Administrative reform (AR) in the Army is one integrated part of in the AR of the Government and an important content, a breakthrough defined in the Resolution of the 10th Military Party Congress. Therefore, thoroughly implementing this work is a matter of urgency, contributing to building the Army “revolutionary, regular, seasoned, and increasingly modern” in the new situation.
Over the past years, grasping the Party’s viewpoints and guidelines and the Government’s programs and plans on AR, the Central Military Commission (CMC) and Ministry of National Defence (MND) have issued a number of resolutions, directives, circulars, plans for leading and directing the work in the Army. There have been outcomes of significant importance.
Besides recorded achievements, there remain shortcomings in the aspects such as, awareness, knowledge, managerial and operational mechanisms, etc. These have directly affected the outcomes of the AR and the task performance of units and agencies. Party committees and commanders at all levels should seriously review and take timely remedial measures.

In the coming time, in the context of international integration, the cause of Homeland protection continues to set higher requirements for the Army, in which AR is one of the important breakthroughs aiming to unceasingly enhance the overall quality and combat strength of the Army and make it a “revolutionary, regular, seasoned and increasingly modern” force. To successfully fulfill this work, the whole Army, first and foremost, party committees and commanders at all levels should uphold their accountabilities and synchronously implement the following measures:
1. Strengthening education and propagation to enhance awareness and responsibility of officers and soldiers. Units and agencies, first and foremost, party committees, commanders, commissars and junior commissars at all levels should continues to further grasp the Party’s viewpoints and guidelines, the Government and the MND’s programs and plans on AR, focusing on the Resolution of the 12th National Party Congress, the Resolution No.30c/NQ-CP dated 8 November 2011 of the Government on the General Program on AR in the 2011 – 2020 period, the Resolution of the 10th Military Party Congress as well as programs and plans for AR of the MND in the 2016 – 2020 period and beyond. Basing on this, continuing to strengthen political and ideological education, task briefing; strengthening leadership and direction of party committees and commanders at all levels over the military and defense AR. An important mission is to improve the awareness of officers and soldiers, particularly key cadres, on the positions, goals, requirements and contents of AR in each period; advantages and difficulties, particularly the emerging challenges that units and agencies should overcome. In addition, it is necessary to help them understand that the AR in the Army is an integral component of the governmental AR, a regular and important task and a breakthrough in the units’ mission accomplishment, the cause of the Army construction and national defense consolidation, and the leadership of the Party over the Army as well as the defense cause in the new situation.
Party committees and commanders at all levels should regularly strengthen their leadership the task of political education and ideological orientation so that cadres and soldiers in the Army are determined to implement the work in a determinative and persistent manner with a number of synchronous relevant measures, emphasis, focuses and steady steps. During the implementation, there should be new contents and methods to flexibly, creatively and relevantly apply to the circumstances and mission of each unit and agency. Furthermore, political and ideological education should be connected with the Determined to Win Emulation movement, the implementation of the Directive No.05 of the Politburo (12th tenure) on accelerating to study and follow Ho Chi Minh thought, moral and style, and the Drive of “Promoting tradition, devoting talents, deserving Uncle Ho soldiers”.
2. Enhancing the quality of making legal document and accelerating AR in the Army. This is the focal content in the Program for the Army’s AR in the 2016 – 2020 period. Basing on the practical situation, functional agencies should further study and standardize the procedure of making, promulgating, and improving the quality of legal documents, considering it the main part of AR in the Army in order to improve management and commanding capabilities. In the process of making of legal documents, it is necessary to point out the necessity, the overall viewpoint and the implementation roadmap of each document. Attention should be paid to the task of studying and reviewing, the close coordination among relevant agencies and units, and the feedbacks of experts and scientists while making and promulgating legal documents. Making them important foundation to meet the organizational and operational requirements in the military and defense fields, and the requirements of building the People’s Army and the Socialist Rule of law State.
On the basic of further grasping and implementing the Project No.30 of the Government on simplifying administrative procedures in state management field, units and agencies should review documents related to administrative procedures for amendment, supplementation and depletion if necessary. In addition, the implementation must adhere to the criteria of: necessity, rationality, and legitimacy in order to ensure the uniformity, synchronicity, and transparency, enhancing effectiveness of state management in the military and defense fields. Continue to review and renew the management mechanism as well as administrative procedures at operational and strategic levels. Besides, it is necessary to uphold responsibility of party committees and commanders at all levels in the leadership and direction over administrative reform; timely adjust and supplement relevent contents while leaving out unnecessary procedures.
3. Accelerating the reform of administrative apparatuses and enhance the quality of cadre staff. MND has paid attention to successfully implementing the “Military restructuring project in the 2016 – 2021 period and beyond” towards the direction of seasoned, lean, powerful, and flexible, meeting the requirements of Homeland protection in the new situation. Agencies and units should give priority on directing the implementation of the MND’s regulations on organizational structure, being persistent with downsizing. Continue to study and take measures aimed at restructuring, renewing, developing, and enhancing the effectiveness of Military enterprises in accordance with the law.
Besides, it is necessary to pay attention to the political stance of cadres, making them steadfast, absolutely loyal to the Party, the regime, and the people, being qualified enough to meet requirements of Army building in general and administrative reforming in particular. Paying attention to beneficial policies to attract and retain cadres, particularly cadres with scarce skills.
In addition, agencies and units should step up financial reform in light of the Resolution 513-NQ/QUTW dated 21 September 2012 of the CMC on the Army financial task until 2020 and beyond. Focusing on screening, supplementing regulations on financial leadership of party committees; the mechanism for state budget management; the financial procedures and the building of financial officers to meet professional requirements. Placing emphasis on the administrative modernization of the MND, particularly the application of the national quality management system (TCVN ISO 9001); fostering the application of shared IT and softwares for the management, direction and operation of the MND and agencies and units, contributing to the construction of “revolutionary, regular, seasoned and increasingly modern” Army, meeting the requirements of Homeland protection in the new situation.
