As a human living space, the sea and oceans have played a significant role in the course of mankind’s development. Presently, the sea and oceans have an increasing role to play amidst the gradual depletion of inland natural resources, especially non-renewable ones as a result of nations’ over-exploitation. Most countries, especially littoral ones, show a growing interest in the sea and oceans for the sake of their development needs

According to the United Nations Convention on the Law of the Sea (UNCLOS) 1982, Vietnam’s waters include: internal water, territorial sea, contiguous zone, exclusive economic zone and a continental shelf of 200km wide from baseline. Geographically, Vietnam’s seas and islands cover a wide range of area which can be sorted into main regions as: the Gulf of Tonkin, the Gulf of Thailand, Paracel and Spratly archipelagos, and some other islands and archipelagos.

On defence and security tasks and solutions in the Draft Summary Report to be presented at the 14th National Party Congress
A careful review shows that the Draft Summary Report in general, and particularly the fourth orientation on defence and security tasks and solutions, has been thoroughly and scientifically prepared, having undergone multiple rounds of revision at various levels, thus ensuring high quality. Different structural approaches may exist, but it can be affirmed that this one is the most appropriate for a Party document of this nature.
