Building strong all-people national defence constitutes a strategic, consistent line of our Party and State in the cause of Fatherland construction and protection. Thus, party committees and authorities of Bac Ninh city have focused their leadership and direction on performing this central, routine task via many synchronous, effective measures.

Bac Ninh city, Bac Ninh province is a land rich in cultural and revolutionary tradition, holding a strategic position, acting as the Northern gateway to Hanoi Capital and Northeast Vietnam. After nearly 30 years of re-establishment of Bac Ninh province (1 January 1997) and nearly 20 years of recognition of Bac Ninh town as a city, the Party Organisation, authorities, and people of the city have always promoted their heroic tradition, adhering to higher echelons’ orientations and plans, remaining unity, exploiting all potential and advantages, unceasingly fostering innovation and creativity, putting efforts to turn Bac Ninh into a first-class city (2016), comprehensively integrating into the Red River Delta and the whole country. Over the years, the city’s economic growth has always been maintained at a high rate; budget revenue has reached 5,000 billion VND per annum; per capita income has been over 140 million VND; urban infrastructures have been planned and developed in a sustainable, synchronous way in line with the building of an inter-connected, solid defensive posture. Cultural and traditional values have been preserved, while due regard has been paid to social welfare. The work of building and rectifying the Party and political system have been comprehensively carried out; defence and security have been consolidated; the armed forces’ synergy and combat power have been raised as the basis for maintaining political security and social order and safety.

However, there are various difficulties and challenges for the city’s development in the upcoming time. More seriously, mechanical population increase is placing considerable pressures on urban and social infrastructures; the city is confronted with environmental and security-related issues; all-level authorities’ urban management capacity has yet to keep pace with the urbanisation process; social evils are still complex. Under the Provincial Party Committee Standing Board’s Resolution 25-NQ/TU, dated 12 July 2021, on “building and developing the city towards 2030, with a vision towards 2045”, fully aware of the city’s importance to the general defensive posture of the province and the region, the Party Organisation and authorities of the city have focused on comprehensively performing all tasks, particularly the building of strong all-people national defence.

First of all, the city has attached much importance to enhancing the work of propagation and political, ideological education, stepping up defence and security education, and raising awareness and a sense of responsibility among cadres, party members, and citizens towards the building of all-people national defence. To that end, the City Party Committee’s Communication and Education Commission has collaborated with all-level Defence and Security Education Councils, party committees, and authorities and the armed forces to enhance propagation and education work to raise awareness and a sense of responsibility among cadres, party members, and citizens, particularly party committee members and key leaders towards the Party’s lines and viewpoints and the State’s laws and policies on building strong all-people national defence. Great value has been attached to raising all people’s awareness of combining socio-economic development with defence and security consolidation, ensuring that each step in socio-economic development is a step forward in strengthening defence and security. Propagation and education work has been intensified to render all people fully aware of partners and opponents, hostile forces’ “peaceful evolution” strategy and plot to promote “self-evolution” and “self-transformation” against the Vietnamese revolution. At the same time, all-level Defence and Security Education Councils have been regularly consolidated; the quality and effectiveness of defence and security education for target individuals have been improved. Doing so has contributed to achieving a consensus among all people, stimulating all resources, potential, creativity, patriotism, and indomitable tradition of the heroic land of Bac Ninh - Kinh Bac in socio-economic development and the building of strong all-people national defence.

In response to the increasingly high requirements of Fatherland building and protection, the city has focused on synchronously adopting measures of socio-economic development to create material potential for all-people national defence. Under socio-economic development strategies by the Party, State, and Bac Ninh province, the City Party Committee, the City People’s Council, and the City People’s Committee have concentrated on developing proper mechanisms and policies for agencies, units, and localities to maximise their potential and advantages, create new motives for economic growth based on the development of commerce, services, and a civilised, modern, multi-utility, hi-tech urban economy, provide a favourable condition for investment in modern commerce and service infrastructures. Emphasis has been placed on addressing difficulties, providing support for the development of hi-tech agriculture, undertaking researches into the development of green, circular, experiential agriculture, and effectively executing the “One Commune, One Product” (OCOP) program associated with tourism, culture, and history to increase productivity and product value, maintain food security, and ensure the people’s daily needs and on-the-spot logistics accumulation for defence and security tasks and defensive zone’s operations.

Furthermore, the city has advocated developing hi-tech, clean-tech, environmentally friendly industries, with a focus on supporting industry for main industries. The city has enhanced environmental management and protection within industrial zones and clusters and traditional craft villages, effectively handling drawbacks in infrastructure, energy, environment, construction, fire prevention and control, improving the sustainability and mobilisation of resources for its development process. The city has proactively reviewed and grasped the quantity and quality of businesses in its area, especially putting mechanical, metallurgical, chemical, and electronic enterprises into its defence mobilisation plans to meet the requirements of war-time production and serve defence tasks when necessary.

The city has also focused its leadership and direction on building and consolidating the posture of all-people national defence associated with the posture of people’s security and the building of an increasingly strong defensive zone as a central part of the building of all-people national defence. Grounded on the master plan approved by the province, the city has completed its socio-economic development plans and projects relevant to its particularities and its master plan for defence disposition combined with socio-economic development in the period of 2023 - 2030, with a vision towards 2050. In the process, the city has required that all projects and plans be appraised in terms of defence and security and in accordance with its defensive zone planning and the defensive postures of the province and Military Region 1. State management of terrains of military value and defence constructions has been intensified. The city has continued to effectively execute the project on “building defence works within Bac Ninh city’s defensive zone in the period of 2023 - 2030, with a vision towards 2050”. Due regard has been paid to constructing training works within combat bases, such as roads and training grounds, building defensive and combat works within defensive zone, acquiring military hardware, supporting tools, and communication systems on a par with the city’s potential. At the same time, the city has reviewed, formulated, and adjusted detailed plans for designing, building, and protecting other important dual-purpose infrastructures, such as underground constructions, irrigation works, and telecommunication systems, thus creating motivations for socio-economic development and facilitating defence and security tasks in the event. The city has attached much importance to consolidating the great national unity bloc, well implementing Regulations on Grass-Roots Democracy and social security policies, opportunely, completely handling arising issues, and building an increasingly firm “posture of people’s hearts and minds” in its area.

The City Party Committee has regularly exercised its leadership over the building of the armed forces with great synergy and combat power, enabling them to well perform their core role in building all-people national defence. The Military and the Public Security Force have continued to renew and improve political education, building up political steadfastness and a strong sense of responsibility for surmounting difficulties and successfully fulfilling all assigned tasks among cadres and soldiers. Emphasis has been placed on building an adept, compact, strong standing force, seriously conducting force adjustments and re-deployment, and raising the quality of human resources at all levels. Due attention has been paid to building a powerful reserve force and a “strong, extensive” militia and self-defence force, raising the political zeal, synergy, and effectiveness of mobile militia platoons and specialised forces in coordination to protect political security at grass-roots level. The city has concentrated on building a really pure, strong, regular, elite, modern Public Security Force. Great value has been attached to renewing and improving training work, intensifying synchronous, specialised training, taking practice as the main element, closely combining combat training with physical training and contests. Consideration has been given to stringently maintaining combat readiness regulations and close coordination between forces to proactively grasp and correctly evaluate situational developments, opportunely detect, prevent, and effectively settle situations right at grass-roots level, and create a favourable environment for attracting resources and building Bac Ninh into a civilised, modern, safe city deeply imbued with cultural identity.
