Army Corps 3 with the requirements for “elite, compact, strong” development towards modernity
Building the “elite, compact, strong” Army to create a stable ground for modernity is a major policy of our Party and State. Implementing this policy, the Corps’ Party Committee and Command have been intensely leading, directing and making many drastic, synchronous and effective solutions in the planned schedules.
On the basis of closely following the seniors’ documents and instructions, the Corps’ Party Committee has issued Resolution No. 604-NQ/ĐU, dated 29 July 2022 on leading the organisation of the Corps in the 2021-2040 period and the following years; the Corps’ Command has issued Plan No. 646/KH-QĐ, dated 04 October 2022 on implementing this Resolution, at the same time, directed offices and units to make leading resolutions, make close plans and serious implementation. In particular, the Corps has paid attention to the political-ideological education so that the party committees, party cells, all cadres, party members and people could thoroughly grasp the policy on regulating the Vietnam People Army in general and the Corps in particular in the “elite, compact, strong” way with high overall quality and combat power to meet the demands for safeguarding the Fatherland in the new situation.
With the motto of being proactive, cautious and democratic, not being subjective, simple and waiting, the Corps has closely and effectively implemented the decisions by the Ministry of National Defence, the General Staff and the General Political Department on adjusting and reorganising the Corps’ subordinate offices and units; closely combined the organisation adjustment and the work of ideology, organisation and policies. In its implementation, the Corps has strictly followed the rules, process and regulations of the cadre and personnel work. Based on checking the quantity and quality of officers, professional military personnel, the Corps has correctly adjusted and arranged the organisations and staff, minimised the lack and redundancy ratio; well executed the sourcing, planning, promoting, assigning, rotating, arranging and using cadres according to the task requirements; any cases of additionally assigning and arranging the deputy levels, redundant and age-limited cadres, etc. have been reported and controlled in accordance with the regulations, creating the stability and avoiding disorders. The Corps has intensely strengthened the party committees and commands of officers and units which have been dismissed, merged and newly founded; handed over the party organisations, changed the party meetings for party members; synchronously, flexibly and timely applied the policies on redundant personnel, making it strict, public, democratic and legal.

On grasping and executing Resolution No. 230-NQ/QUTW, dated 02 April 2022 by the Central Military Commission, Plan No. 1228/KH-BQP, dated 25 April 2022 by the Ministry of National Defence and the seniors’ other documents on organising the Vietnam People Army in the 2021-2030 period and the following years, in the coming time, the Corps’ Party Committee and Command need to strengthen their leadership and direction, promote the solutions for dissolving Corps 3 and establishing Corps 34 as schedule, focusing on some contents as follows:
Firstly, maintaining and strengthening the absolute, direct and all-round leadership by the Party in the process of dissolving Corps 3 and establishing Corps 34. Accordingly, all activities of adjusting the organisation of offices and units are under the direct leadership by the same-level party committees, well bringing into play the roles and responsibility of the party committee secretaries in their leadership and direction. Closely following the seniors’ leadership and direction, and basing on the tasks of the units, party committees and party cells, the all-level presiding officers plan the imminent work, make close and correct leading contents and solutions; proactively build plans and carry out them comprehensively, strictly, synchronously, effectively and suitably with the reality of each office and unit. Because the merge and dissolution have been done in a larger scale, relating to many offices, units, organisations, individuals, etc., the Corps’ Party Committee has required the all-level party committees, secretaries, deputy secretaries, members and commanding officers to thoroughly grasp the tasks, strictly follow the principle of democratic centralism; well perform their tasks and authorities in implementing the resolutions, directives and decisions on dissolving and establishing Corps 34; intensely combined the adjustment of the commanding organisations with the improvement of leadership and combat power for the party committees and party organisations; raised the exemplary responsibility of cadres and party members; prevented expressions of subjectivity, impatience, formalism, conservativeness; maintained the political-ideological stability in the process of implementation.
