Fully aware of the importance of logistics - technical support to its synergy and combat readiness, Army Corps 12 has always concentrated on building an adept, compact, comprehensively strong Logistics - Technical Sector as the core force in charge of providing support for all tasks.
In response to the tasks of Army building, defence consolidation, and Fatherland protection, on 21 November 2023, the Minister of National Defence signed Decision 6012/QĐ-BQP on establishing Army Corps 12 - the first “adept, compact, strong” Army Corps towards modernity within the Vietnam People’s Army (VPA). Accordingly, the Corps’ Logistics - Technical Sector has new developments in terms of organisational structure and task (it was founded on the basis of reorganising logistics - technical units of Army Corps 1 and Army Corps 2). Within a very short period of time, the Corps’ Logistics - Technical Sector has been tasked with both stabilising its organisational structure and providing support services under higher requirements; however, with its political responsibility, resolve, unity, and tradition of self-reliance, the Sector has grasped and seriously executed directives and orders by the Central Military Commission (CMC) and the Ministry of National Defence (MND). The Logistics - Technical Department’s Party Committee and Command have advised the Corps’ Party Committee and Command on various measures to rearrange the logistics - technical force at all levels. At the same time, they have performed support work comprehensively with determination to maintain and raise the quality of logistics - technical support, resolutely preventing this work from being impacted by the process of force adjustment. As a result, in 2024, the Corps’ Logistics - Technical Sector effectively carried out its support work; it reached and surpassed all goals and targets of logistics - technical work, providing timely support for training, combat readiness, and contingency tasks; troops’ life was maintained and improved. Notably, shortly after being founded, the Logistics - Technical Sector proactively provided logistics - technical support for the Corps’ exercise under the MND’s direction, which was highly appreciated by its higher echelons.

In the upcoming time, Fatherland protection and the building of an “adept, compact, strong” Corps towards modernity will continue to impose more demanding requirements on the Logistics - Technical Sector, particularly regarding force adjustment, the building of logistics - technical potential and postures, and logistics - technical support for regular and irregular tasks. Therefore, the Corps’ Logistics - Technical Sector will continue to promote the spirit of “proactivity, creativity, self-reliance” and drastically, synchronously adopt various measures to raise the quality and effectiveness of support work, with a focus on the following.
First of all, strengthening leadership and direction of party committees and commands at all levels over logistics - technical work. This is a measure of fundamental importance to raising the quality of logistics - technical support for tasks, especially the Corps’ training and combat readiness. Thus, party committees and commands of offices and units, particularly party committees, commands, and staff of the Logistics - Technical Sector will continue to grasp directives and resolutions, especially the Resolution of the 13th Party Central Committee’s 8th Plenum on “the Strategy for Fatherland Protection in the New Situation”, Resolutions 1656-NQ/QUTW and 1658-NQ/QUTW, dated 20 December 2022, by the CMC on logistics - technical work, as well as the Corps Command’s directives and plans. Those documents will be concretised into resolutions with specific lines and measures relevant to each unit’s characteristics, functions, and tasks. In the process, significance will be attached to improving capabilities in research, proposal, and giving advice to party committees and commands at all levels about logistics - technical support for training, combat readiness, natural disaster prevention and control, and the building of logistics - technical potential and postures to meet the task requirements of the Corps in the new situation. Emphasis will be placed on well performing central tasks, settling weaknesses, and raising the quality and effectiveness of logistics - technical work right at grass-roots level. In addition, logistics - technical offices and units will continue to promote their core role in directing, guiding, and organising the emulation movement entitled “Military Logistics Sector follows Uncle Ho’s teachings” and the Campaign on “managing and exploiting weapons and technical equipment effectively, sustainably, safely, economically, and ensuring traffic safety” as an incentive for fulfilling all pre-set goals and targets.
