadre work; review, supplement, and refine the regulations regarding the responsibilities of party committees, leading cadres, and advisory agencies in identifying, planning, assigning, and utilising cadres. Focus on improving the quality of all stages and steps in cadre work; proactively innovating the evaluation method of cadres in the direction of a consistent, continuous, multi-dimensional approach with clear criteria and measurable outcomes; promptly identify and promote cadres with outstanding qualities and capabilities for key leadership positions; combining sequential promotions with exceptional promotions to create a source of strategic and operational-level cadres. Closely follow the schedule of party congresses at all levels to proactively coordinate with provincial and municipal party committees in arranging and preparing high-quality leadership resources for key positions within agencies, units, and military organisations at all levels.
Party committees and party organisations at all levels must strengthen the works of management, education, screening, and strictly handle violating party members; promote the role of organisations in monitoring, evaluating, and protecting cadres and party members. Effectively implement recruitment, planning, training, fostering, and rotation of cadres; paying special attention to cultivating young cadres and ethnic minority cadres, while reinforcing cadres in difficult areas and key sectors. Successfully execute the project “Policy on attracting and utilising talents for the Vietnam People’s Army until 2030, with a vision to 2050” and the mechanisms and policies regarding military cadre rotation within the political system. Ensure proper implementation of benefits and policies for cadres, particularly those subject to downsizing, those ineligible for reappointment, or those working in special fields; hazardous, toxic industries and occupations; remote and difficult areas. Leaders effectively carry out the work of developing party members; focus on expanding membership within the reserve forces, the militia and self-defence forces. At the same time, enhance inspection, supervision, and power control, decisively handle violations in cadre works, combat against the abuse of positions and power; promptly dismiss, resign, replace cadres with weak capacity, low responsibility or credibility, violations, without waiting for the end of their term or appointment period, prevent unqualified individuals with diminished prestige, disunity, ambition for power, corruption, waste, negativity, and localism from entering party committees while ensuring that those with virtue and talent are not overlooked. Effectively carry out internal political protection, resolutely combat signs of degradation, localism, factionalism, and disunity; link internal political protection with the work of cadre and party member management and safeguarding. Focus on maintaining and consolidating internal solidarity, building a clean and strong party organisations and party cells in conjunction with constructing a comprehensively strong “exemplary, typical” unit, successfully fulfilling all assigned missions, creating the foundation for building a revolutionary, regular, elite and modern armed force of the Military Region, meeting the requirements of the task of building and defending the Fatherland in the new situation.