Secondly, well executing the political-ideological education, building the high determination, and creating the agreement and unity before, during and after dissolving Corps 3 and establishing Corps 34. The all-level party committees, political commissars, junior commissars, commanders and political offices need to pay attention to educating cadres and soldiers to understand that dissolving Corps 3 and establishing Corps 34 are an objective requirement in the process of adjusting the military organisations; a major policy and important premise for building the revolutionary, regular, highly-skilled and modernised people’s Army. Offices and units organise the political-ideological meetings, build the stable political spirit for cadres and soldiers, heighten their political responsibility, awareness of obeying the law and discipline, and create the unity of their will and actions; raise their spirit of overcoming difficulties to readily receive and successfully accomplish the tasks; prevent any manifestations of ideological wavering, hesitating difficulties and refusing the tasks, at the same time, proactively hold their thoughts and discipline observance; make solutions for orienting the public opinion, timely and effectively solve any raising problems, avoiding any passiveness and suddenness; resolutely struggle against any misled expressions, refute any distorted arguments by the hostile and reactionary forces, political opportunists who are taking advantage of the organisation adjustment to sabotage the Party, State and Army.
Thirdly, paying attention to leading and directing the implementation of decisions by the Ministry of National Defence on dissolving, newly establishing, merging, reorganising, shifting and strengthening the organisation. One of the pivotal issues in dissolving and merging to build the elite, compact and strong Corps towards modernity is to arrange people and organisations. Hence, offices and units need to proactively research, check, select and make plans on suggestions for arranging cadres and organisations according to the titles and structure; suitably solve the redundant personnel, assuring the closeness, publicity, democracy, legality and meeting the task requirements; at the same time, make plans for the work of sourcing, planning, training, promoting, assigning and rotating personnel from the places which face redundancy to where in need; arrange and use military officers, professional military personnel and soldiers suitably with the organisations, training majors and age; maintain the stability, avoid the disorder in offices and units, and minimise the lack and redundancy ratio.
It is necessary to proactively review, remark and evaluate the quality of all-level cadres in a strict, democratic, sincere and objective way, being the basis to make plans for arrangement and usage, meeting the demands for the new organisation and staff. On grasping the quality and quantity of the existing cadres, offices and units make plans for arranging and using cadres in accordance with regulations. All levels, sectors and forces flexibly apply many solutions to understand the thoughts and desires of cadres in offices and units directly influenced by the organisation and staff adjustment; make suitable policies and treatment for the redundant cadres according to Document No. 1061/CT-CS, dated 14 May 2024 by the General Political Department, especially the ones exceeding the appointment age, and those, due to the new organisation and the task requirements, being appointed in lower positions or dismissed from the positions of leaders and managers, etc. so that they agree and strictly follow the decisions made by the organisations.
Together, the party committees and commands at all levels intensely direct the checking and evaluation of capacity in all working fields, especially the human resource, weapons and equipment, budget, funds and materials; strictly receive, transfer and manage weapons, equipment, vehicles, materials, finance, defence land, barracks, depots, etc., prevent any simple, subjective, perfunctory, formal expressions causing losses of property of the State, Army and units; coordinate with the functional offices to ensure the security and safety in all offices and units, store and strictly manage documents and materials, being ready to hand over to Corps 34 in accordance with the regulations.
Fourthly, quickly stabilising the situation right after the establishment of Corps 34, being ready to receive and successfully accomplish all assigned tasks. Right after implementing the new organisation and staff, the party committees and commands at all levels need to proactively check, build, add and complete the systems of regulations, plans and combat readiness documents; proactively advise, propose to adjust and complete the directives and plans of fields and other work of new organisation and staff, making them practical to each office and unit, and assuring strictness and unity.
For the party organisations which have been changed in their organisation, staff, functions and tasks, besides conducting the above contents, it is necessary to well prepare for receiving the party organisations and members; draft the decisions, resolutions, programmes, plans, and working and leading regulations for some pivotal work, making sure they are ready to be done right when having the decision for new staff; firmly hold all aspects of the cadre work, proactively build plans on the quantity, training and cultivating cadres, and closely report in accordance with the seniors’ instructions; timely examine, discover and introduce suitable candidates to build, add and plan for the leading and managing cadres at all levels combined with the personnel preparation for the all-level party congresses in the 2025-2030 tenure; continuously grasp and implement effectively the remaining issues in the year 2024 as scheduled, focusing on the tasks of combat readiness, the 2nd period training, the “PT-24” exercise defensive operation, contests and competitions, regularity building, discipline management, safety assurance and building the exemplary units, creating the premises and important turning points to build the “elite, compact, strong” Corps 34 towards modernity meeting the task requirements in the new situation.
