Considering the work of Party building a key task, Bac Giang Provincial Military Party (BGPMP) has focused on building and improving the leadership capacity, combat strength of the party organisations and the quality of the cadres and party members at grassroots level with specific solutions that are relevant to the reality.

Understanding the particularly important position and role of the party organisations and party members at grassroots level for the development of each agency and unit, over the years, BGPMP has carried out synchronously many solutions to lead and direct the consolidation of building party organisations and party members at grassroots level, to meet the requirements and tasks in the new situation; in which, attention has been paid to promoting the implementation of the model of building "4-good and 3-no" is a matter of regular concern. As a result, the comprehensive leadership capacity and combat strength of the Party committees and organisations have been consolidated; the contingent of cadres and party members, especially the members of party committees and commanding officers at all levels, have shown firm political will, upholding their pioneering spirit, being exemplary, showing sense of responsibility, and strictly following laws and regulations, attaching importance to leading their agencies and units to successfully fulfill all assigned tasks, ... contributing to building a clean, typical and strong Provincial Military Party, and a comprehensively strong unit. Notably, BGPMP has well performed its function of giving advice to the Provincial Party Committee, the People's Council and the Provincial People's Committee in leading and directing local defence and military tasks. At the same time, it has closely coordinated with other forces in consolidating the province's defensive area; maintaining political security, social order and safety, preventing the appearance of "hot spots" in the area.

Currently, as the ever higher requirements of the task of safeguarding the Fatherland; the fierce resistance of hostile forces and impacts from the negative side of the market mechanism, the Provincial Military Party continues to consider Party building the key task, deciding the successful completion of all assigned tasks. To implement this task well, the provincial armed forces should focus on thoroughly grasping and strictly organising the implementation of Resolution No. 21-NQ/TW, dated June 16, 2022 of the Party Central Committee (13^th tenure) "On consolidating and building the grassroots party organisation and improving the quality of party members in the new period", with a number of key tasks and solutions as follows:

Firstly, emphasis should be placed on enhancing the education to raise awareness and sense of responsibility for the party committees, organisations and party members about the role and position of the grassroots party organisations and the tasks of party members. The Provincial Military Party Committee has directed its junior Party committees and organisations at all levels to thoroughly understand President Ho Chi Minh's views and thought that: "A strong party is because it has good party cells. A good cell is because all its members are good” and grassroots party organisations with their party cells are the foundation of the Party, party members are the core political figures and a bridge between the party and the people. Accordingly, each party member should voluntarily and strictly perform the four duties of a party member as stipulated in the Charter of the Communist Party of Vietnam; grassroots party organisations and party members should strictly abide by the Party's resolutions. In their work and normal life, each cadre and party member should always attach importance to promoting the tradition of unity within the Party and his or her pioneering and exemplary role. Continue to improve the quality and efficiency of building "4-good, 3-no" party cells in accordance to Directive No. 1535-CT/DU, dated April 13, 2018 of the Standing Party Committee of Military Region 1; striving to have 100% of the cells complete their tasks, of which 85% or above successfully and excellently complete their tasks; 100% of Party committees and cells qualify the standards of "4-good and 3-no".

Secondly, renewing and improving the quality of party meetings. On the basis of thoroughly grasping the guidance of the Central Organisation Commission, directly the Instruction No. 1677/HD-CT, dated September 28, 2018 of the VPA’s General Department of Politics on "issues to improve the quality of Party meetings in the Military Party Committee", the Provincial Military Party Committee requested its Party cells to uphold the Party principles, highlight the spirit of self-criticism and criticism, and strengthen democracy in Party meetings. At the same time, attention has been paid to strictly following the regulations on Party regular meetings every month. In order to achieve quality and efficiency of the meetings, the party secretary chairing the meetings should perform well the information dissemination, with selective and relevant information that are close to the political tasks of the locality, unit and the ideological situation of cadres, party members and the masses. Continue to promote the application of information technology in studying the Party's resolutions and specific topic meetings, creating conditions for Party members to timely get accurate information.

Thirdly, focusing on improving the quality of party members. Party committees at all levels should regularly perform well the political and ideological work, proactively forecast the situation, and promptly provide guiding information of the Party, the State, the Central Military Commission and senior Party committees to cadres and party members. To be effective, agencies and units should thoroughly grasp and strictly implement the above directives and resolutions on Party building and rectification, in association with the implementation of Resolution No. 847-NQ/QUTW, December 28, 2021 of the Central Military Commission on Promoting the qualities of "Uncle Ho's Soldiers", resolutely fighting against individualism in the new situation. Annually, 100% of Party members have a commitment to cultivate, practice and preserve moral qualities and lifestyles, not to be degraded in political thought, morality, lifestyle, "self-evolution", and "self-transformation", and review their commitment in the monthly party cell’s meeting. At the same time, importance has been attached to raising vigilance and fighting against distorting information of hostile forces and political opportunists, contributing to protecting the Party's ideological foundation. Along with that, priority has been given to the works of nurturing and accepting new Party members, regularly examining and resolutely removing from the Party those who are ineligible, violate Party disciplines and State laws. The work of evaluating and classifying party members has been renewed, attaching it with the completion of assigned tasks and the cultivation, training, and striving of each party member annually, ensuring that it is specific, substantive, and in accordance with the Party’s regulations. These are very important contents, that should be further thoroughly grasped and strictly implemented in each agency and unit, in order to build a contingent of cadres and party members with revolutionary moral qualities and a sense of disciplined practice, and ability to successfully fulfill all assigned tasks.

Fourthly, building and fostering a comprehensively strong contingent of secretaries and members of the Party committees at grassroots level. The Provincial Military Party Committee requires Party committees at all levels to pay attention first to the planning stage, the selected secretaries and deputy secretaries should be the party members with good morality, high ability, scientific leadership style, and typical for the wisdom and strength of the Party cells. Before assignment and rotation of cadres, party cells at all levels have to review and supplement the planning of cadres in charge of agencies and units, attaching it with consolidating the party committees in the direction of political commissars and politicians acting as secretaries and the commanding officers as deputy secretaries. At the same time, training courses to improve skills on conducting party work for Party secretaries and committee members have been launched. The training contents focus on skills to guide the activities of the Party committee; democratic and close to reality working style, and ability to effectively concretise the guidelines of the Party, policies and laws of the State, directives and resolutions of the higher command and resolutions of the Party cell; solutions to gather and rally the masses, bringing into play the overall strength of organisations and forces to effectively perform the political tasks of the unit, making contribution to building clean and strong Party cell and party committee.

Finally, improving the effectiveness and efficiency of the work of Party inspection, supervision and discipline practice of grassroots party cells. The Standing Committee of the Provincial Military Party requested Party committees and party organisations at all levels to continue to synchronously carry out the work of inspection and supervision with the view that "supervision must be expanded, inspection must have focal points". Focusing on inspecting and supervising the implementation of political tasks, democracy, solidarity, the settlement of relationships and Party building. Paying special attention to inspecting when there are signs of violation, examining the responsibility of the head of the party committee in performing key tasks and supervising areas that are sensitive and prone to negative actions. Actively innovating and improving the quality, effectiveness and efficiency of the guidance and direction of the superior inspection committee to the junior party committees, party organisations, and inspection committees in performing the tasks of inspecting, supervising and the party disciplines practice. Attention has been paid to proactively preventing, stopping and strictly handling party organisations and party members violating Party disciplines. At the same time, emphasis has been placed on promoting the supervisory and critical role of unit’s mass organisations in inspection and supervision of grassroots party organisations; especially on what party members are not allowed to do, contributing to improving the quality of building party organisations and the contingent of party members.
