The Naval Zone 3’s Party Organization focuses on building “4-good” party cells

According to President Ho Chi Minh, “Party cells act as the Party’s roots among the masses. Good party cells will lead to the successful implementation of the Party’s policies and the good task performance or vice versa”. Being imbued with Uncle Ho’s teachings, the Naval Zone 3’s Party Organization always pays due regard to building party cells pure and strong according to the 4-good criteria (good awareness and responsibility; good quality of Party cells’ meetings; good democracy, solidarity and discipline; good self-criticism and criticism). This is also a solution to stepping up the implementation of the 10th Party Central Committee’s Resolution 22-NQ/TW, dated February 2nd 2008 on “enhancing the leadership and combativeness of Party grass-roots organizations and the quality of cadres and party members within the Naval Zone 3’s Party Organization.

1. Good awareness and responsibility

Within the Naval Zone 3’s Party Organization, there are many forms of party cells, such as ship, company, office, station, team ones working in an independent and scattered manner, particularly ship and radar station party cells. To fulfil its task, the Zone’s Party Committee attaches special importance to performing the work of education to raise cadres and party members’ awareness responsibility towards their tasks. To that end, the Zone’s Party Committee determines that this work must be carried out comprehensively but focus on specific groups of troops, particularly those assigned to perform the hard, sensitive tasks. Accordingly, in addition to the yearly program for political education, significance is attached to opening training courses for cadres and party members, particularly the new ones, those with the poor task performance, and those working independently in the difficult conditions to make them keep their mind on their work and generate the motivation for their self-improvement.

To lay the foundation for party cells to monitor and assess their cadres and party members’ awareness and responsibility, the Zone’s Party Committee directs its party members to write their commitment to self-improvement in line with the Resolution of the 12th Party Central Committee’s 4th Plenum, the Politburo’s Directive 05-CT/TW, the Military Central Commission Standing Board’s Directive 87-CT/QUTW, the 11th Party Central Secretary’s Regulation 646-QĐ/QUTW, and the Military Central Commission Standing Board’s Regulation on the role model-setting responsibility of cadres and party members, particularly the key ones. Yearly, the Zone’s Party Committee sets the breakthroughs, such as “matching words with action”, “cadres and party members’ responsibility for learning and doing first”, “daring to do, daring to take responsibility”, and “heightening the role model-setting responsibility of cadres and party members, particularly the key ones”. Grounded on those documents and breakthroughs, each cadres and party member develop their plan for self-improvement in accordance with their assigned task. Besides, all-level party committees and commands frequently meet, encourage and help the party members with the poor task performance and signs of perfunctory effort in their work, thereby grasping and completely settling the arising issues, opportunely reviving their spirit and raising their responsibility. At the same time, consideration is given to the role model-setting responsibility of party committee members and key cadres in their work.

2. Good quality of Party cells’ meetings

Grasping higher echelons’ directives and guiding documents, the Zone’s Party Committee directed the Political Bureau to issue the Guidance  2707/HD-CT, dated August 19th 2016 on several contents related to resolutions,  issue of resolutions, and regulations on meetings of party committees and cells within the Naval Zone 3’s Party Organization, with a focus on raising the awareness of party committees, cells, and members towards the role of party cells and the importance of raising the quality of party cells’ meetings to the improvement in the leadership and combativeness of party organizations, cadres, and party members. As a result, many new, creative approaches have been employed and brought about the practical effectiveness, such as regulations on preparing party cells’ meetings, draft resolutions, and draft documents on special meetings, and standardization of meetings’ reports and party members’ handbooks in accordance with the particularities of each office and unit.

In the process, the Zone’s Party Committee always attaches importance to assigning party committee members to attend party cells’ meetings and take responsibility before their party committees for the task performance of those party cells. At the same time, it promotes the role of political offices and inspection commissions at all levels in attending and inspecting party cells’ meetings. Realities have shown that the improved quality of party cells’ meetings greatly depends on the capability of party cells’ secretaries and deputy secretaries. Thus, to enhance the quality of this staff, the Zone’s Party Committee attaches greater value to consolidating party cells, building key cadres, holding refresher courses for this staff, instructing them to prepare party cells’ meetings, selecting and building exemplary party cells, and multiplying good and effective approaches.

