Bringing into play the traditions of the Unit awarded 3 times with the “Hero of the People’s Armed Forces” title, Military Hospital 103 has endeavoured to improve the quality of education, treatment, scientific research and serving manners, striving to become a top modernised hospital of the Military and the country, an exemplary and specialised institution of medical practice, and contributing to the development of the Military Medicine and national health.
Military Hospital 103 under the Military Medical Academy, which is a first-class general hospital with some final-lined medical specialties of the Military, is tasked with clinically and non-clinically training graduate and postgraduate cadets of medicine and pharmacy; examining and treating soldiers, policy and health insurance beneficiaries, and the people; readily responding to diseases, natural disasters and floods; doing scientific research, contributing to the development of the military and Vietnamese medicine.
In recent years, despite many difficulties, the Hospital has proactively held the situation and task requirements, closely followed the leadership and direction from the Hospital Party Committee and Director Board, comprehensively implemented all working fields and gained good results. The training for cadres with master and doctoral degrees, specialist level I, II doctors, resident physicians, general practitioners, tertiary pharmacists, bachelors of nursing, bachelors of medical techniques, medical and pharmacist reserve officers and the medical human resource training have been seriously grasped and implemented with high quality. The Hospital’s key roles in its training and preparing for the field hospitals joining the UN peacekeeping operations in South Sudan have been frequently proven. The training, coaching and transferring new and in-depth techniques for physicians and doctors in many home hospitals and clinics and in Laos, Cambodia have been actively implemented and gained good results. In 2023, the Hospital’s contingent of specialists helped the Lao 103 Military Central Hospital to successfully carry out the first case of kidney transplant on human, opening a turning point in the public health service of the country.

The Hospital has made many solutions for improving the quality of treatment and meeting the stricter regulations of health check and treatment, and stably maintained the prestige and position of itself and of the Military in any conditions and circumstances; paid attention to renewing the serving manners, enhancing the administration reform, upgrading the modernised testing systems, standardising the testing procedures, deploying many new, high and in-depth techniques in checking, diagnosing, treating and taking care of general health for patients, hence, the numbers of sick people coming for health check and treatment have been continuously increased. Besides, the Hospital has actively made professional exchanges and assistance for many military hospitals, civilian hospitals and clinics in the whole country, especially the first-level hospitals; provided medical care for Namyit Island (Spratly Islands) and coordinated with units to manage the soldiers’ initial health care. The Hospital has excellently accomplished the task of organising the Field Hospital of Infectious Diseases No. 2 in Bac Giang province, and No. 5G in Ho Chi Minh City, contributing to the control and defeat of the Covid-19 pandemic.
Implementing the motto of “taking a shortcut to gain a head start” in scientific research, technological development, taking scientific development as a motive to improve the quality of training, diagnosing and treating, the Hospital has synchronously implemented solutions to mobilise forces, bring into play the intelligence and passion of the contingent of scientists. Annually, the Hospital carries out about 20 research topics and subtopics of national and ministerial level, over 70 topics of the institutional level, internationally publish over 30 articles. Especially, the Hospital was recorded in the history of national medicine when successfully conducting the first lung transplant on human (2017) in Viet Nam.
Together with successfully accomplishing the professional tasks, the Hospital has actively implemented the work of policies and public relations; deployed dozens of teams with thousands of cadres and doctors to nursing centres of seriously wounded soldiers, remote areas, revolutionary bases and extremely difficult areas to treat and give medical advice or free medicines to dozens of thousands of people, and present gifts to wounded and sick soldiers, policy families, people with meritorious service to the country, poor people, and present medical equipment to communal clinics, etc., through which, to contribute to well implementing the policy work of the Party and State, solving the difficulties at the grassroots levels and building the firm “people’s heart and mind posture”.

In the coming years, together with the complex and unpredictable development of diseases, the task of training, treating and scientific research has posed higher requirements for the Hospital. In its task implementation, besides the advantages, the Hospital has encountered many difficulties and challenges, especially in mobilising forces for training, examination and treatment. Therefore, to successfully accomplish the assigned political tasks, the Hospital’s Party Committee and Director Board have defined to attentively make comprehensive renovation, focusing on improving the quality of education and training combined with medical treatment, scientific research towards modernisation and specialisation, at the same time, enhancing the development of key techniques, timely and effectively applying in doing the tasks of training, diagnosing and treating; build the Hospital in the model of exemplary hospital-university; improve the quality of health check and treatment; build some clinical and non-clinical departments with leading specialists and technicians in the country and approaching the regional and international levels. To achieve this goals, the Hospital has been implementing some main contents and solutions as follows.
