Border Guard Junior College No.1 promotes the studying and following Uncle Ho

In order to continuously improve the effectiveness of the Politburo’s Directive No.05-CT/TW (the 12th Tenure), Border Guard Junior College No.1 has synchronously implemented the course of learning and following Uncle Ho through specific jobs that contribute to building a comprehensively strong unit and  successfully completing all assigned tasks.

The Border Guard Junior College No.1 is responsible for training Border Guard professional and technical staffs at primary and elementary levels. It is also assigned with other tasks, including foreign language education (Chinese, Lao, and English); fostering task-based education for officers and soldiers of border posts, etc. During its task performance, along with the advantages that are fundamental, the College has also faced several difficulties, such as: different levels and kinds of learners, and limited level, competence, and experience of teachers and staff. In particular, in the academic year of 2018 - 2019, the School was assigned the Project of establishing the Border Guard College on the basis of merging the Border Guard Junior College No. 1 and the Border Guard Junior College No.2. This is a new task that partly affects its operations and the thoughts of its staff. In order to successfully complete the assigned tasks, its Party Commission and Headquarters have led and directed the implementation of multiple solutions, of which promoting the implementation of Directive No.05 is a focus. Thereby, it has created a strong and pervasive impact on the staff’s will and sense of  responsibility during their task performance, contributing to improving the quality of education, and building clean and strong Party organizations and comprehensively strong agencies and units, and accomplishing all assigned tasks.

Learning and following Uncle Ho has been firstly shown in political and ideological education. The College’s Party Commission and Headquarters have paid much attention to improving the awareness of cadres, teachers, cadets, and soldiers of Marxism-Leninism, Ho Chi Minh's thoughts, Party guidelines and policies, State laws, the tasks of the Army, Border Guard, and the college, the conspiracies and plots of "peaceful evolutions" of hostile forces, and criminal activities, especially drug trafficking, smuggling, and trade frauds on border lines (both on land and at sea), etc. In the implementation, it has closely combined basic education with continuing education and general education with private education. Besides, importance has been attached to education on topics of learning and following Ho Chi Minh's thought, morality, and style. Thereby, awareness and sense of responsibility of its cadres and teachers have been enhanced to ensure that the great majority of them have strong political stuff, good moral qualities, clean and healthy lifestyle, and high sense of responsibility and there is no sign of recession in political ideology, morality, lifestyle, "self-evolutions", and "self-transformation". They have always maintained and promoted the qualities of the "Uncle Ho's soldiers" and the elite Border Guardians to be ready to receive and complete all assigned tasks. At the same time, the school has gradually overcome the manifestations of hesitation against difficulties, hardship, negativity, and dishonest practice in education and training to build agencies and units with a clean, healthy, and advanced pedagogical environment, meeting the requirements of the school's education and training tasks.

Imbued with Ho Chi Minh's advice: "... officials are the root of all work"; for schools "... without teachers, there is no education", concurrently, gradually implementing the Project on establishment of Border Guard College, the School Party Commission and Headquarters have led and directed the construction of a contingent of officials and teachers that meet the requirements of tasks. First of all, the School has focused on making its staff standardized, sufficient, reasonably structured, highly qualified, and strong in political quality, . To achieve those goals, the School has led and directed the strict implementation of the Regulations on leadership of personnel work, combination of on-the-job training and retraining with training and retraining in schools inside and outside the Army, and dispatch of officials and teachers to practice at the border posts to improve their skills with priorities put on the missing and planned specialties. Meanwhile, the School has reviewed, adjusted, and supplemented the development plan of officials and teachers in accordance with principles and procedures; actively arranged and rationally. The School Party Commission has exerted strict management over its officials and teachers; strictly adhered to the process of credit poll and comment and evaluation of officials in charge of all levels; strengthened the measures for management and understanding of desires and aspirations of cadres and teachers: encouraged them to actively train and foster to improve their level of foreign languages, information technology, and law to ensure that they always have good political qualities, professional ethics, pedagogical competence, qualifications, methods. Currently, 100% of its cadres and teachers have bachelor degrees and above (over 30% of postgraduate degrees), meeting the requirements of the School's both immediate and long-term education and training tasks.

