Army Corps 2 focuses its leadership on implementing the Central Military Commission’s Resolution 847-NQ/QUTW
On December 28th, 2021, the Central Military Commission (CMC) released Resolution 847-NQ/QUTW on promoting the virtues of “Uncle Ho’s soldiers” and resolutely fighting against individualism in the new situation. Being fully aware of the importance of the Resolution, Army Corps 2’s Party Committee and Command have been focusing their leadership and direction on grasping and realising the Resolution in a close, serious, effective manner.
The issuance of Resolution 847-NQ/QUTW by the CMC (hereafter the Resolution for short) expresses the CMC’s strategic vision, acumen, and timeliness in response to the building of a politically strong Vietnam People’s Army in the new situation. The Resolution clarifies the fundamentals of the virtues of “Uncle Ho’s soldiers” that should continue to be preserved and promoted as well as the specifics of individualism that should be resolutely combated, prevented, and repelled. Those are important, urgent, routine, and long-term issues in the Homeland construction and protection. Therefore, the Corps’ Party Committee and Command determine that grasping and effectively executing the Resolution must be an important solution for raising the quality of cadres and party members and building typically strong, pure party committees and organisations as well as “exemplarily, typically” comprehensively strong offices and units at all levels as the basis for improving the Corps’ synergy and combat strength to meet the task requirements of a strategic mobile main unit in the new condition.

In order to grasp and concretise the Resolution closely, widely, deeply, practically, effectively, the Corps’ Party Committee and Command will concentrate their leadership and direction on synchronously implementing several central measures as follows.
First, focusing leadership and direction on studying, grasping, and executing the Resolution. Determinedly translating the Resolution into life as soon as possible, the Corps’ Party Committee Standing Board will require all-level party committees to thoroughly grasp and seriously implement Guidance 88/HD-CT, dated January 12th, 2022 by the General Political Department and Guidance 83/HD-CCT, dated February 15th, 2022 by the Corps’ Political Department on studying, grasping, disseminating, and realising the 13th Party Central Committee’s Conclusions and Regulations on the Party building and rectification and the CMC’s Resolution on bringing into play the virtues of “Uncle Ho’s soldiers” and combating individualism in the new situation as a central task of all cadres, party members, and the masses. All-level party committees and organisations will disseminate the Resolution amongst all cadres, party members, and the masses in a serious, close, scientific fashion. Due attention will be paid to enhancing the work of propagation and education to raise cadres and soldiers’ awareness of the importance and contents of the Resolution via detailed plans and road maps. Besides, units across the Corps will attach importance to flexibly adopting forms of propagation and education, such as political activities, forums, knowledge contests, and cultural programmes. Due regard will be paid to carrying out the work of propagation and education via panels, slogans, internal radio systems, the Corps’ Portal Web and Facebook Fanpage, and mass organisations’ meetings. Doing so will help strengthen determination and responsibility of party committees, party organisations, cadres, party members, and the masses in the implementation process.
Second, making targets, tasks, and measures for executing the Resolution relevant to each office and unit’s characteristics and missions. Based on the General Political Department’s Guidance, the Corps’ Party Committee will focus on closely, scientifically developing its action plan and programme for the CMC’s Resolution 847-NQ/QUTW; it will bring into play the virtues of “Uncle Ho’s soldiers” and fight against individualism uniformly, synchronously at all levels so as to achieve a positive change in troops’ political ideology, morality, lifestyle, and compliance with the State’s law, the Party’s discipline, and the Military’s discipline. Significance will be attached to identifying specific tasks and responsibilities of each party committee member and competent office. At the same time, the Corps’ Party Committee will direct all-level party committees and organisations to formulate measures and plans to concretise the fundamentals of the virtues of “Uncle Ho’s soldiers” and correctly identify manifestations and negative impacts of individualism in their offices and units. Great value will be attached to dealing with the act of copying documents designed by higher echelons or friendly units, implementing the 13th Politburo’s Conclusion 01-KL/TW, dated May 18th, 2021 on continuing stepping up the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, reviewing, realising, and including targets, tasks, and measures for the implementation of the Resolution in Action Programmes for all-level Party Congresses’ Resolutions during the 2020-2025 tenure. In the short term, the Corps’ Party Committee will direct the Corps’ Political Department to design the contents of “setting good examples and fighting manifestations of individualism” and give instructions to all affiliates of the Corps. Offices and units across the Corps will require cadres, party members, and the masses to write and submit their commitments to self-improvement to their party cells or party committees for confirmation and archive. Thanks to close, timely leadership and direction by the Corps’ Party Committee and Command, up to now, all-level party committees and organisations have finished developing targets, tasks, and measures for realising the Resolution practically, effectively, uniformly, in accordance with action programmes/plans for all-level Party Congresses’ Resolutions during the 2020-2025 tenure.
Third, bringing into play the role and responsibility of organisations, forces, especially all-level party committees, party organisations, and key cadres in leading and directing the implementation of the Resolution. Being fully aware that promoting the virtues of “Uncle Ho’s soldiers” and combating individualism represent an urgent, routine central political task of party committees, party organisations, commands, and mass organisations at all levels and the responsibility of all cadres, party members, and the masses, the Corps’ Party Committee will attach significance to increasing party organisations’ leadership capacity and combativeness in directing the execution of the Resolution. In the process, it is necessary to include the implementation of the Resolution in measures for building politically strong offices and units, making party committees and organisations strong in terms of politics, ideology, morality, organisation, and personnel, and preventing and pushing back “self-evolution”, “self-transformation”, corruption, and negative practices. On a monthly, quarterly, yearly basis, the contents of promoting the virtues of “Uncle Ho’s soldiers” and combating individualism will be concretised and included in resolutions of party committees and organisations, party and political work plans of offices and units, and work plans of commanders. At the same time, the Corps’ Party Committee will require party committees, offices, units, and mass organisations to include those contents in their regular meetings in order to carry out discussions and reviews and put forward specific tasks and effective measures.
In addition to annual individual and collective assessment, classification, and commendation, due attention will be paid to rewarding typical examples in executing the Resolution. Emphasis will be placed on promoting the role and responsibility of all-level political offices and cadres in counselling, directing, and guiding the implementation process. Party organisations and mass organisations across the Corps will synchronously, widely, deeply organise political activities relating to the Party building and rectification under the theme “self-examination, self-correction”. Great value will be attached to proposing measures to set good examples and fighting individualism in accordance with each office, unit, and individual’s tasks and functions so as to raise the awareness, responsibility, and political resolve of organisations and individuals in bringing into play the virtues of “Uncle Ho’s soldiers” and combating individualism. Moreover, due regard will be paid to heightening a sense of responsibility amongst cadres and party members, particularly key ones for realising resolutions, conclusions, and regulations by the Party Central Committee and the CMC.
A part from those above-mentioned measures, the Corps’ Party Committee will focus on improving the quality and effectiveness of inspection and supervision work, opportunely, resolutely fighting against ideological deviations, degradation in political ideology, morality, and lifestyle, “self-evolution”, and “self-transformation”, strictly handling transgressions that negatively impact on the tradition and virtues of “Uncle Ho’s soldiers”. At the same time, it will detect and multiply creative, effective approaches, typical examples, and “good people, good deed” examples to make contributions to building typically pure, strong party organisations and “exemplarily, typically” comprehensively strong offices and units capable of fulfilling all assigned missions and deserving Heroic Huong Giang Corps’ tradition of “lightning speed, courage, determination to win”.