First, building the contingent of medical cadres and workers who are bright of medical ethics, professional of medical theories and good at medicine. Accordingly, the Hospital enhances the education, improves the awareness, duty, responsibility and honour of the “Doctors - Soldiers”, applies the motto of “Doctors being like gentle mothers”, who have regular, professional working manners and bright medical ethics. To gain good results, the Hospital promotes the Determined-to-win emulation movement of “Building 5-good military medical units”, “Medical soldiers following Uncle Ho’s teachings” combined with the Campaign of “Promoting traditions, devoting talents, deserving to be Uncle Ho’s Soldiers”; continues to seriously apply regulations and principles of behavioral culture when getting contact with patients and their families, at the same time, build the healthy working environment, been public and clear about the prices of medicines and medical services; brings into play the roles of suggestion boxes, hotlines, etc., timely draws experience, solves shortcomings regarding the serving manner, responsibility and spirit; strictly punishes any violations of medical ethics to create the trust and love from patients, patients’ relatives, cadres, soldiers and the people.
To build the professional medical cadres and workers, the Hospital enhances training to improve the knowledge and mastery of modern equipment for doctors; attentively implements the resolutions by the Military Medical Academy’s Party Committee on building the contingent of cadres, the operational-level ones in particular; especially trains and cultivates all-level commanding cadres and managers; assesses, promotes and appoints cadres in accordance with regulations and procedures, assuring the publicity and clarity, giving priorities on appointing good cadres to centres, clinical and subclinical departments, and increases the rotation for newly-graduated doctors to create a stable foundation of clinical practice. Together with sending cadres for training in domestic medical institutions, the Hospital pays attention to selecting and sending cadres to be trained in foreign countries in order to build a contingent of highly-skilled cadres and workers.
Continuing to promote the scientific research and considering it as a key in building the Hospital on a par with the task. The hospital concentrates on researching and developing the modern, advanced, in-depth and key techniques in which the Hospital has the potential combined with the international publication in the ISI-Scopus Indexed Journals. The Hospital attentively applies topics and projects into improving the quality of training and treating; enhances the development of professional and high techniques and well carried out the transitional, new topics and projects, and applies new teachniques into medical check and treatment; continuously holds specifically scientific conferences and meetings with the attendance of speakers from related fields, units inside and outside the military, especially the ones who are leading specialists or of new and advanced techniques, etc. to help the cadres and doctors approach, learn from experience and acquire professional knowledge. Besides, the Hospital strengthens the coordination with other large hospitals and medical centres in the country to develop and transfer techniques and technology; treasures the research and acquirement of new and advanced techniques from other countries in diagnosis, treatment and visceral transplant.
Together, the Hospital invests in modernising the materials and facilities for medical training, examination and treatment. Initially, the Hospital pays attention to managing and bringing into play the functions and facilities of the Central Building; coordinates with the functional offices to continuously implement the 2nd-stage investment project as the schedule; puts into use the On-demand Consultation Department, receives and effectively uses the facilities of the Project of “Improving the examination and treatment capacity for Military Hospital 103”; continuously gives investment to upgrade the infrastructure of information technology and build the digitalised medical database; completes the software of hospital management and applies the e-medical records, at the same time, strictly follows the process of providing medicines, medical materials for treatment; has solutions for supporting patients and improving the serving quality such as online health check, smart information search, payment link, etc.
Besides, the Hospital attentively build the comprehensively strong, “exemplary and typical” hospital. Centres, department and faculties check, adjust and complete their organisation and staff, making them elite, compact and proper. The Hospital enhances the reform of administrative procedures in all activities, especially in command, operation, examination and treatment; strictly follows the regulations and process in solving problems to improve the task performance and effectiveness; strengthens the leadership by the party committees and organisations at all levels to improve the quality of political and ideological education, regularity building and discipline training. Concurrently, the Hospital maintains and improves the party activities; implements the principle of democratic centralism, the collective leadership and individual accountability to build the internal unity; successfully manages, educates and trains the cadres and party members combined with promoting the learning and following of Ho Chi Minh’s thought, morality and style, contributing to developing the Hospital to a higher level, becoming a top modern centre of training, examination and treatment of the Military and country, from which trust and happiness are brought to all cadres, soldiers and the people.
