The work of internal political protection in preparation for the all-level party congresses within the Military

Internal political protection is an important part of the Party building and a routine task of all party committees and organisations, offices, units, and staff members in the entire Military. Prior to the all-level party congresses within the Military, greater importance must be attached to the work of internal political protection so as to thwart the hostile forces’ plots and artifices of sabotage, keep secrets of the congresses and maintain their security and safety.

The all-level party congresses within the Military Party Organisation (MPO) represent a deep and wide political campaign and prove our Military’s political zeal and 75-year course of construction, combat, and development under the Party’s leadership. Thus, party organisations under the MPO should thoroughly grasp higher echelons’ directives and guiding documents on the all-level party congresses towards the 13th National Party Congress. Grounded on those documents, they should review, sift, appraise, and verify cadres’ profiles to prevent those who lack political zeal, qualities, capabilities, and prestige, or show bad examples, disunity, partiality, factionalism, and opportunism, or have the signs of degradation in political ideology, ethics, and lifestyle as well as the manifestations of “self-evolution” and “self-transformation” from being elected to new party committees. Moreover, it is essential to avoid appointing those who demonstrate the signs of job title bribery, corruption, negative practice, and “group interests” or violate the principle of democratic centralism and current regulations by the Party, State, and Military to new party committees. At the same time, due regard should be paid to proactively preventing, detecting, and resolutely, effectively fighting against the hostile forces and political opportunists’ plots, artifices, distortions and fabrications to lower the prestige of the Party and appointees to new party committees, while significance should be attached to keeping the congresses’ secrets and ensuring their security and safety.

The work of internal political protection is directly related to the task of preparing and organising a party congress; therefore, well performing this will greatly contribute to the congress’ success. To that end, prior to the all-level party congresses, party committees, commands, commissars, and political offices within the Military should well implement the measures as follows.

1. Continuing to grasp and stringently execute resolutions, directives, regulations, and guiding documents on the work of internal political protection. Doing so will provide a solid foundation for the work of internal political protection on a regular basis and for the all-level party congresses as well. In fact, over the years, several offices and units have yet to carefully study or thoroughly grasp or strictly implement the regulations on internal political protection, thereby facilitating the hostile forces’ sabotage operations, negatively impacting on their internal affairs. Thus, offices and units should grasp and strictly execute resolutions, directives, regulations, and guiding documents on internal political protection, particularly the Politburo’s Directive 39-CT/TW, dated August 18th 2014, on “enhancing the work of internal political protection in the current situation,” the Politburo’s Regulation 126-QĐ/TW, dated February 28th 2018, on “several issues on the Party’s internal political protection,” the CMC Standing Board’s Directive 118-CT/QUTW, dated February 20th 2018, on “strengthening the work of internal political protection within the Military in the current situation,” as well as higher echelons’ directing and guiding documents on preparation for the all-level party congresses. At the same time, they should combine the work of internal political protection with the implementation of the 12th Party Central Committee’s Resolution No.4 on the Party building and rectification and the 12th Politburo’s Directive 05-CT/TW and the CMC Standing Board’s Directive 87-CT/QUTW on studying and emulating Ho Chi Minh’s ideology, ethics, and style.

2. Stepping up the work of education to raise vigilance and responsibility of cadres, party members, and the masses towards the defence of the Party, the Military and their units. This is a measure of utmost importance. Thus, the all-level party committees, commands, commissars, and political offices should attach significance to conducting the work of political education, rendering their staff members fully aware of the Party’s guidelines and the State’s Constitution and law, and making them clearly understand the intense class struggle in the current period, the hostile forces’ “peaceful evolution” strategy and their plots to encourage “self-evolution” and “self-transformation,” the signs of degradation in political ideology, ethics, and lifestyle, the wrong viewpoints and actions against the Party, country, and Military’s interests as well as the infiltration of reactionary ideology, pragmatism, and negative practices into military units. As a result, staff members within military units will know how to protect themselves and report on arising issues to their command system to settle under the Party’s regulations, the State’s law, and the Military’s discipline.

