Improving the capacity of mass mobilisation work for political cadres of local military agencies
Political cadres at local military agencies play an important role in the Party's contingent of mass mobilisation cadres, directly determining the quality and effectiveness of the local armed forces' mass mobilisation work. Therefore, improving their capacity for mass mobilisation work is a fundamental issue that needs to be studied and applied with appropriate guidelines and measures.
The capacity for mass mobilisation work of political cadres at local military agencies consists of a combination of factors of political thoughts, ethics, lifestyle, knowledge, skills, and experience in local mass mobilisation work, that are expressed through the quality of preparation and performance of mass mobilisation in reality. Realising the position and importance of political cadres in conducting mass mobilisation work, over the years, Party committees, commanders, and political agencies at all levels have always paid attention to fostering and improving the contingent’s professional capacity through various contents and forms that are relevant and suitable for each object and ability of each local military agency. Thanks to the organisation of training courses on mobilisation skills, contests for good mass mobilisers, reporters, and propagandists, seminars etc., together with the efforts of mass mobilisers, the capacity of mass mobilisation work of local military agencies’ political cadres has been positively changed, especially in terms of awareness and practical operation skills to meet the task requirements well.
The political cadres have actively coordinated with local Party committees, authorities, and mass organisations in studying and grasping the local situation, identifying key tasks, etc. to advise and propose to the Party committees and commanders the contents and measures to conduct the mass mobilisation work based on the characteristics and situation of the localities; directly participated in propagation and mobilisation of the people to observe the Party's guidelines and viewpoints and the State’s policies and laws to contribute to building strong local political systems, especially those in remote, border, island, ethnic minority, and religious areas; and effectively implemented movements and drives launched by the Party, the State, the Army, and localities to create positive effects and contribute to consolidating and strengthening the military-civilian solidarity and the people's faith in the Party, the State, and the Army.
To improve the contingent’s capacity for mass mobilisation work, local Party committees, commanders, political agencies, and military agencies need to thoroughly grasp and meet the following requirements:
Firstly, to thoroughly grasp and strictly implement the guidelines and viewpoints on building the Army’s contingent of cadres in in general and cadres engaged in mass mobilisation work in particular to serve as a basis for improving the capacity for mass mobilisation work of local military agencies’ political cadres. This is an important requirement to ensure the leadership, direction, and implementation to improve the quality and efficiency of the mass mobilisation work of local military agencies’ political cadres of towards right direction, relevance, and synchronisation. To do that, Party committees and commanders of local military agencies need to closely adhere to the viewpoints, goals, and directions for building the Army’s contingent of cadres in the new situation, especially orientations, goals, and requirements under Resolution No.769-NQ/QUTW issued on December 21st, 2012 by the Central Military Commission on "Building the Army’s contingent of cadres for the 2013 - 2020 period and beyond", Resolution No.109-NQ/QUTW issued on February 11th, 2019 by the Central Military Commission on "Building the Army’s contingent cadres, especially those at campaign and strategic levels to meet task requirements in the new situation", Conclusion No.01-KL/TW issued on May 18th, 2021 by the Politburo (13th tenure) on continued implementation of Directive No.05-CT/TW issued on May 15th, 2016 by the Politburo (12th tenure) on "Promoting learning and following Ho Chi Minh thoughts, ethics, and style".
Secondly, to closely adhere to the requirements of mass mobilisation work, local military agencies’ functions and tasks, and political cadres’ responsibilities and tasks and create all conditions for local military agencies’ political cadres to improve their capacity for mass mobilisation work. As improving the capacity for mass mobilisation work is to improve the political cadres’ awareness, methods, manners, and skills in conducting mass mobilisation work to meet the development requirements in the new situation, it is necessary to closely adhere to the requirements and tasks of mass mobilisation work, the local military agencies’ functions and tasks, and the political cadres’ responsibilities and duties to ensure practical efficiency of the work, avoid formal expressions, dogmas, and stereotypes, and timely respond to the practical developments. To make it effective, the Party committees and commanders at all levels must determine the directions, contents, forms, and measures to foster and improve the political cadres’ capacity for mass mobilisation work in line with the reality of the units’ tasks and characteristics of local military agencies’ political cadres. The contents, forms, and measures must be synchronous and consistent with those for building, training, and fostering of the contingent of cadres and avoid the laxity and separation of improving capacity for mass mobilisation work with the performance of the units’ tasks, irrelevance to reality and the political cadres’ responsibilities and tasks.
Thirdly, to strengthen fostering to improve the capacity for mass mobilisation work of local military agencies’ political cadres. The fostering activities should be conducted regularly and continuously, with comprehensive and focused contents and under appropriate forms and measures. The contents should be focused on providing and supplementing knowledge and experience and training mass mobilisation skills, particularly research skills to grasp the local situation, the people's thoughts and aspirations, the Party's guidelines and viewpoints, and the State’s policies and laws to improve their qualifications and skills to propagate and mobilise the people. In the implementation process, it is required to thoroughly grasp and well implement the content on "Continuing renovating and improving the efficiency of mass mobilisation work of Party, the State, and authorities at all levels with importance attached to mobilising ethnic minorities, religious compatriots, and overseas Vietnamese”; Conclusion No.43-KL/TW issued on January 7th, 2019 by the Central Committee on continued implementation of Resolution No.25-NQ/TW issued on June 3rd, 2013 by the Party Central Committee (11th tenure) on "Strengthening and renovating the Party's leadership in mass mobilisation work in the new situation"; and Directive No.49-CT/TW issued on October 20th, 2015 by the Secretariat on "Strengthening and renovating the Party's mass mobilisation work in ethnic minority areas". Forms and methods of implementation should be regularly diversified, renewed, and applied creatively, flexibly in practice to ensure specificity, practicality, and efficiency.
Finally, to promote the synergy of organisations and forces in improving the capacity for mass mobilisation work of local military agencies’ political cadres. Each organisation and force has its own functions and tasks, but together they play an important role in fostering and improving the capacity for mass mobilisation work of political cadres. To make training highly effective, it is necessary to properly assess the actual capacity for mass mobilisation work of local military agencies’ political cadres and practical requirements of mass mobilisation work in the new situation to propose appropriate policies and measures. Commissars, commanders, and political agencies at all levels need to concretise the Party committees’ guidelines and measures for leadership into programs and plans, and implement them in a serious manner. At the same time, it is necessary to bring into play the role of organisations, forces, cadres, and Party members to implement guidelines and measures for leading and directing training activities to improve the capacity for mass mobilisation work. Training should be rich and diverse in forms. Along with that, solutions should be issued to encourage the political cadres to promote the spirit of initiative, activeness, and self-discipline in self-study and fostering of working capacity to meet the requirements of tasks and contribute to fulfilling the local defence and military work and maintaining and strengthening the flesh-and-blood relationship between the Party and the Army with the People to create a solid foundation for strong units and local political bases.
