Tank and Armoured Brigade 405 (under Military Region 3) scatters over a large, uneven area; most of its barracks are simply-built with limited funds for repairing and price fluctuation of construction materials, etc., which has a considerable impact on building and managing the barracks as well as living and working conditions. Therefore, in response to the movement “Building and managing a regular, green, clean, and beautiful barrack” launched by the General Department of Logistics, over the years, the Brigade’s Party Committee and Command have heightened the spirit of self-reliance, overcoming difficulties, and gradually building regular, "bright, green, clean, and scenic" barracks to create scientific, safe, and transparent landscape, space, living and working environment to improve the overall quality and combat strength.
The building of regular, bright, green, clean, and beautiful barracks is a regular and long-term process that requires a vast amount of money and human resources and must be thoroughly grasped and unified in both awareness and actions at all levels. Closely adhering to Directive No. 05/CT-BQP issued on March 6th, 2012 by the Ministry of National Defence and instructions of all levels on accelerating the movement of “Building and managing regular, green, clean, and scenic barracks”, the Brigade’s Party Committee has issued a thematic resolution which concentrates on clarifying the contents of the Movement; simultaneously, identifying the focus, and construction divergence; surmounting inadequacies and learn from experience; proposing measures for implementation in accordance with the budget, tasks, stationing grounds and population planning of the locality so that the barracks become a "role model" in the locality. To attain all goals and requirements, the Brigade has established and assigned the Steering Committee to develop the action plan and overall model and propose implementation plans and guidelines. At the same time, the Brigade has stepped up Determine-to-Win Emulation Movement, closely associated with campaigns in the Army to propagate and create popularity. As a result, the self-discipline, enthusiasm and responsibility of cadres and soldiers can be aroused to form a consensus on awareness and actions of the soldiers in preserving, using, and saving electricity and water to ensure hygiene and the environment.

Thoroughly grasping the motto of building and managing barracks practically, appropriately, and economically and based on the actual situation, the Brigade has closely adhered to the contents of Emulation Movements and coordinated with functional agencies to check and complete master plans to ensure stability, durability and appropriateness to the terrain, military activities. The Brigade has also advised higher echelons on suitable plans for inheritance, development, new construction and renovation. The planning of the barracks and that of landscapes, the training area, the sports ground, etc. have been combined to ensure continuity, unity, and convenience for the daily activities, management and training of soldiers. In line with the planning, the Brigade has well conducted the management of lands for defence; actively coordinated with the local authority on measuring, demarcating, setting up landmarks, building walls, identifying boundaries, and completing legal documents. The Brigade has attached much importance to researching and rationalising house design with the assurance of tools, arrangement of festoons and panels; determining an appropriate plan to renovate so that the units have sports and training fields, amusement areas, internal road systems, etc. to harmonise the landscape. Simultaneously, the Brigade has intensified the management of budget and work quality and supervision in accordance with the procedures with no debts left. Additionally, the Brigade has also formulated a time fund for each specific job, assigned to departments; examined and evaluated the results of each stage; carried out parallel construction of many parts to ensure the quality, construction progress, and architecture.
To "illuminate" the barracks, the Brigade has concentrated on researching and conducting all stages from planning to design and construction; taking advantage of the opinions of the Engineering industry in constructing warehouses, technical stations, installation of lightning protection works, etc. to ensure the usability, especially the renovation of construction items. Agencies and units have coordinated with other branches to synchronously arrange panels, festoons, plants, etc. to “illuminate” offices, roads, and precincts. Since 2015, the Brigade has completed the master plan of the barracks; coordinated with the local authority to support the relocation of eight households in the shooting range area and recover all the encroached land. The Brigade becomes the first unit in the Military Region to complete the functional planning of land use; 100% of the land for barracks, sports fields, and training grounds has been licensed to use. The Brigade has newly built over 14,000 m2 of houses and warehouses for weapons and equipment; renovated and upgraded the system of internal roads, water supply and drainage, etc. with a cost of over 90 billion VND; and has been evaluated by all levels as a unit with good order in terms of management and construction of barracks.
