The 4th Corps improves the overall quality and combat power

In order to meet the requirements in the decisive phase of the resistance war against the U.S to save the country, on July 20th, 1974, the 4th Corps was established. Five months later, the Corps marked its first victory in the battle of Road 14 - Phuoc Long (the first liberated province of the South) which pleased the whole nation and our people. This was an important political victory - the "strategic reconnaissance" that helped the Politburo make a decision to liberate the South in 1975. During the historic Ho Chi Minh Campaign, the Corps opened "Xuan Loc steel gateway” for the our Army to enter Saigon, completely liberate the South and unify the Fatherland. Next, the Corps was tasked with controlling Saigon, taking part in fighting to defend the Southwest border, and performing international mission to help the Cambodian people escape from the genocide. Over 45 years of construction, combat, and maturity, the 4th Corps, 83 collectives, and 48 ​​individuals have been honored with the title of “Hero of the People's Armed Forces”, 4 Ho Chi Minh Medals, and 5 First-class Military Exploit Order by the State of Vietnam and Angkor Wat Medal by the State of Cambodia. Thousands of collectives and individuals have been awarded all kinds of orders and medals and other noble rewards.

Currently, the Corps performs tasks with many advantages in general, but it also faces various difficulties and challenges. In the locality, the hostile forces are sabotaging fiercely with the strategy of "peaceful evolution" and promoting "self-evolution", "self-transformation", and "depoliticization" in the Army, ... with several sophisticated and poisonous tricks. The situation of political security, social order, and safety in the stationing area of the Corps still has potentials that cause instability, impacting significantly the performance of the unit's tasks. Besides the key task of training and combat readiness, the Corps also performs tasks of natural disaster prevention and search and rescue as well as public relation work and participates in building the all-people defense posture in association with the people's security posture in the strategic area of ​​the South of the country.

In order to accomplish the assigned tasks, the Corps Party Commission and High Command have been focusing on leading and directing the implementation of multiple solutions. First of all, it has focused on building a politically strong Corps. This is the decisive factor that creates the foundation for improving the overall quality and combat power. Accordingly, agencies and units have promoted the renewal of the contents and forms and improved the quality and efficiency of political education and ideological orientation to build among officials and soldiers with a firm political stance, proper awareness of the situation, tasks, objects, and partners to uphold their revolutionary vigilance and willingness to receive and complete all assigned tasks. At the same time, the cultural institution system has been effectively used, and the regulations have been strictly maintained. All levels have focused on synchronously implementing measures to create a strong change in the implementation of the Determination-to-Win Emulation movement, Directive No.05-CT/TW of the Politburo (the 12th Tenure), and the Campaign on “Promoting tradition and dedicating talent to be worthy of Uncle Ho's soldiers” and struggled to thoroughly overcome all signs of degradation in political ideology, morality, lifestyle, "self-evolutions", and "self-transformation", not allowing social evils to enter the unit.

The Standing Party Committee of the Corps has paid attention to improving leadership and combating capacity of the Party organizations. In particular, importance has been attached to the construction of the Party cells and commissions at the full-strength companies performing tasks of combat readiness and improvement of the quality of Party members, standing committees, and secretaries at all levels. The pioneering and exemplary role of officials and party members, especially the leading ones, has been built and promoted. Concurrently, building a strong team of officials in terms of quantity, quality, and structure has been taken care, and adhered to the principles and procedures. Additionally, the training and retraining of officials and improvement of skill in all aspects to meet the requirements of assigned tasks have been well performed. The Corps has required agencies and units to well implement the Grassroots Democracy Regulations and assure regimes and policies to create favorable conditions for officials and soldiers to have peace of mind of their work and to fulfill their tasks. As a result, the overall quality of the Party organizations and members has gradually increased; the role of the leading officials has been confirmed in practice. Annually, the Corps Party Committee has over 85% of grassroots Party organizations being rated as clean and strong, over 87% of Party members successfully and excellently completing tasks, and no weak Party organization.