Following Uncle Ho’s spirit of: "Better quality than quantity" and thoroughly grasping the 8th Central Resolution (the 11th Tenure) on fundamental and comprehensive innovation in education and training, Resolution No.765-NQ/QUTW of the Central Military Commission on "Improving the quality of training in the period of 2013 - 2020 and beyond”, and the Strategy for development of education and training in the Army in the period of 2011 - 2020, ... The School has promoted the emulation movement of "Good teaching, good learning, and good working" and strictly implemented breakthroughs in teaching and learning of foreign languages and languages of neighboring countries for cadets. Additionally, other work have also been well performed, including continuing to review, adjust, and supplement framework programs and detailed programs of intermediate level and other types of training; supplementing the training program for the integrated military subject associated with tactics and combat functions, tasks, and environments of the Border Guard; and promptly updating the actual situation in the subjects towards reducing theoretical training and increasing practical training time. Along with that, the School has proactively developed the draft framework program and detailed training program for college training; maintained the disciplines and regimes on inspection, lesson evaluation, and methodology day of faculties; organized the school-level teaching contests; and promoted democracy in scientific research, initiatives, and improvement of teaching models and tools, ... contributing to improving the capacity and pedagogical methods for teachers. Sticking to the motto: "Basics, systematism, unification, and intensiveness" and focusing on "Basic, practical, and solid" training to be close to reality at border lines, the School has led and directed the implementation of the training programs to ensure smooth and safe operation and flexibly applied teaching and learning forms and methods with much attention put on synchronous and intensive training to be close to the real situation, combat subjects, functions, tasks, organizations, staffing, and equipment and weapons of the Border Guard. Concurrently, test and examination forms have been actively innovated towards individual capacity development, learner-centered approach to promote creativity, dynamism, positivity, and initiative of learners in the process of receiving knowledge. The marking of the exams is organized in groups to ensure honesty, objectivity, and substance. The results of the test and examination for graduates, therefore, are 100% satisfactory (with more than 84% being rated good and credit). Graduates who work at units all meet the requirements of their assigned responsibilities and tasks.

Grasping Uncle Ho's thought: "The Army is strong thanks to good education, proper policies, and strict disciplines. Therefore, discipline must be strict" and determining disciplining as an important breakthrough to successfully complete the assigned tasks, the School Party Commission and Headquarters have exerted close leadership over the work of formality building to improve the level of disciplining of learners and minimize the number of breaches. A mechanism for coordination between agencies, units and faculties of the school and cadets’ families and their parent units has been established. Besides knowledge and skills, personality education is also emphasized. The Party committees and commanders of agencies and units have always promoted the role of officials; attached the responsibilities of the executive officers to the results of education, management, and training of cadets; and gradually developed the in-depth management and training of cadets, contributing to better nurturing the personality of the Border Guard non-commissioned officers. As a result, positive changes have been recorded in the troop’s sense of self-disciplining; there have been significant decreases in the number, nature and level of severity of cases. For many consecutive years, no serious breach has been reported; the normal violation rate has dropped to below 0.02%.

Engaging in the teaching of President Ho Chi Minh: "Military and the people are like fish and water", the agencies and units in the School have built and promoted a close military - civilian relationship. They have actively participated in the emulation movements of "The Army jointly builds new rural areas" or "The Army joins hands for the poor, not leaving anyone behind", ... with concrete and practical activities suitable with the actual ability and conditions, contributing to building "the people’s heart and mind posture", to reinforce the tradition of "Uncle Ho's soldiers", maintain political security and order and social safety, and create favorable conditions for the School to fulfill all assigned tasks.

The above results are the motivation for Border Guard Junior College No.1 to continue to promote learning and following Uncle Ho, contributing to improving the quality of education and training and meeting the requirements and tasks of management and firm protection of the national border sovereignty and security.
