In Vietnam, freedom of speech and freedom of the press are constitutionally guaranteed rights and are further institutionalised through an increasingly comprehensive legal system. Article 25 of the 2013 Constitution affirms that: “Citizens shall enjoy the right to freedom of speech, freedom of the press, access to information, assembly, association, and demonstration.
