The 324^th Division (hereinafter referred to as Division), which is a full regular unit of the Military Region 4, is tasked with training and being combat ready; building the comprehensively strong, “exemplary, typical” unit; taking part in the natural disasters prevention, search and rescue in the locality and doing other duties. Thoroughly understanding the assigned tasks, in recent years, despite severe weather, dispersion of troops, degraded barracks, etc., cadres and soldiers of the Division have been united, creative and proactive to overcome difficulties and well accomplish all tasks, of which, building the comprehensively strong “exemplary, typical” unit has gained many outstanding achievements.

It is the most obvious that building the politically strong unit has been effectively and comprehensively led and directed by all-level party committees. It has been paid much attention to the adjustment of the “adept, compact and strong” forces according to the guidelines of the Defence Ministry and Military Region; the Division’s overall quality, skill and combat ability have been continually improved. All units have closely coordinated with the local party committees and governments to hold the situation, regularly maintain the defence and security in the locality. The regularity building, discipline management, military administrative reform, the work of logistics, techniques and finance, etc., which have been continuously reformed and improved, have encouraged the Division to successfully accomplish all assigned tasks. As a result, in the 2016-2021 period, the Division was awarded the Flag of the leading unit of the Determined-to-win Emulation by the Defence Ministry, in 2022, the Flag of Emulation by the Prime Minister, etc. In order to gain such results, the Division’s Party Committee and Command have high political determination; issued many correct and timely leading guidelines, drastically and synchronously executed many solutions for building the comprehensively strong “exemplary, typical” unit. From its working reality, the Division has drawn several experiences which have been also solutions for the coming time.

Division commander meets and encourages its troops

Firstly, enhancing the leadership and direction by all-level party committees and commands on the task of building the comprehensively strong “exemplary, typical” offices and units; considering this as the key content to drastically promote other working fields and decide the task accomplishment of the division. The Division’s Party Committee and Command have directed offices and units to attentively grasp and effectively implement resolutions, conclusions and directions by the Central Military Commission (CMC), Defence Ministry and Military Region’s Command; focusing on Direction No. 79/CT-BQP, dated 22 July 2022 by the Defence Ministry and decisions, instructions by other departments on implementing the standards of building the comprehensively strong “exemplary, typical” unit. Annually, offices and units have issued the specialised resolutions, made plans and grasped them for cadres and soldiers to thoroughly understand the targets, tasks and requirements of the 04 standards, the meanings, importance and necessity to build the comprehensively strong “exemplary, typical” unit in order to define the motive and responsibility, proactively overcome difficulties and successfully accomplish the tasks.

In order to enhance the leadership and direction efficiency and effectiveness, the Division’s Party Committee and Command have closely combined the Party’s building and adjustment according to the 4^th Central Resolution (13^th tenure) with the repairs, addition and issuing of the working and leading regulations for all-level party committees and commanders, and the enhancement of supervision in order to promote the democracy, keep the rules in leading, directing and executing the tasks. The Division has combined the emulation to build the comprehensively strong units with the implementation of Conclusion No. 01-KL/TW, dated 18 May 2021 by the Politburo on continually implementing Direction No. 05; brought into play the roles, responsibilities and exemplarity of cadres, especially the ones in regiments, battalions and companies in executing the tasks; taken these results as the bases to evaluate, promote and appoint all-level cadres; closely combined between the building of the pure, strong and typical party cells and the building of the comprehensively strong “exemplary, typical” unit; combined the building and multiplication of the “exemplary” unit with the partial and total summaries, learning from experience of weaknesses, the timely commendation of the collectives which have well accomplished their tasks and encouraged soldiers to try and train to build the units.

Secondly, making breakthroughs in the force adjustment, reforming the training, exercises, improving the combat skills and capability. Grasping the policies and plans on the force adjustment by the Defence Ministry and the Military Region, the Division has checked the organisation and staff of each office and unit according to Decision No. 508/QĐ-TM, dated 30 March 2018 by the Chief of the General Staff on the organisation and staff of the full divisions in the peacetime, making sure 100% staff in the combat readiness units. The Division has well-coordinated and re-examined the sources, built and carried out the plans on receiving the reserve forces; prepared the plans on combining some logistic and technical offices, etc. closely and accordance to the seniors’ instructions.