3. Frequently grasping and closely managing the internal political situation, particularly cadres and party members’ current political issues. This is also an important, routine measure for the work of internal political protection. Well implementing this measure will enable party committees and commands to correctly assess their offices and units’ internal political situation and their cadres and party members’ situation, adopt measures for preventing and combating the hostile forces’ opposition and sabotage, well manage their cadres and party members, and make their offices and units strong and pure. To prepare for the upcoming party congresses, the all-level party committees should focus on grasping the introduction, dissemination, and execution of the guidelines and directing documents by the Party and superior party committees on internal political protection as well as their cadres and party members’ political profile. It is important to opportunely detect those who have signs of degradation in political ideology, ethics, and lifestyle as well as manifestations of “self-evolution” and “self-transformation” so as to help the all-level party committees with the use of cadres under the regulations. In addition, due attention should be paid to closely combining the work of internal political protection with the organisation, inspection, personnel, and propaganda work, proactively preventing the hostile forces and bad elements from spying from within as well as to detecting, resolutely fighting against, and neutralising fabrications, distortions, slanders aimed at undermining prestige of party organisations, cadres, and party members so as to defend internal political affairs of the Party and the Military.

4. Leading and directing the work of reviewing, appraising, and verifying political criteria of appointees to new party committees and those who would attend higher-level party congresses. This is an important step in the personnel work for the all-level party congresses. Thus, this step must be taken seriously, closely, objectively, and comprehensively. However, in the process, it is necessary to avoid impacting on the internal unity and routine operation of offices and units or letting the hostile forces and bad elements take advantage of information to distort the internal affairs. The work of inspecting, verifying, and appraising political criteria of appointees to offices and units’ key positions and new party committees, and those who would attend higher-level party congresses must be in accordance with the Party’s regulations. Via reviews and appraisals, it imperative to report political matters of cadres and party members to party committees so that they could make decisions prior to the congresses. It is essential to resolutely exclude cadres and party members who violate the political criteria set by the 12th Politburo’s Regulation 126-QĐ/TW, dated February 28th 2018, from new party committees and higher-level party congresses. As for cadres and party members who do not satisfy the criteria, the competent party committees must deploy them to hold other positions prior to the congresses. For those who are bribed, enticed, and incited by the hostile forces or act as spies, it is important to report those elements to higher-level competent offices and take measures for timely prevention and combat.

5. Strictly maintaining the order and regulations for infiltration prevention and secret protection, building safe units and areas. This is a matter of importance to the success of our revolution and the execution of the guidelines and policies by our Party, State, and Military. To that end, offices and units should enhance propagation and education to render their cadres, party members, employees and soldiers fully aware of the hostile forces’ plots and artifices of our State and Military’s secret collection and maintain their staff members’ revolutionary vigilance. Due attention should be paid to grasping and strictly implementing the Party, State, and Military’s directives and regulations on protecting secrets, delivering speech, providing information for the press, using the Internet, information technology devices, and classified documents, and contacting foreign organisations and individuals. Documents relating to the work of preparing and organising party congresses must be registered and closely managed. The building of safe offices and units must be closely associated with making areas safe to maintain political stability right at the grass-roots level. At the same time, there should be plans and projects to ensure the absolute safety of party congresses. It is necessary to cooperate with localities and forces in defending the party congresses’ venues and take measures for protecting units’ barracks, depots, weapons, and technical equipment. During the party congresses, due regard should be paid to preventing and avoiding fire and explosion.

Synchronously adopting the above-mentioned measures will help defend the Party and the Military against the hostile forces’ plots and artifices and make party organisations within the Military really strong and pure as the basis for successfully holding the all-level party congresses in the run-up to the 11th Military Party Congress and the 13th National Party Congress.
