On continuing to reform the emulation and reward work in the Vietnam People’s Army

Being fully aware of position and role of emulation and reward, over the years, Central Military Commission, Ministry of National Defence, and party committees, commanders at all levels have frequently taken interest in putting this work into order, generating practical results. To meet the new requirements set by the cause of building the Vietnam People’s Army (VPA) and safeguarding Fatherland , emulation, reward work and the ‘Determination to Win’ emulation movement need continuing to reform and make big changes in all fields to contribute to successfully completing all tasks.

On the basis of thorough grasp of Uncle Ho’s Thoughts, Party’s guidelines, State’s laws, Central Military Commission and National Defence Ministry’s resolution and directive, General Political Department’s guidance on emulation and reward, over the years, party committees, political commissars, junior commissars, commanders, cadres in charge of party and political work, organs, and units in the military have always brought into play their leadership role in this important work with a lot of  creative ways of  realization, producing practical results.

Apart from the positive results, the military’s emulation and reward work and the ‘Determination to Win’ emulation movement have still exposed limitations, which requires party committees, political commissars, junior commissars, commanders at all levels to timely review and propose measures for improvement. The mission of building the VPA and safeguarding Fatherland has now extended with higher requirements in a complicated situation with opportunities, advantages, difficulties, and challenges intertwined. That fact requires continued reform, quality and result enhancement for emulation and reward work. Thoroughly grasping and concretizing Directive 34-CT/TW issued on July 4th, 2014 by the Politburo (tenure XI), Central Military Commission’s Standing Board promulgated Directive 507-CT/QUTW on “continuing to reform the emulation and reward work in the VPA” on July 28th, 2014. The military’s organs and units, with party committees, commanders at all levels first should thoroughly grasp and strictly realize the Directive, mainly focusing on the points as follows:

First, a sense of responsibility for leadership of emulation and reward work and the ‘Determination to Win’ emulation movement by party committees, party organs, executive cadres should be raised. Party committees and party organs’ leadership plays a decisive role in reforming emulation, reward work and the ‘Determination to Win’ emulation movement in the VPA, guaranteeing this work to be operated in the right direction and meet the imposed requirements. That leadership is exercised throughout party committee’s resolution which defines its guidelines, method of leadership, goals, and results for each stage; throughout inspection and supervision to timely detect and prevent negative phenomena and undeserved rewarding on the large scale.

Second, continuing thorough grasp and popularization of party’s guidelines, Ho Chi Minh’s Thoughts on Patriotic Emulation; State’s laws and policies, Government’s decree, National Defence Ministry’s circular, General Political Department’s guidance on emulation and reward; deeply and extensively disseminating Law on Emulation and Reward, amendments and supplements to Law on Emulation and Reward for subjects. Those activities should be conducted frequently and continuously in order to unite awareness with acts, keep emulation and reward reform under higher authorities’ orientation and in line with units’ tasks, characteristics.

Third, reform the ‘Determination to Win’ emulation movement’s content, form, and ways of realization in light of Directive 34-CT/TW issued by the Politburo (tenure XI). Consequently, emulation and reward work should be concentrated at the grass-root level, sticking to central, urgent, political tasks, overcoming shortcomings, difficulties, and new problems to launch the movement with fascinating and varied forms of emulation; there should be easy-to-remember names and topics, concrete criteria, practical contents, and be conducted effectively against formalism. To mark the upcoming events, namely 70th founding anniversary of the VPA and 25th anniversary of  All People’s Defence Festive Day, with the addition of boosting the peak of emulation period named ‘The Virtue of Uncle Ho's soldiers shines forever’, organs  and units should well realize ‘3 breakthroughs’ of the ‘Determination to Win’ emulation movement with 3 following measures: 1- Bring into play democracy, solidarity, collective intellect , individual self-awareness associated with enhanced discipline in all activities.2- Thoroughly grasp and well implement Central Military Commission’s Resolution 765- NQ/QUTW on “improving the quality of training in the 2013-2020 period and the following years”; extensively adopt scientific and technical achievements to improve the quality of training and education; one breakthrough to be focused on should be military regulations, foremost at organs, academies, schools, then actively giving intensive test to all levels. The whole Army continue improving the quality of regularity building, management, disciplining, and strive not to have serious incidents, minimize traffic accidents. 3- Speed up military administrative reform, namely in administrative procedures at all levels, assigning responsibilities to organs and individuals in papers drafting, eliminating tardiness of administrative procedures and collaboration among organs from high to low level… etc.

Fourth, there should be reform in detecting, cultivating, duplicating good examples in the ‘Determination to Win’ emulation movement. This is among the central matters of emulation and reward work, which have been well carried out. In the upcoming time, it should be reformed more intensely in synchronous implementation of 4 steps: detecting, cultivating, summarizing, and duplicating good examples. To this end, units should be well aware that building up and multiplying good examples in the ‘Determination to Win’ emulation movement not only spiritually encourage and support ‘good people do good deeds’, but also cause a widely spread positive effect for the ‘Determination to Win’ emulation movement to be realized in the reality, and  bringing about practical results. Moreover, there should be establishment and completion of criteria to select, cultivate, and reward good collectives and individuals; closely attaching the ‘Determination to Win’ emulation movement’s good examples multiplication to the implementation of Directive 03-CT/TW issued by Politburo (tenure XI) and other movements and campaigns. Detecting and building up good examples must be deliberately led and directed, publicly and democratically carried out at the grass-roots level. Good collectives and individuals must be really deserved, gaining outstanding achievements in training, combat readiness, particularly those in the remote regions, border areas, sea, islands; at the same time, attaching importance to  well disseminating, commending, and duplicating ‘good people do good deeds’ for everyone to study and follow.

Fifth, reforming reward work to guarantee accuracy, opportuneness, publicity, and transparency. To this end, organs and units must stick to Law on Emulation and Reward; seriously supervising and speeding up, inspecting, partial reviewing, reviewing emulation movements to select the collectives and individuals that have outstanding achievements to timely commend, honour, and reward. Besides, there should be good leadership and guidance for units under National Defence Ministry to well organise the ‘Determination to Win’  Emulation Congress 2009-2014, the 9th Whole Army ‘Determination to Win’ Emulation Congress, heading for the 9th National Patriotic Emulation Congress in the year of 2015; political commissars, junior commissars, and commanders’ role and responsibility in detecting and proposing good examples to authorised levels to reward them should be raised.
