Resolution No. 139/2024/QH15 on “National marine spatial planning for the period of 2021 - 2030, with a vision to 2050” was passed on 28 June 2024 at the Seventh session of the 15th National Assembly. Along with determining the scope of the planning, viewpoints, goals, visions, key tasks and breakthroughs,... the Resolution sets out 07 solutions and resources for implementing the Planning.

According to the United Nations Convention on the Law of the Sea (UNCLOS) 1982, Vietnam’s waters include: internal water, territorial sea, contiguous zone, exclusive economic zone and a continental shelf of 200km wide from baseline. Geographically, Vietnam’s seas and islands cover a wide range of area which can be sorted into main regions as: the Gulf of Tonkin, the Gulf of Thailand, Paracel and Spratly archipelagos, and some other islands and archipelagos.

Different structural approaches may exist, but it can be affirmed that this one is the most appropriate for a Party document of this nature.
