Army Corps 3 enhances the leadership and combat power of grassroots-level party organisations
Strengthening, consolidating, and building grassroots-level party organisations and enhancing the quality of party members in the new period is the new content determined in Resolution No. 21-NQ/TW issued on June 16th, 2022 by the 13th Party Central Committee. This pivotal issue must be strictly grasped and implemented by party committees and organisations at all levels in general and the Party Committee of Army Corps 3 in particular through multiple guidelines and measures to produce a great driving force for the building of a transparent and strong Party Committee and all-strong, “exemplary and typical” Army Corps to satisfy all military-defence task requirements in the strategic area of the Central region and the Central Highland.
Over the years, to constantly enhance the leadership and combat power of the entire Party Organisation, the Party Committee of Army Corps 3 has always attached importance to leading the building of strong party committees and organisations at all levels in terms of politics, ideology, ethics, organisation, and cadres; proactively strengthened party committees and grassroots-level party organisations in accordance with its organisational structure. The focus has been placed on building party committees and party cells with scientific working manners; maintaining solidarity and discipline; actively renovating the succinct process of building and issuing resolutions to ensure comprehensiveness and effectiveness; regularly inspecting, supplementing and strictly performing regulations on working and leading key tasks. Activities in grassroots-level party organisations have been maintained; the management and training of party members have always been paid much attention to; the work of inspecting, supervising, and performing the Party’s discipline has been effectively implemented; a majority of cadres and party members have firm political zeal and absolute loyalty to the Party’s leadership. This contributes to the building of a strong Party Committee in terms of politics, ideology, ethics, organisation, and cadres. In 2022, the Party Committee of the Army Corps witnessed a high proportion of party committees, organisations, and members accomplishing tasks.
However, several grassroots-level party organisations have not shown their roles in leading new and challenging tasks; promptly rectified and supplemented regulations on working. The improvement of activities within several grassroots-level party committees and party cells undergoes slow changes; meanwhile, the work of managing and training cadres and party members has not been thorough. The quality and effectiveness of inspection at party cell levels are limited; several party committee levels have not proactively kept abreast of the situation, detected and inspected any sign of violations, etc. The major causes lie in the several party committees’ insufficient awareness of the roles, positions and requirements for enhancing the leadership and combat power of grassroots-level party organisations; guidelines have been made but short of specific, synchronous, and effective measures, etc.

Being fully aware of the shortcomings, in the forthcoming time, the Army Corps must accelerate grasping and implementing Resolution No. 21-NQ/TW issued on June 16th, 2022 by the Party Central Committee (13th tenure) on strengthening the building of grassroots-level party organisations and enhancing the quality of party members in the new period with multiple drastic and synchronous measures. The focus must be placed on the following contents.
First, building strong grassroots-level party organisations in terms of politics, ideology, and ethics. The Army Corps’ Party Committee must concentrate on leading and directing party committees and organisation to effectively implement tasks and measures for the resolutions, conclusions, directive, etc. of higher echelons on Party building and rectification with a focus on Conclusion No. 01-KL/TW issued on May 18th, 2021 by the Politburo (13th tenure) on continuing to accelerate the studying and following of Ho Chi Minh’s ideology, ethics, and manners; Conclusion No. 21-KL/TW issued on October 25th, 2021 by the Party Central Committee (13th tenure) on accelerating the building and rectification of the Party and the political system; resolutely preventing and strictly handling cadres and party members who undergo degradation of political ideology, ethics, and manners, “self-evolution” and “self-transformation”; Regulation No. 37-QĐ/TW issued on October 25th, 2021 by the Party Central Committee (13th tenure) on things that party members must not do; Resolution No. 847-NQ/QUTW issued on December 28th, 2021 by the Central Military Commission in promoting the qualities of “Uncle Ho’s Soldiers” and resolutely preventing individualism in the new situation, etc. The renewal of the content and methods must be carried out to improve combat power, persuasiveness, and effectiveness of political and ideological work. It is necessary to regularly foster political theories and update new knowledge to improve the political zeal of cadres and party members; determine to fight against erroneous and hostile viewpoints and prevent the manifestations of degradation, “self-evolution”, and “self-transformation”. Importance must be attached to enhancing the quality of building a wholesome military cultural environment and preserving and bringing into full play the qualities of “Uncle Ho’s Soldiers” in the new period.
