Air Division 372 improves the quality of exercises and military contests

Being fully aware of the importance of training work to the Division’s synergy and combat power, Air Division 372’s Party Committee and Command (Air Defence – Air Force Service) have always attached great value to exercising their direct, comprehensive leadership and direction over this important work and particularly raising the quality of exercises and military contests.

In response to the development of the Military build-up and the Homeland protection, in recent years, Air Division 372 has been provided with many types of modern weapons and equipment. That has created a very favourable condition for the Division to keep raising its combat readiness capacity to defend the Homeland in the new situation. Therefore, while maintaining flight training and safety assurance in complex weather and climate conditions and firmly protecting the airspace, seas, mainland, borders, islands, and continental shelf of the Central Coast and the Central Highlands as its central political mission, the Division has been tasked with training troops to use new weapons and technical equipment, flying for natural disaster prevention and control and search and rescue as well as carrying out several other missions. However, there is a lack of pilots within the Division; its affiliates are scattered in many areas; its old-fashioned weapons and equipment have been in use for ages and deteriorated. In order to meet the task requirements, while consolidating the Division’s organisational structure and building an “exemplarily, typically” comprehensively strong Division, Air Division 372’s Party Committee and Command have been drastically, synchronously implementing measures to raise the quality of combat training and flight safety assurance. More importantly, the improved quality of exercises and military contests has been seen as a breakthrough to better the Division’s synergy and combat power.

Strengthening leadership and direction over exercises and military contests

Grasping the Party’s military-defence guidelines, resolutions and directives on training work by the Central Military Commission and the Ministry of National Defence, particularly the Military-Defence Work Order by Chief of the General Staff, the Military Work Order by Commander of the Service, and guiding documents by higher echelons, the Division Party Committee has issued annual resolutions. Under those resolutions, combat training has been seen as a routine central task, while organising and taking part in exercises and military contests have been considered an important breakthrough to be realised with specific goals, targets, requirements, and measures relevant to the Division’s organisational structure. Grounded on lessons learnt from previous exercises and military contests, particularly the outcome of “the year for raising the quality of exercises and military contests – 2021,” the Division has required its offices and units to review, adjust, and supplement the targets and requirements of each exercise and military contest. The Division’s affiliates have been asked to focus on dealing with new issues and weaknesses and resolutely handling the fearfulness of difficulties and hardships as well as “merit-driven” practices during exercises and military contests. Besides, the Division has stepped up the implementation of the Party Central Committee’s Resolution No.4 on building and rectifying the Party and the political system, while concentrating on building pure, strong party committees and organisations at all levels as the basis for enhancing their leadership over exercises and military contests. Due attention has been paid to conducting the work of political education to render cadres and soldiers fully aware of the importance, contents, targets, and requirements of exercises and military contests and build up their determination to fulfil all assigned tasks.

Military exercises are of both theoretical and practical significance

Exercises are the highest form of combat training. As for the Air Force which employs modern weapons and equipment in a particular combat environment, exercises will help develop commanders’ skills in analysing and evaluating situations, improve troops’ capability in using weapons and equipment, and bring into play the Air Force’s firepower during independent and joint operations. Thus, the Division has always regarded exercises as a task of both theoretical and practical importance. On a yearly basis, while organising its own exercises under plans, the Division has participated in joint, defensive combat, and search and rescue exercises held by its higher echelons and other forces in its stationed areas. Via such exercises, all-level cadres’ capabilities in commanding, managing, and operating training work and exercises have been bettered as the basis for improving the quality of training and exercises within the Division and its affiliates.

Promoting those good results, in the upcoming time, the Division will direct its offices and units to continue well carrying out the work of propagation and education to render all troops fully aware of the goals and significance of exercises and build up their motivation, responsibility, and determination. Due attention will be paid to organising training courses on theoretical knowledge associated with projects to deal with situations in the air, under complex climate and weather conditions, in both daytime and night-time. Emphasis will be placed on opportunely training participants in exercises to deal with difficult issues and shortcomings so as to achieve synchronicity and uniformity during exercises. Besides, the Division will attach great value to holding intensive training courses for troops so that they will master steps of exercises, ranging from combat readiness posture shifting, preparation, manoeuvre, practice, restoration, and ending of combat. Significance will be attached to training commanders and pilots to practise flying for attacking targets in the air, on the ground, and at sea, for shooting, and for bombing as well as improving their task performance and skills in dealing with situations. The Division will actively apply information technology and further employ simulators and equipment for camouflage and diversion in order to encourage commanders and tactical-level units’ active, proactive, creative, assertive settlement of situations and guarantee both theoretical application and practicality. After each training session, the Division will require its affiliates to hold meetings to draw lessons opportunely, closely, and seriously.

Notably, in order to meet the requirements set by the defence of national sovereignty over the airspace, borders, seas, islands, and continental shelf in the new situation, the Division will direct its offices and units to develop combat documents, plans, constructions, and materials and ensure means of logistics-technical support and communication. Emphasis will be placed on renewing contents, forms, and methods of exercises relevant to objects of combat and operational projects and areas in hi-tech and electronic warfare, under complex weather conditions, and within a short period of time for preparation. Due attention will be paid to actively applying information technology to preparing and holding exercises in order to bring into play commanders and tactical-level units’ active, proactive, creative, assertive settlement of situations.

Organising and taking part in military contests with substantive evaluations

In addition to exercises, over the years, the Division has always focused on organising military contests as a “yardstick” for evaluating the outcome of its training work. Prior to military contests, the Division has always paid due regard to formulating plans and regulations for those military contests, establishing organising committees and juries, promulgating guiding and directing documents, and introducing the goals and significance of those military contests to each individual and unit to raise their sense of responsibility. In the period of 2019-2021, the Division participated in 12 military contests held by the Service and won 4 first prizes, 7 second prizes, and 4 third prizes. Such military contests have enabled individuals and units to exchange their effective approaches and valuable lessons, while helping broaden cadres and soldiers’ knowledge and experience and improve the quality of units’ training, combat readiness, and task performance.

Grounded on those results, in the foreseeable future, the Division will continue closely cooperating with superior offices in making preparations, developing specific plans, and organising training courses in a close, scientific, focalised manner to strive for top prizes in military contests held by its higher echelons. At the same time, it will well organise its own contests on flight and logistics-technical support in order to bring into play all cadres, employees, and soldiers’ self-reliance, proactiveness, creativity, and determination to surmount difficulties in logistics-technical support and satisfy the more demanding task requirements.

In addition to those above-mentioned measures, the Division will closely carry out reviews to opportunely draw lessons, detect shortcomings in contents, forms, and methods of exercises and military contests, and organise flight training courses in accordance with its particularities, organisational structure, and safety regulations. Due regard will be paid to ensuring entitlements and policies for the Division’s staff members and opportunely rewarding collectives and individuals with remarkable achievements in flight training, exercises, and military contests to contribute to raising the Division’s synergy and combat strength as the basis for the Division to undertake and successfully fulfil all assigned missions.
