Ha noi enhancing the quality of military recruitment

Over the past years, thanks to the leadership and direction of the Central Military Commission, the Ministry of National Defence, directly the Municipal Party Committee, People’s Council and People’s Committee, Hanoi High Command has focused on and done well the work of military recruitment. Notably, the awareness of the city’s sectors, industries, organizations and people of the work has been raised gradually. The roles of party committees, authorities, councils for military service, military offices at all levels and of local sectors and organizations have been promoted. Those who are mature for enlistment are all asked to register military service and their health, qualification, ethics are fully recorded. The selection is done with democracy, openness, equality, in accordance with the Law on Military Service, hence meeting the requirements in quantity, quality, time and safety. Attention is paid to favourable policies and support for both enlistees and those discharged from military service. In 2015, Hanoi ranked top the country in terms of the quality of recruitment.

In order to overcome all the difficulties and gain the above achievements, first, the Hanoi High Command has deeply grasped the resolution issued by the 15th Hanoi Municipal Party Congress, promoted its advisory role for the municipal party committee, people’s committee, and its council for military duty on leading and directing to improve the quality and effectiveness of recruitment. On that basis, Hanoi High Command (the permanent office of the Municipal Council for Military Service) has issued three documents on citizen  recruits, assigning cadres in charge of recruitment, and guiding its junior military offices about recruitment for the year of 2016. Districts in the area also issued their documents leading, directing and guiding their local authorities on the work to ensure unity, synchronization, and quality.

In addition, Hanoi High Command also urged its military offices to actively implement well procedure of selecting and enlisting recruits. Accordingly, military offices at all levels actively coordinated with sectors, organizations to strengthen propagation and education on the Law on National Defence, and Law on Military Service so that all citizens grasp their rights and duties for Homeland protection. In 2015, by thoroughly propagating and educating the Law on Military Service and tradition of the army, there were thousands of youths in Hanoi voluntarily joining the army. 100% of the enlistees felt excited and enthusiastic for their new posts.

Along with implementing well procedure of recruiting, military offices at all levels in Hanoi area also coordinated with local sectors and organizations to apply favourable policies for new recruits. For those who are serving in the army, Hanoi High Command in coordination with local authority and other functional bodies to provide healthcare insurance to their relatives; grant saving certificates to needy families of troops; exercise school fee exemption for children of soldiers and non commissioned officers. For those discharged from the army, it coordinated with vocational training centers of the city to provide job and vocational consultation and orientation. Upon their completion of vocational training, they will be provided job by the Department of Labour – Invalid and Social Affairs and the Department of Internal Affairs according to their wish and ability. Recruits who are working in the state sector also enjoy favourable policies. They will be employed officially, promoted sooner than schedule or chosen to be key cadre in their office. Besides, every year, the Command also proposes to the city’s council of military service on holding reviews on recruit enlistment to improve the quality of military recruitment meeting the requirements and the mission of Homeland protection in the new situation.