Second, synchronously implementing measures for the building of strong party committees and organisations in terms of structure and the contingent of cadres and party members with sufficient qualities, competencies and prestige to meet all task requirements. Party committees and organisations must be strengthened in accordance with the plans to adjust and structure types of agencies and units. The model of “four-goods” party cells, committees, and organisations must be effectively conducted. It is important to review, rectify, supplement, and implement regulations on working and regulations on leading key tasks and determining the roles of collectives and the authority and responsibility of individuals and leaders at all levels. It is necessary to improve the quality of issuing resolutions and intensify leadership, direction, and inspections throughout the implementation of resolutions at all levels. In particular, leadership resolutions issued by party committees and cells must adhere to the requirements, tasks, and situations to map out breakthrough measures for key tasks; the contents of programmes and plans must involve specific tasks, objectives, and measures and identify the responsibility of presiding and coordinating agencies to avoid over-lapping and task omission and ensure the close, uniform, and effective implementation.
In addition, it is necessary to drastically and synchronously implement measures and effectively implement breakthroughs to improve the quality of the contingent of cadres; combine the building of party members with the building contingents of cadres, the building of party committees with the building of presiding cadres; bring into play the roles of the contingents of cadres in all activities; combine the building of grassroots-level party committee with building and promoting the strength of organisations within units. To this end, the Army Corps’ Party Committee must require party committees at all levels to stringently implement principles, procedures, and instructions of higher echelons on cadre work. Importance must be attached to detecting and cultivating cadres, associating the responsibility of party committee levels, especially presiding cadres at all levels to managing and training the contingent of cadres; forming a seismic shift in managing, commenting, and evaluating cadres to lay a foundation for planning, training, and arranging cadres to establish uniformity within the Army Corps. The good implementation of rotating cadres among agencies, units, and schools is to cultivate young cadres, especially young cadres who possess outstanding qualities and competencies, accomplish all assigned tasks, and obtain numerous achievements in competitions at all levels. The cultivation and building of political zeal, methods, and working manners for cadres, especially young and newly-graduate cadres must be conducted on a regular basis. Additionally, it is necessary to well implement policy work; encourage self-awareness of striving and training; handle the relationship between leaders and commanders, superiors and subordinates to intensify the solidarity and uniformity within the unit.
Third, improving the quality and effectiveness of the inspection, supervising, and executing the Party’s discipline to maintain discipline in leadership and direction. On the foundation of the plans for termly and annual inspection and supervision, the party committee levels and grassroots-level party organisations must continue grasping and implementing the viewpoint that supervision must be extensive and inspection must be focused and centred. In particular, the focus must be placed on inspecting and supervising party committees and organisations, leaders, and presiding cadres of agencies and units in leading the implementation of political tasks, Party building, compliance with the Party’s resolutions, principles, and regulations, the State’s laws and the Military discipline. It is important to closely combine “build” with “prevent” with a priority given to “build” and inspection with supervision; intensify the supervision of surmounting weaknesses after inspection; proactively inspect party organisations and party members; strictly handle all violations, especially those with manifestations of degrading political ideology, ethics, and manners, “self-evolution” and “self-transformation”; violate the things that party members must not do; address letters of denunciation and petitions in accordance with the principles and authorities.
Fourth, continuing to renovate leadership style and working methods scientifically, drastically, and effectively. The Army Corps’ Party Committee and High Command must direct its party committee and commands at all levels to pay attention to the building of the contingent of cadres with scientific working manners in accordance with duties and tasks. Emphasis must be placed on stringently implementing regulations on role-model responsibility of cadre and party members, especially leaders and commanders at all levels; valuing criticism and self-criticism, “self-inspection” and “self-correction”. It is necessary to intensify democracy in party meetings and bring into play collective intelligence to facilitate and encourage initiative, creativity, and daring of leaders of party committees, agencies, and units; prevent all manifestations of inattention, half-heartedness, reliance, and lack of drastic measures; resolutely fight and strictly handle all manifestations of bureaucracy, democratic decline, formal democracy, authoritarianism, patriarchy, and virtual achievements. Standing party committees, party committees, secretaries, and commanders must actively inspect to keep track of situations and instruct subordinates and units to promptly regulate party committees, commanders, and party members and place responsibility of collectives and individuals on agencies and units whose task implementation is limited.
Synchronously and effectively implementing the aforementioned measures, along with tremendous political determination and efforts, the Army Corps’ Party Committee has been creating a seismic shift in improving the leadership of its grassroots-level party organisations, which deserves the leading nucleus at grassroots levels and the key factor so that the Army Corps can accomplish all assigned tasks.
