Tank and Armored College to build a contingent of cadres and lecturers on par with the requirements of tasks
Thoroughly grasping the Party's resolutions on cadre work, the Party Committee and Board of Directors of the Tank and Armored College determined that building a contingent of cadres and lecturers is a central task that is crucial for the College to well fulfill its assigned tasks. In the face of new requirements, this task should be taken seriously and directed more closely.
Over the years, under the leadership of the Central Military Commission, the Ministry of Defense, and directly the Party Committee and the High Command of the Tank and Armored Corps, the College has overcome all difficulties and challenges and successfully completed all assigned tasks to train tens of thousands of commanding and technical officers specialized in tanks and armored vehicles for the entire Army, making an important contribution to the cause of construction of the Army and protection of the Fatherland. In order to complete the tasks, the Party Committee and the Board of Directors of the College have had many guidelines and solutions for active and effective leadership and direction. In particular, building a qualified, capable, and ethical cadres and lecturers has been considered as a central content.

Currently, the task of education and training of the College is increasingly demanding, while the teaching facilities and equipment are still insufficient; the contingent of cadres and lecturers, especially highly qualified lecturers and leading experts, is lacking. Besides, young cadres, despite of their basic training, have insufficient practical experience; Qualifications, competence, prestige, and sense of responsibility of a number of cadres and lecturers have yet to be adequate, and commensurate with the requirements of the task. Therefore, in order to build a contingent of cadres and lecturers to meet the requirements of the task in the new situation, the Party Committee of the College has determined to focus on leading the implementation of a number of measures as follows:
To continue to thoroughly grasp the superiors’ resolutions, directives, and instructions on cadre work to create a change in awareness and sense of responsibility at all levels, firstly the Party committees, party agencies, presiding cadres, and political organizations in charge of building the contingent of cadres. Focus should be paid on the implementation of objectives and solutions for building a contingent of cadres in accordance with the Central Military Commission's Resolution No.769-NQ/QUTW on "Building the contingent of cadres for the 2013-2020 period and beyond" and resolutions of the Corps’ Party Committee and the College Party Committee on building a contingent of cadres and lecturers in association with preparing personnel for the Party congresses at all levels for the 2020-2025 term. Accordingly, the sense of responsibility at all levels in leading, directing, advising, proposing, elaborating plans, and conducting cadre work should be promoted to ensure the compliance with principles, regulations, and processes and efficiency in accordance with the viewpoints and guidelines of the Party, the Corps, and the College.
To focus on solving the quantity and appropriately adjusting the cadre structure; to strictly consider to discharge cadres to ensure proper subjects. The regulations and processes in the cadre work should be strictly followed to uphold the principle of democratic centralism and the party committees’ unanimousness in leadership of the cadre work and decentralized management of the contingent of cadres. At the same time, the role and sense of responsibility of the party committees (the secretary and deputy secretary) and presiding cadres at all levels in performing the cadre work should be promoted, and it is necessary to combine the cadre management with party member management and the organizational management with self-management and training of each cadre. Additionally, The inspection and supervision should be strengthened to timely detect, rectify, and handle party committees and presiding and leading cadres who breach the rules and processes of the cadre work.
To innovate the method of commenting and evaluating cadres and lecturers to ensure objectivity, fairness, democracy, publicity, and comprehensiveness in terms of quality, competence, and prestige based on the assigned functions and duties and taking the results of the units’ task completion as an important criterion for evaluating cadres and lecturers. The direct managing committee must properly assess the actual fulfillment of tasks by each cadre and lecturer and associate cadres commenting with evaluation of party members to avoid vague, unspecific, and inconsistent comments and evaluation. The sense of responsibility of the party committee and presiding persons should be promoted to properly evaluate cadres, and results of the implementation of the 4th Central Resolution (12th Tenure) on Party building and rectification and the Directive No.05-CT/TW of the Politburo (12th Tenure) on promoting learning and following Ho Chi Minh thought, ethics, and style should be taken as a basis for annual comment and evaluation of cadres. It is required to regularly rectify and take specific measures to promptly overcome the limitations and shortcomings of cadres and strictly implement Regulation No.08-QĐ/TW of the Party Central Committee on the responsibility for example setting of cadres and party members to make solid changes in the awareness of training and fostering of cadres, especially leaders, commanders, and managers at all levels.
To regularly do well the work of training, fostering, and improving the quality of the contingent of cadres and lecturers. The committees at all levels should regularly review the contingent of cadres and lecturers to make plans for training and fostering to improve comprehensive knowledge, especially postgraduate training. It is necessary to attach importance to training and fostering to raise the political stuff, professional qualifications, practical capacities, and working methods and styles. It is also advisable to proactively select good and excellent graduates who have pedagogical skills to mobilize to grassroots units for about two years and then recall to the College for further fostering to become lecturers. At the same time, young and promising cadres should be sent for training in schools inside and outside the Army to create a source of leading experts for the College, especially in the field of research and exploitation of new weapons and equipment in teaching in tank and armored commanding and techniques.
To well perform the work of planning, mobilizing, and appointing cadres and lecturers. The Party committees at all levels should take initiative in developing the cadre planning at the beginning of the congress term and annually reviewing and supplementing to suit with the reality with inheritance and solid transition between generations of cadres and lecturers. When discovering the planning sources, attention should be paid to the next generations at different ages and boldly adding young cadres of quality, capacity, and prestige to the planning sources to overcome the shortage of cadres at all levels, especially the leading cadres, excellent lecturers, and leading experts. The assignment and appointment of cadres must be associated with improving the quality and efficiency of practical operations and the coordination between the College and agencies with units, resolutely preventing negative expression, bribe for positions and power, sects, locality, familiarity, and group interests in cadre work, etc.
Promoting the role of party committees and party organizations and synchronously implementing the above solutions are to build the contingent of cadres and lecturers to meet the requirements of the College's education and training tasks, contributing to improving the overall quality and combat power of the Tank and Armored Arm in the new situation.
