 The building of an “adept, compact, strong” Vietnam People’s Army (VPA) is an objective requirement, one of the goals set by the Resolutions of the 13th National Party Congress and the 11th Military Party Congress, laying a solid prerequisite for building a revolutionary, regular, elite, modern VPA from 2030, meeting the task of Fatherland protection in the new situation. That necessitates party committees and commands of offices and units across the entire Military focusing their leadership and direction on fulfilling this strategic goal
