Binh Dinh province builds strong all-people national defence

In response to the high requirements of Fatherland construction and protection in the new situation, the province of Binh Dinh has been synchronously, drastically implementing various measures to build strong all-people national defence as a solid foundation and favourable condition for its rapid, sustainable development.

Located in the Northern part of the South Central Coast, with a long coastline and valuable seaports, acting as the mid-point of many key maritime, rail, North - South land transport systems and the most convenient gateway to the East Sea for the Central Highlands, Southern Laos, and Northeastern Cambodia, the province of Binh Dinh holds a position of importance in economic, social, defence, security terms to Military Region 5 and the Central Coast. Over the years, under the Party’s consistent lines and strategies on building all-people national defence, particularly the 10th Politburo’s Resolution 28-NQ/TW on building provinces and municipalities into solid defensive zones and the Resolution of the 8th Party Central Committee Plenum (13th tenure) on the Strategy for Fatherland Protection in the New Situation, the Provincial Military Party Committee (PMPC) and the Provincial Military Command (PMC) have closely worked with departments and sectors to assist the Provincial Party Committee and the Provincial People’s Committee in issuing resolutions, directives, plans, projects, and programs for military and defence tasks, focusing their leadership and direction on building all-people national defence and the posture of all-people national defence associated with the posture of people’s security, and developing all-level defensive zones’ potential and postures with a lot of encouraging results. Socio-economic development has been fostered; all types of potential, especially economic, political, and spiritual potential have been enhanced; political security and social order and safety have been maintained; the provincial defensive zone has been made increasingly strong. Up to now, the province has completed its national defence land and military zone planning, integrating the component planning of national defence disposition associated with economic development into its master plan for the period of 2021 - 2030, with a vision towards 2050, step by step constructing defensive works, rear bases, and combat bases in accordance with the Military Region’s defensive posture. The provincial armed forces have been made “adept, compact, strong”, and capable of successfully dealing with defence and security situations.

However, a part from those positive results, several party committees and authorities at grass-roots level have yet to thoroughly grasp resolutions and directives by the Party and State on military and defence work in general, the building of all-people national defence in particular. Resources for developing defensive zones’ potential and postures have yet to be exploited effectively. Coordination between forces within defensive zones and the armed forces’ synergy have been still limited.

In the upcoming time, in addition to advantages, the province will be faced with a lot of difficulties and challenges caused by urbanisation, economic restructuring, tourism development, social management, natural disasters, and epidemics. Besides, hostile and reactionary forces are exploiting the issues of “ethnicity” and “religion” to step up their sabotage efforts within the province. Against that backdrop, while comprehensively performing all tasks, the province will concentrate its leadership and direction on military and defence work, particularly the building of increasingly strong all-people national defence as a favourable condition for its rapid, sustainable development.

To that end, first of all, the PMPC and the PMC will continue to assist the Provincial Party Committee and the Provincial People’s Committee in leading and directing departments, sectors, and localities to grasp the Party’s military and defence lines, especially new viewpoints and thinking on Fatherland protection set by the Resolution of the 8th Party Central Committee Plenum (13th tenure), the Politburo’s Conclusion 64-KL/TW, dated 30 October 2014, on continuing to execute Resolution 28-NQ/TW, dated 22 September 2008, by the 10th Politburo, and the National Defence Law. Grounded on those documents, action programs, plans, and projects for military and defence work shall be reviewed, supplemented, and completed in accordance with local particularities. The province will review and rearrange the apparatus of the political system from grass-roots to provincial levels in an adept, compact, efficient, effective way, with a focus on adjusting and approving personnel planning for the period of 2026 - 2030. Due regard will be paid to raising the operational effectiveness of forces within defensive zones, such as steering boards for defensive zones, civilian defence, and people’s air defence as well as supply councils.

Additionally, the province will promote defence and security education for target individuals and all citizens to achieve a consensus among party committees, authorities, the armed forces, and all people about Fatherland protection. Bringing into play the recorded results, the PMPC and the PMC will continue to lead and direct all-level military agencies to heighten their core role in helping all-level party committees, authorities, sectors, and unions step up political education and raise the quality of defence and security education for target individuals and all citizens, particularly key leaders of the political system, vessel owners, business owners, and religious dignitaries. At the same time, due regard will be paid to well executing policies regarding ethnicity, religion, military families, hunger eradication, and poverty reduction as well as the “paying debt of gratitude” movement. Measures to provide support for fishermen at sea and vocational training courses for rural and ethnic minority people will be implemented; complaints and denunciations will be completely handled to create a consensus among party committees, authorities, and the people about the Party and State’s lines and policies and build an increasingly firm “posture of people’s hearts and minds”.

Developing great economic and military potential to readily serve defence and security tasks represents a core part of the building of all-people national defence. Therefore, the province will continue to combine economic development with improvement in defence and security potential. Under higher echelons’ resolutions and directives, especially the Politburo’s Resolution 26-NQ/TW, dated 3 November 2022, on socio-economic development and defence and security consolidation of the North Central Region and the Central Coast towards 2030, with a vision towards 2045, the province will continue to drastically, synchronously adopt measures to exploit its potential and advantages for socio-economic development, with emphasis placed on 5 growth pillars and 3 strategic breakthroughs. In the medium term, the province will focus on reviewing and promulgating mechanisms and policies to attract investments in wind electricity, clean energy, steel industry, and produce, forest product, seafood, and mineral processing as well as in pharmaceutical, electronic component, and semiconductor manufacture. Priority will be given to developing infrastructures and urban railways to connect Quy Nhon with Nhon Hoi, Phu Cat, and other adjacent regions. The province will conduct the planning of urban areas and industrial zones for electronics and semiconductor manufacture in order to take advantage of Phu Cat airport, while effectively exploiting the port cluster of Quy Nhon.

To ensure that each step in socio-economic development is a step forward in strengthening defence and security, the PMC will continue to work with departments, sectors, and Military Region 5’s competent offices to closely appraise defence-related economic projects; it will help the Provincial People’s Committee review, adjust, and complete the master Plan for defence disposition associated with socio-economic development under the Government’s Decree 164/2018/NĐ-CP, dated 21 December 2018. Emphasis will be placed on developing military posture Planning within defensive zones in the period of 2021 - 2030 and promulgating directives on defence and security consolidation associated with socio-economic and cultural development in districts, towns, cities, and coastal areas. The province will closely manage dual-purpose industrial facilities, technical means of the economy, human resources, vessels, and civilian means, maintaining their readiness for the protection of national sovereignty over seas and islands as well as for other defence tasks.

Furthermore, the PMC will continue to closely collaborate with competent agencies of the province and Military Region 5 in building adept, compact, strong provincial armed forces with high combat readiness. It will step up propagation and education work to raise troops’ political awareness and steadfastness, well conduct the work of internal political protection, and combat wrong, hostile viewpoints in cyberspace to defend the Party’s ideological foundation. It will regularly review and complete the system of combat documents, combat projects, and plans of coordination with the Public Security Force, the Border Guard Force, and units of the Ministry of National Defence and Military Region 5 stationed in the province’s area under Decree 03/2019/NĐ-CP of the Government. Last but not least, due attention will be paid to closely organising all-level defensive zone and civilian defence exercises, strictly maintaining regularity building and discipline management, improving party committee’s leadership, authorities’ management, the advisory role of Military, Public Security, and Border Guard agencies, and the armed forces’ combat readiness, with a view to building increasingly strong all-people national defence and meeting the requirements of Fatherland construction and protection in the new situation.