In line with new construction, the Brigade always values safe and economical management and use of barracks, tools, electricity and water. In particular, importance has been attached to the maintenance, repair, anti-leakage, anti-collapse, fire prevention and lightning protection for works, which is considered a regular and vital activity in preserving quality, enduring the service life, and ensuring absolute safety for people, weapons, and equipment. The planning, construction and installation of electricity and water systems have been synchronously conducted without causing short circuits and fires. The system of wells and tanks has been regularly cleaned; water shutoff valves, reinforce pipes, switchgear, prevent overflow, water leakage, etc. have also been appropriately arranged to ensure safety and save electricity and water. For good preservation and durable use, the Brigade has accelerated the management at each agency and unit; attached responsibility of each individual and commander in using and managing tools; planned, arranged and ensured tools uniformly in each unit, room, or house; regularly repaired tools to ensure durability and consistency. The bookkeeping system and management records have been unified and maintained to enhance the utility and use of barracks ad tools.
The Brigade has directed functional agencies to develop and perfect regulations on using tools, electricity and water. The roles of cadres at all levels have been promoted in intensifying inspection and regularly educating soldiers to raise the sense of saving and protecting public property. Over the last ten years, the Brigade has installed six new hot shower systems, repaired more than 1,400 tools, supplemented hundreds of tables and chairs, cabinets of all kinds, etc. to satisfy the demand for electricity and water for training and safe and economical activities.
The assurance of environmental sanitation of green, clean and scenic barracks was paid much attention by the Brigade. During the construction and management of the barracks, the Brigade has planned and built sanitary and livestock facilities far from their residences; built biogas tanks, dug landfills, placed waste containers; stipulated areas for collection, separated treatment of organic, medical waste, etc. in accordance with regulations. Crop production and animal husbandry have been carried out according to the VAC model; the use of chemicals to treat the environment, organic plant protection drugs, etc. ensure the benefit for the production without causing damage to the environment. The Brigade has also directed the Youth Union to build plastic waste recycling models; regularly launch cleaning and disinfection campaigns, etc. to maintain a clean environment and fresh air. In addition, the brigade has planned to plant trees, maintained more than 12,000 trees for timber, over 6,000 fruit trees, thousands of shade trees, nearly 8,000 m2 of lawns, flower gardens, etc. to create green landscapes for the Unit and bring economic benefits for the army's life.
In line with the above-mentioned contents and measures, the Brigade has actively mobilised resources to build and strengthen the barracks. Closely adhering to the objectives and targets of building regular, bright, green, clean, and scenic barracks, along with effective use of the budget from higher echelons, the Brigade has directed its agencies and units to deduct the budget and make use of soldiers' strength and skills to reinforce panels and construct the units; repair and consolidate minor damage to ensure regular activities. At an appropriate time, the Brigade sets out guidelines and orientations for the celebration of events, and holidays; supports additional funds and materials for the unit to implement. Initiatives, good models, and good practices have been encouraged to replicate and spread in the unit. Up to now, the Brigade has over 20 initiatives, which serve logistics well, save electricity, and protect the environment. Besides, the Brigade has coordinated with local authorities, mass organisations, other units and people to actively plant trees, and flowers, and clean the environment around the barracks. Over the years, the Brigade has received over 650 million VND from the local authorities and people in the area and 38,500 working days worth more than 6.4 billion VND. In particular, in 2020, the government, mass organisations and people together with the Brigade constructed the "Fresco road" on the wall of the unit with a length of 2.5 km to propagate the Armed Forces of the Military Region, local culture, which highly appreciated by party committees and authorities at all levels. Since 2012, the Brigade’s cadres and soldiers have devoted hundreds of thousands of working days to maintaining and renovating their barracks. In particular, 10 green campus projects serve as places to entertain, hold collective activities and welcome soldiers’ families, which contributes to improving the material and spiritual life of the soldiers.
With great political determination and creativity, Brigade 405's barrack is constantly improved and developed and becomes an environmental model in the locality. The Brigade was recognised by all levels as the model unit. In 2021, participating in the contest "Regular, green, clean, and scenic barracks" for regiment and brigade group in technical service, the Brigade won the Second prize. It is also an important foundation and premise for the Brigade to continue to lead, direct, and well implement the contents of "Building and managing regular, bright, green, clean, and scenic barracks", which contributes to the building of an all-powerful, "exemplary and typical" Brigade to accomplish all assigned tasks.