While strictly maintaining the order for regular meetings, party cells well maintain the order for special meetings under the regulations and guiding documents.  Their special meetings are organized in diverse forms in accordance with the function and task of each type of party cells, with a focus on overcoming major issues. Special meetings are mainly on the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle; the measures to raise the performance of political task and settle weaknesses; the measures to build cultural, standard environment within offices and units. To ensure the quality, prior to each special meeting, party cells make elaborate preparations, censor the documents, assign each party member to prepare their remarks; special meetings are seen as part of the Party Day under the regulations. 

The Zone’s Party Committee closely directs party committees and political offices at all levels to include the review of party cells’ meetings in units and offices’ 6-month and year-end conferences to draw lessons on improving the quality of party cell’s meetings and opportunely adjust and supplement the guiding documents in accordance with each type of party cells. Consequently, the order and quality of party cell’s meetings in the Zone’s Party Organization have made positive, solid changes.

3. Good democracy, solidarity and discipline

To promote democracy within the Party, it is necessary to well exercise democracy within party cells as this is a prerequisite to stringently maintaining the Party’s discipline and consolidating intra-solidarity. A party cell with good democracy, solidarity and discipline will be capable of leading its unit to successfully fulfil the task. Perceiving that, the Zone’s Party Committee focuses on consolidating party committees and cells and developing the regulations on party committees’ leadership and commanders’ work. Those regulations must be in line with the principle of democratic centralism, the troop management regulations, and each type of units, and introduced to each cadre and party member.

A prerequisite to promoting democracy is to maintain the principle of democratic centralism during party cells’ meetings; to raise party members’ awareness and encourage their knowledge during the meetings for decision-making according to party cells’ function and task as well as party members’ responsibility, obligation, and authority. Under the Zone’s Party Committee’s direction, party committees and cells assign their party members to report their study and following of Ho Chi Minh’s ideology, ethics, and lifestyle and their implementation of the Resolution of the 12th Party Central Committee’s 4th Plenum during regular meetings, while managing the ideological situation of party members and the masses. Besides, the Zone’s Party Committee frequently pays due regard to the work of inspection and supervision, with a focus on party cells and members with the poor task performance and weaknesses in order to prevent party members’ discipline violations; the Party’s disciplinary work is always closely conducted by party committees and cells. During party cells’ meetings, democracy is expanded and promoted, which creates an open atmosphere for all cadres and party members to express their opinions and wishes and promotes the collective knowledge in directing and leading the tasks.

4. Good self-criticism and criticism

Self-criticism and criticism is regarded as a routine task for party cells and a measure to train cadres and party members and cement intra-solidarity by the Zone’s Party Committee. Accordingly, the Zone’s Party Committee directs party cells to further the work of education to raise cadres and party members’ awareness of the importance of self-criticism and criticism to the Party building and rectification. This is an important basis for ensuring the order of self-criticism and criticism within the whole Party Organization. Focuses of self-criticism and criticism are placed on clarifying the reasons and collective and individual responsibility for the weaknesses in the process of performing the task and the signs of degradation in political ideology, ethics, and lifestyle as well as “self-evolution” and “self-transformation” from within. As a result, self-criticism and criticism has encouraged the self-awareness, ensured the objectivity, honesty, and straightforwardness, heighten combativeness, and overcome self-deprecation and complaisance. Key cadres have set examples in exercising self-criticism before their party cell on their manners and task performance; criticism is not exploited to damage the intra-solidarity and discriminate those who make criticism. After self-criticism and criticism, party committees, cadres and party members have taken measures to rectify weaknesses, thereby contributing to enhancing the quality of party cells’ meetings, renewing each cadre and party member’s working style, and building up their self-discipline.

Thanks to the model of “4-good” party cells, over the past years, the Naval Zone 3’s Party Organization has always been pure and strong while the Zone is strong comprehensively with over 90% of party members and 85% of party organizations successfully and excellently fulfilling their task. Those achievements provide an important prerequisite to unceasingly improving the leadership and combativeness of all-level party organizations, contributing to building a revolutionary, regular, elite, modern Zone, meeting the requirements for defending the Homeland’s sovereignty over seas, islands, and continental shelf.
