Researching, grasping, and creatively applying Ho Chi Minh’s thought on talent retention to national construction in general, the building and development of defence industry in particular serve as a deciding factor. Doing so will help attract talented people, bring into play the role of operational and strategic level cadres, researchers, top technology experts, and leaders of defence industry units, successfully fulfil tasks, goals, and requirements of building and developing defence industry of Viet Nam in the new period.