Second, consolidating the organisational structure, building a pool of logistics - technical cadres and employees with sufficient qualities and capabilities as the core force in support work. Grounded on recent adjustments in the logistics - technical force within offices and units, the Logistics - Technical Department will continue to give advice to party committees and commands of the Corps and its affiliates on streamlining the organisational structure of the logistics - technical force and using logistics - technical cadres and employees properly to bring into play those staff members’ forte and ensure inheritance and development. To that end, great value will be attached to well conducting the planning and deployment of logistics - technical cadres in tandem with personnel preparation for all-level party congresses for the 2025 - 2030 tenure. Moreover, various measures will be synchronously taken to build a contingent of logistics - technical cadres and employees with political steadfastness, comprehensive knowledge, and standardised competence as the core force in logistics - technical work of offices and units. In 2025, the Logistics - Technical Sector will focus on making a comprehensive positive change in regularity building and administrative reforms, achieving breakthroughs in implementing its work regulations and improving all-level logistics - technical staff’s competence. While selecting and deploying cadres for further training, the Sector will intensify the organisation of refresher courses on professional competence and cultivate positive service attitude among its cadres, employees, and soldiers. Importance will be attached to training cadres and employees in an “all-round, versatile” manner so as to settle an imbalance between logistics - technical domains and enable staff to play different roles when necessary. While proactively detecting, rectifying, and resolutely fighting misconceptions and wrongdoings, offices and units will create favourable conditions and develop proper preferential treatment policies for encouraging their cadres and employees’ self-study and self-improvement to meet their task requirements.
Third, focusing on designing and completing mechanisms and policies to provide logistics - technical support for tasks. As the first unit of the entire VPA performing the task of merging logistics - technical offices at campaign level, the Corps’ Logistics - Technical Sector has actively built and perfected the system of logistics - technical documents. To keep raising the effectiveness of support work, the Sector will continue to take part in researching, designing, and completing mechanisms, policies, and legal normative documents on logistics - technical work synchronously and in accordance with the Corps’ tasks. Emphasis will be placed on proposing amendment and supplementation of logistics - technical regulations, charters, and documents at all levels, stepping up reforms in logistics - technical support, and improving the performance of this work. Regarding logistics support, great weight will be added to giving advice on enhancing decentralisation and effectively executing projects for constructing and upgrading housing, electricity, and water supply systems, particularly the projects for building and expanding barracks of Brigade 368, Division 312, and Division 325. At the same time, the Logistics - Technical Sector will direct and guide units to ensure sufficient logistics material reserves and maintain the readiness of personnel, vehicles, and facilities to opportunely, effectively handle situations during natural disaster prevention and control and search and rescue. Due attention will be paid to developing crop and animal husbandry, continuing to execute the MND’s Project on “raising the effectiveness of crop and animal husbandry and processing within the VPA in a proper, safe, sustainable fashion in the period of 2021 - 2025 and towards 2030”, effectively realising the system of “gardens, ponds, cages, pergolas, and basic processing stations” across the Corps, and closely managing food hygiene and safety as the basis for improving troops’ life. Concerning technical support, the Sector will proactively maintain coordination with offices and units to provide sufficient good-quality, synchronised technical equipment for tasks. Significance will be attached to building and upgrading technical depots, workshops, and zones, well performing the work of technical equipment maintenance, repair, and preservation at the Corps’ units and technical facilities. It will continue to give advice on planning and building campaign-level logistics - technical bases and sub-bases, repairing and upgrading caves and tunnels capable of containing logistics - technical materials for both long-term and short-term tasks.

Fourth, further applying information technology and digital transformation, raising the quality of training and scientific research to meet the task requirements. To that end, the Logistics - Technical Department will continue to enhance technological and scientific application and transfer as well as digital transformation in the performance of its specialised tasks, particularly in crop and animal husbandry and weaponry preservation and maintenance. Consideration will be given to renewing methods of logistics - technical training for each group of troops, increasing training courses for troops to master weapons and technical equipment, especially the newly provided modern armaments, organising exercises to improve troops’ manoeuvrability and capability in ensuring materials for natural disaster prevention and control and search and rescue. At the same time, due regard will be paid to researching and applying military science and technical initiatives and innovations in the performance of logistics - technical support work within offices and units.
Thoroughly grasping Uncle Ho’s teachings: “if sufficient supplies are ensured, the army will be strong”, cadres, employees, and soldiers of Army Corps 12’s Logistics - Technical Sector will strive to well perform their assigned tasks to make contributions to building an “adept, compact, strong” Corps towards modernity, firmly protecting the Fatherland in any situations.