Together with adjusting the forces, the Division has paid attention to grasping and implementing the resolutions, conclusions, directions and orders on training, combat readiness, focusing on Resolution No. 1659-NQ/QUTW, dated 20 December 2022 by the CMC on “Improving the training quality in the 2023-2030 period and the following years” and the Order on the military and defence work by the Commander of the Military Region in order to create the comprehensive and solid breakthroughs in training. The Division has well prepared the human resources, lesson plans, training materials and grounds, improved the comprehensive skills and capability for all-level cadres, the ones in platoons, companies and the newly graduated cadres in particular. Presently, 100% training cadres are working in echelon, over 90% cadres in battalions, 80% cadres in companies and platoons have been training well (35% of them are excellent). The Division has organised the training according to the “basic, practical and solid” motto, paid attention to synchronous and professional training, which is suitable with the tasks, territorial features and conditions of the modern wars; well implemented the viewpoints, rules, combinations, training orders and regulations under the Regulations of the training staff; of which, paying a special attention to the improvement of the contests and competitions, examinations, re-examinations of the training results; actively reformed the contents, methods, forms of training and exercises; closely combined between the military training with political education, technical and tactical training with passing the combat experience, regularity building, discipline observance and building the safe units; given enough training contents and time to all participants, increased the training at night and the training to master new weapons and equipment, skills to recover the natural consequences, search and rescue, etc. As a result, the test results in recent years has had 100% passing, over 85% being good and excellent,  which is relatively equal and stable. Besides, the Division has actively built the plans, finished the preparation and organised the military exercises with many contents and in different scales and forms, making sure the closeness and safety, improved the overall quality and combat power, got ready to deal with the arising problems; closely coordinated with the local party committees and governments to hold the situation, take part in the exercises of the defence zones, civilian defence etc., making sure the quality and excellent accomplishment of the tasks.

Thirdly, enhancing the discipline management, building the regular and safe units. Being an unit located dispersedly in the two provinces (Thanh Hoa and Nghe An), which causes difficulties in the management, the Division has directed units to closely combine the training to improve the skills and methods of ideology and discipline management for all-level cadres with bringing into play soldiers’ self-awareness of obeying the Military’s discipline and regulations, and the State’s law; combined the strict maintenance of daily and weekly regulations with grasping and educating soldiers to know and seriously execute the seniors’ directions and regulations on discipline observance, regularity building, traffic safety and safety in training and other tasks; regularly organised the meetings to learn from experience of the discipline violations in the whole Military, on that basis, to orient soldier’s thought and direct offices and units to strengthen the discipline management; actively built the systems of wires, shelves and signboards in the offices and units, ensuring the quantity, quality, regularity and unification according to the  rules by the Defence Ministry, Military Region and the Division; proactively built the scenery of the units, repaired the damages and ensured the “bright, green, clean and beautiful” accommodation, creating the best environment for soldiers to work and dedicate to the units and the Military. Therefore, in recent years, the rate of common violations in the Division has been kept under 0.2%, without any serious violations, all offices and units have been kept in firm stability and good developing tendency.

Fourthly, ensuring efficient and timely  logistics and technical support for all tasks. The Division has focused on maintaining enough the logistic reserved materials for regular and sudden tasks, especially the ones of combat readiness, training, exercises, contests and competitions according to the Order No. 742/CL-BTL, dated 16 April 2019 by the Commander of the Military Region; reforming the supporting methods, closely managing and using correctly the sources of finance, investments for the basic construction, petrol, electricity, water, etc., saving and preventing the waste; ensuring efficiently and correctly the standards and quantity, actively producing to improve soldiers’ lives. So far, over 90% units in the Division have gained the standards of “Excellent cooking and military supplies managing unit”; ensured the military medicines, hygiene and food safety, and the prevention of diseases with the fitness rate always reaching over 98.5%.

Due to the fact that, both old and new weapons and facilities which are poor in synchronicity have been currently used, the Division has attentively directed the offices and units to combine the storage, maintenance, repairs of old weapons and facilities with exploiting and mastering the new ones; given the priorities to support efficiently, timely and synchronously weapons and technical facilities for units doing the task of combat readiness; regularly grasped and implemented effectively Resolution No. 1656-NQ/QUTW, dated 20 December 2022 by the CMC on “Leading the technical support work to 2030 and the following years”, and the Campaign 50, making contribution to the construction of the comprehensively strong, “exemplary, typical” Division, successfully accomplishing all assigned tasks.
