The Party, State and people of Vietnam have always attached great importance to pursuing the further consolidation and boosting of Vietnam and China’s comprehensive strategic partnership, together with the Party, State and people of China, and to ensuring the partnership’s sound and long-lasting stable development, reiterated Politburo member Le Hong Anh, the Special Envoy of the Party General Secretary Nguyen Phu Trong, in his talks with the General Secretary of the Chinese Communist Party, State President Xi Jinping, in Beijing on August 27.
In the context of complex rapid international and regional development, the two sides need to strengthen cooperation, rationally solve disputes and work together to create a peaceful and stable environment to develop our countries and improve the living conditions of the peoples of Vietnam and China, the Special Envoy said.
Politburo member Le Hong Anh also suggested leaders of the two parties and states tighten their instructions in order to promptly restore, stabilise and develop bilateral relations. The Special Envoy also said leaders of the two countries need to instruct their ministries and branches to seriously implement the agreement on the basic principles guiding settlements of sea related issues between Vietnam and China; to effectively control and reasonably solve all East Sea disputes; to maintain peace; to stabilise the East Sea region; and to meet the expectations and basic and long-term interests of the two countries’ peoples; thus contributing to peace, stability and prosperity in the region.
Also on this occasion, the Special Envoy Le Hong Anh conveyed the invitations of the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and State President Truong Tan Sang to Chinese leader Xi Jinping to visit Vietnam.
Chinese General Secretary and President Xi Jinping affirmed that Party, State and People of China have always held fostering ties with Vietnam in high esteem, upholding the principle of friendship and cooperation with Vietnam , and together with the Vietnamese Party, State and People developing a comprehensive strategic Vietnam-China partnership. The Chinese leader also agreed that the two parties and states would give directions to bring bilateral relations back to health, and restore and develop the bilateral ties between the two parties and states, which the two sides agreed upon during this working visit.
Chinese General Secretary and President Xi Jinping thanked General Secretary Nguyen Phu Trong and State President Truong Tan Sang for their invitations and said that he would visit Vietnam at an appropriate time.
Earlier that day, Politburo member Le Hong Anh held talks with Communist Party of China Politburo Standing member, Secretary of CCP Central Committee Liu Yunshan. The two sides openly discussed issues relating to bilateral ties between the two parties and states. Politburo member Le Hong Anh affirmed the lasting viewpoint of the Party, State and people of Vietnam placing great importance on developing friendship, cooperation, and equal and mutual benefits with the Party, State and people of China. The Special Envoy also said the leaders of the two countries needed to strengthen their roles in nursing their bilateral relations back to health inspired by friendly neighbourliness, comprehensive cooperation, long-term stabilisation, a future-oriented outlook, and meeting the fundamental and long term interests of the two countries and the region.
Regarding the East Sea issue, Politburo member Le Hong Anh noted that due to the recent difficult circumstances and tense relations between the two countries, leaders of the two countries needed to directly instruct relevant ministries and agencies in the two countries to uphold negotiations in order to seek basic, long-term solutions that are acceptable for both sides, whilst actively studying “transition” solutions and enhancing expert group meetings on the Gulf of Tonkin.
For his part, Liu Yunshan affirmed that China valued Hong Anh’s visit highly and expressed his wish that this high level-meeting of the two parties play an important role in solving the remaining differences between the two countries; promoting exchange visits and cooperation between the two parties and states; and developing friendship between the two countries in this new period.
At the end of the talks, the two sides agreed upon three important points:
- Firstly, leaders of Vietnam and China will tighten their direct instructions regarding bilateral ties between parties and states, boosting sound and stabilised relations between the two countries
- Secondly, the two sides will promote exchange visits between the two parties and states, and will restore and enhance bilateral relations in all fields, such as politics, diplomacy, defence, security, trade, implementation of laws.
- Thirdly, the two sides will abide by the important general recognition of the leaders of the two parties and states to seriously implement the agreement on the basic principles guiding the settlement of sea related issues between Vietnam and China; to effectively implement government-level negotiations on Vietnam-China borders and territory; to seek basic and long-term solutions acceptable to both sides; to effectively control sea disputes and not act to complicate or expand disputes; to maintain peace and stability in the East Sea; and to maintain overall Vietnam-China relations.