Improving the quality of training, mobility and maneuverability, combat readiness, large-scale cooperative action of a maneuvering Corps in the new situation is a fundamental and central task that has been attached with much importance by the Corps Party Commission and High Command. Thus, agencies and units have focused on doing well the work of training preparation and improving the quality of training and coaching of commanders and agencies at all levels (especially at the regiment, brigade, and division levels). Strengthening the system of training fields and training materials have also been invested. The Corps Party Commission and High Command have directed units to stick to the "basic, practical, and solid" motto and attach importance to synchronous and intensive training to make it relevant to combat reality. In training practice, the entire Corps have focused on thoroughly grasping and strictly implementing the orders and directives of the Ministry of Defense on combat readiness; promptly reviewing, supplementing, and perfecting combat action plans to be close to the tasks and localities; attaching importance to enhancing the exploitation of staffed weapons, military equipment, vehicles, and technical equipment; and being proficient in independent combat and task-based combat, and strengthening combat capability when reinforced with technical weapons and in combat coordination. The Corps has concentrated on education and training for officials and soldiers to master the contents prescribed in the Ministry's training orders and inherit and promote good traditions and traditional combating methods the nation, the Army, and the Corps in the war of liberation and defense of the Fatherland. Training contents have been applied creatively to combat in the terrains undertaken by the Corps (mountains and forests - borders, plains - rivers, cities - industrial parks, and sea - islands) to meet the requirements not only to be good at combating with staffed weapons but also when being strengthened with forces, means, weapons, and techniques and good at coordinating with other forces in the local defense area to defeat all types of enemies’ warfare, even when the they use high-tech weapons and techniques. At the same time, practical training, field trips, evacuation training, defensive training, counter-attacking training, night training, anti-terrorism and riot training, search and rescue training, and training combined with physical improvement, long marching, and heavy load carrying on a variety of terrains have been strengthened to enhance the mobility of the troops. The Corps has also strengthened training and maneuvers according to combat plans to contribute to improving the level of situation handling of commanders and troops. Besides, the Corps Party Commission and High Command have directed all levels to regularly pay attention to education and training to improve the qualifications of permanent frame officials and reserve troops to act as the core in mobilizing reserve troops in training as well as when incidents occur to assist the standing forces of the Corps to successfully complete the assigned tasks. As a result, the training quality, overall level, and combat readiness of the Corps have been enhanced.

The Corps has concentrated on regular construction, discipline training, and construction of a clean and healthy cultural environment. In addition to measures to improve the quality of political input for recruits, the Corps has attached great importance to the training of discipline, rules, and regular behaviors for all officials and soldiers. In particular, building regular behaviors and sense of discipline for agencies has been focused to both set an example for units to learn and follow and have a practical basis to advise for the commanders’ inspection and control up on the operational areas of the unit. All plans, forms, documents, and registration and statistics books of agencies and units have been developed in accordance with the regulations of the Ministry of Defense and the Corps. The Corps Party Commission and High Command have required all levels to attach importance to education to raise the sense of self-awareness and responsibility of military personnel in observing disciplines, orders, and regulations of the Army and rules of the units; focus on implementing the daily and weekly regimes; and regularly inspect the training of military rituals and behaviors. It has also promoted the role of mass organizations; strengthened the organization of cultural, art, and sports activities during holidays and Tet to manage the soldiers; and build barracks into "cultural bright spots", not leaving bad and illegal products smuggled into the units. Implementing the "Four-together" motto with soldiers (eating together, staying together, working together, and sharing together), the Party committees, commanders, and commissar at all levels have timely grasped and managed the ideological situation, solved problems occurred, and created consensus, solidarity, unity, and mutual understanding between officers and soldiers and between superiors and subordinates. Thanks to the synchronous implementation of the above measures, the regular construction and discipline training of the Corps have made remarkable progress, making an important contribution to the unit’s successful completion of its assigned tasks.

The logistics and technical work has been paid much attention by the Corps Party Commission and High Command to resolutely and deeply direct, meeting the requirements of the tasks of training and combat readiness and improving the life of solders. In order to take the initiative in the sources of clean food, the Corps has directed to promote the efficiency of processing stations and concentrated on investment in consolidating the models of concentrated cultivation and production zones to self-supply 100% of vegetables, 100% of fish, 80% - 100% of meat, etc. In particular, to ensure the sources of food and save the budget, the Corps has promoted the efficiency of O Mon rice milling plant (in Can Tho), ensuring 100% of the demand for rice with the price lower than the market from 10% - 12%. For the technical work, the Corps has directed the Technical branch to continue to thoroughly grasp and strictly abide by the instructions, guidelines, and regulations of the Ministry of Defense; well implement the Technical Work Regulations; comprehensively deploy technical assurance work in a sufficient and proper manner; maintain the equipment and technical coefficients in accordance with regulations; and build a system of "unified, regular, and safe" warehouses and technical zones to avoid fire, explosion, and loss. The Technical branch has proactively fostered and enhanced the professional qualifications and promoted innovations and technical improvements of professional and technical staff to put the management, maintenance, and repair work on a regular basis and effectively implement 4 objectives of the Campaign on “managing and exploiting weapons and technical equipment effectively, sustainably, safely, and economically and traffic safety”. Other measures have been included, namely: strict managing people, weapons, and technical equipment; observing and strictly implementing safety regulations when participating in traffic; resolutely handling cases of illegal traffic circulation behaviors; and ensuring absolute safety of warehouses and stations and safety in the use of weapons and technical equipment.

In the past 45 years, the generations of the 4th Corps official and soldiers have constantly promoted the good qualities of "The Uncle Ho's soldiers" to overcome difficulties and challenges and build up the tradition of "Loyalty, solidarity, brave, creativeness, self-reliance, and determination to win”. This is an important premise for the Corps to strive to successfully complete the assigned tasks in the new period.
