Bac Ninh provincial armed forces step up the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle
Enhancing education and propagation work, actively renewing the content, forms, and methods of education and propagation work, promoting the example-setting responsibility, and stepping up inspection and supervision constitute central parts of the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle within the provincial armed forces of Bac Ninh. Those specific, practical efforts have provided an incentive for the task performance of each individual and collective.

Over the years, all-level party committees within the provincial armed forces of Bac Ninh have focused their leadership on the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle in tandem with the Resolution of the 13th Party Central Committee’s 4th Plenum on building and rectifying the Party and political system, Resolution 847-NQ/QUTW, dated 28 December 2021, by the Central Military Commission (CMC) on promoting the virtues of “Uncle Ho’s Soldiers”, resolutely fighting individualism in the new situation, and other movements and campaigns. As a result, there has been a huge positive change in the task performance of cadres, party members, and the masses, laying a foundation for building strong party organisations in terms of politics, ideology, morality, organisation, and personnel, making offices and units “exemplarily, typically” comprehensively strong. In many consecutive years, the Provincial Military Command (PMC) has taken the lead in Military Region 1’s Determined to Win Emulation Movement and Bac Ninh province’s Patriotic Emulation Movement.
In the upcoming time, the tasks of the Army building, defence consolidation, and Fatherland protection will have new developments; the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People’s Army (VPA) will take effect; all-level party organisations will hold their congresses towards the 14th National Party Congress; the apparatus of the political system will be streamlined comprehensively; hostile forces will continue their sabotage efforts and promote “self-evolution” and “self-transformation” against our Party, State, and VPA. Against that backdrop, the Provincial Military Party Committee (PMPC) and the PMC will continue to exercise their leadership and direction over the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle via several central measures as follows.
First of all, enhancing education and propagation work to raise awareness and a sense of responsibility among cadres and soldiers towards the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle. This measure will lay a foundation for encouraging all organisations and forces to actively study and follow Uncle Ho’s example. Thus, the province will direct offices and units to step up research into specialised topics about Ho Chi Minh’s ideology, ethics, and lifestyle to render all cadres, party members, and the masses fully aware of the fundamentals of his ideology, ethics, and lifestyle. Emphasis will be placed on propagating his ideology on democracy, discipline, and self-reliance, arousing aspirations for developing a prosperous, happy country, disseminating revolutionary tasks, the VPA’s tasks, units’ tasks, and the virtues of “Uncle Ho’s Soldiers” in the new era, enhancing the fight against individualism, and clarifying the requirements of the building and rectification of Party and political system. To achieve effectiveness, offices and units will actively renew education and propagation work via diverse, flexible forms and methods, such as studying specialised topics and resolutions, organising forums, talk shows, and knowledge contests, and promoting the role of cultural institutions in disseminating and multiplying typical examples, effective approaches, models, and initiatives. At the same time, offices and units will resolutely prevent and push back degradation in political ideology, morality, and lifestyle, signs of “self-evolution” and “self-transformation” from within as well as misconceptions and a lack of responsibility or self-awareness. Doing so will make cadres, party members, and the masses more sufficiently cognisant of the content and value of Ho Chi Minh’s ideology, ethics, and lifestyle and will turn the study and following of Uncle Ho’s example into a self-aware, routine action within offices and units.
Second, actively renewing the content, forms, and methods of studying and following Uncle Ho’s example, developing effective approaches and models in this work. This is one of the core measures aimed at creating synergy from all organisations and forces and guaranteeing the practicality and effectiveness of the study and following of Uncle Ho’s example. Thus, all-level party committees and party organisations will continue to bring into play the recorded results, include the study and following of Uncle Ho’s example in regular resolutions, proactively review and opportunely supplement targets in action plans and programs in accordance with the particularities of their units and localities, and provide orientation for cadres and party members’ written commitments to self-improvement relevant to their functions and assigned tasks. Great value will be attached to closely combining the study and following of Uncle Ho’s example with the execution of resolutions, conclusions, and regulations on building and rectifying the Party and political system, the CMC’s Resolution 847-NQ/QUTW, movements and campaigns launched by sectors and localities, and political tasks, especially personnel planning for all-level party congresses towards the 14th National Party Congress. Offices and units will make breakthroughs in raising the quality of regularity building and discipline management; they will actively, proactively, creatively perform the tasks of training, combat readiness, and security maintenance, particularly during national holidays and major events of the country and localities; they will give sound advice to local party committees and authorities on military - defence work and the building of defensive zones and all-people national defence associated with people’s security. Moreover, due attention will be paid to strictly maintaining principles of party organisation and building, particularly democratic centralism, collective leadership, and individual accountability, making party organisations really pure and typically strong, building a contingent of cadres and party members with political steadfastness, pure lifestyle, and great resolve, dedication, and responsibility. The provincial armed forces will continue to promote effective models, such as “building four-good, three-no party cells”. At the same time, they will actively develop new models and creative, effective approaches in the study and following of Uncle Ho’s example, giving a massive incentive to troops’ self-improvements in political zeal, morality, lifestyle, work style and method, encouraging cadres and soldiers to overcome difficulties and successfully fulfil their assigned tasks.
Third, promoting the example-setting responsibility among cadres and party members, particularly the key ones in the study and following of Uncle Ho’s example. Being imbued with Uncle Ho’s words: “a living example is worth more than a hundred propaganda speeches”, all-level party committees and party organisations within the provincial armed forces will continue to grasp and seriously adhere to regulations on example-setting responsibility of cadres and party members, especially Regulation 08-QÐi/TW, dated 25 October 2018, by the 12th Party Central Committee on example-setting responsibility of cadres and party members, first and foremost Members of the Politburo, the Secretariat, and the Party Central Committee, Regulation 12-QĐ/TU, dated 29 July 2019, by the Provincial Party Committee Standing Board of Bac Ninh on “example-setting responsibility of cadres and party members, first and foremost Members of Party Committee Standing Boards and key leaders at all levels”. Under the motto: superiors and party members set good examples for subordinates and the masses to follow, cadres and party members, particularly party committee members and key cadres at all levels will keep improving revolutionary ethics, personality, and lifestyle. Cadres and party members will frequently exercise self-criticism and criticism, build up their political steadfastness, dare to think, dare to speak, dare to do, dare to take responsibility, dare to make breakthroughs, dare to confront difficulties and challenges, put collective interests above all. Cadres and party members will develop a scientific, democratic, exemplary leadership style, match their words with action, resolutely protect the right, drastically fight against the wrong, act as the nucleus of internal unity, and set good examples for troops to follow.
Fourth, enhancing the efficiency and effectiveness of inspection and supervision work, carrying out preliminary and final reviews to draw lessons on the study and following of Uncle Ho’s example. Party committees and commands of offices and units will strengthen inspection and supervision to opportunely rectify weaknesses, misconduct, and ineffective approaches. The outcome of studying and following Ho Chi Minh’s ideology, ethics, and lifestyle will be seen as an important criterion for yearly collective and individual evaluation and commendation. Preliminary and final reviews will be regularly carried out to draw lessons, propose measures to deal with drawbacks, opportunely honour excellent collectives and individuals, multiply creative, effective models and approaches, and turn the study and following of Uncle Ho’s example into a self-aware, routine action of every organisation, cadre, and soldier as significant contributions to building pure and strong party organisations, making the provincial armed forces “exemplarily, typically” comprehensively strong, capable of excellently fulfilling their assigned tasks, and worthy of a loyal, reliable political and combat army of the province’s Party Organisation, authorities, and people.
