The protection of Military internal politics is a part of the party work and political work; a basic and important content of the work of Military security protection, contributing to ensuring the Military politically strong, as a basis to improve the overall quality, combat strength, and successfully complete all assigned tasks. In the face of new task requirements, the Party committees, political commissars, junior commissars and commanders at all levels should focus on leading, directing and better performing the work of internal political protection of the Military.
Under the leadership and direction of the Central Military Commission, the Ministry of National Defence, directly the General Political Department of the Vietnam People's Army, the internal political protection of the Military has been focused on leading, directing the serious and effective implementation of the Party's resolutions, directives and regulations, the State's policies and laws, and the Military's regulations, making important contributions to making the Military strong in politics, constantly improving the overall quality, combat strength, successfully completing all assigned tasks.

The cause of building and defending the Fatherland is seeing opportunities and advantages, difficulties and challenges. In order to meet the requirements and tasks in the new situation, the Military security in general, the internal political protection branch, in particular, should focus on the following measures:
Firstly, continuing to thoroughly grasp and strictly implement the resolutions, directives and regulations of the Party’s Central Committee, the Politburo, the Secretariat, the Central Military Commission and the Minister of National Defence on the work of internal political protection with focuses on: Central Resolution 4 (11th and 12th tenure) on Party building and rectification; Directive No. 39-CT/TW, dated August 18, 2014 of the Politburo on "Strengthening the internal political protection in the current situation"; Regulation No. 126-QD/TW, dated February 28, 2018 of the Politburo on "A number of issues on the protection of the Party’s internal politics"; Directive No. 118-CT/QUTW, dated 20 February, 2017 of the Standing Committee of the Central Military Commission on "Strengthening the internal political protection of the Military in the current situation"; Circular No. 11/2015/TT-BQP, dated March 17, 2015 of the Minister of National Defence promulgating the Statute of the VPA’s security protection and related documents; prevent and repel the expression of degradation in political ideology, morality, lifestyle, the internal "self-evolution" and "self-transformation", and the scheme of Military depoliticization. The propagation and education must be conducted regularly and continuously, suitable to each subject. On that basis, promoting the sense of responsibility in organizing the implementation and maintaining of the regime according to the promulgated regulations; actively coordinating with Military and civilian forces, synchronously using means and professional measures to grasp the situation, handle promptly and accurately all situations. At the same time, uphold the spirit of vigilance, promptly detect and effectively fight against plots and acts of sabotage by hostile forces and all criminal activities; actively fighting against the wrong and reactionary allegations. In particular, there must be appropriate solutions to defeat the conspiracy and tricks of "peaceful evolution" in the field of ideology, culture and allegations of Military "depoliticization" of hostile forces; ensure the absolute safety and organisational strength for agencies and units.
Second, strengthening the leadership of party committees, party organizations, and management of the presiding officers at all levels for the work of internal political protection. Party committees and organizations at all levels must consider internal political protection as an important content in the leadership resolutions of the party committee, Party cell, and the operational plan of political commissars, politicians and commanders. Sticking to resolutions, directives and decisions of upper levels, the development of task requirements, the situation of political security, social order and safety in the locality to supplement and perfect the appropriate content and measure for leadership. The competent authorities should study and promulgate regulations on internal political protection relevant to the characteristics and situation of each agency and unit; comprehensively and synchronously implement contents and measures to keep it regulated in order to improve the quality and effectiveness of internal political protection in each agency, unit and the entire Military. Regularly grasping the situation, accurately forecasting problems that may occur, promptly have effective handling plan, not to be passive and unexpectedly in politics in all situations. At the same time, strengthening the inspection, supervision to promptly detect and prevent the misleading manifestations in awareness, thought and action; promoting the exemplary and pioneering role in words and deeds, awareness and actions of cadres and party members, especially presiding officers at all levels in the work of internal political protection.
Thirdly, seriously, rigorously and thoroughly reviewing, appraising, verifying, and finalising the political standards of cadres, party members and personnel participating in the Party Committees at all levels and personnel of the 11th Military Party Congress, the 13th National Party Congress, cadres and party members working in key agencies and units and in the planning, and promotion according to the regulation of decentralisation in personnel management. In implementation, there should be close leadership and direction, specific planning, in accordance with the functions and tasks of each industry; focus on coordination between internal political protection and propaganda, organization, personnel, inspection, military, criminal investigations and activities of other organisations and forces according to the regulations to review, appraise, verify, and conclude political standards of cadres and party members; especially the issues of political history, current politics, cases with signs of degeneration, metamorphosis, problems that need to be considered in terms of politics. Resolutely not to admit to the party committee, the contingent of officials, cadres, employees and soldiers working in key and crucial agencies and units people who do not meet political standards, show signs of degradation in political ideas, ethics, lifestyle, internal "self-evolution", "self-transformation", and violate the prohibitions to party members and those with low reputation. At the same time, working closely with the relevant agencies to implement well the review and verification of political standards in military recruitment, the employment of people to military key and crucial agencies and units, and political standards of those who are about to take overseas business trip, study, relative visit etc.
Fourthly, regularly grasping and closely managing the internal political situation, especially the current political issues of officials and party members. Party committees and commanders at all levels should strictly maintain the management and training regime for cadres and party members; proactively prevent and fight against activities of infiltration and spy of foreign intelligent. In particular, the prevention and elimination of risks from the root is the basic task while fighting represents an important and permanent one. Paying attention to grasping the situation, identifying and classifying objects, identifying the contents, forms and methods of fighting in accordance with the requirements and tasks of internal political protection today. To be effective, all levels of party committees, party organizations, agencies and units should study and promulgate regulations, comprehensively and synchronously implement the contents and measures of internal political protection in reviewing political standards.
Fifthly, thoroughly grasping and strictly implementing the Party's resolutions, directives, statutes, regulations, legal policies, and regulations of the Military on the protection of state and military secrets; building safe units and safe areas of operation. When conduct, it is important to master and well implement the motto: consistent in principle; concrete on task requirements, objectives, and contents; appropriate in method. Strictly abide by the regulations on protecting secrets when using social networks, ensuring network safety and security when using information technology equipment. The internal political protection force of the Military should strengthen the adherence to grassroots bases, the key and strategic areas in national defence and security, border lines, sea and islands to grasp the situation and make accurate predictions of possible situations; associate the building of safe units and safe areas with building clean and strong party organizations, and comprehensively strong agencies and units. Actively and proactively detect, prevent and promptly handle manifestations of deterioration in political ideology, morality, lifestyle, violations of State law, and Military discipline. The security protection agencies at all levels should actively advise the Party committees and commanders to effectively implement measures to prevent terrorist activities, sabotage, not to reveal, leak and lose military documents, seals, materiel and assets. Strictly complying with regulations when contact with foreign organizations and individuals; effectively fight against the abuse of relations and cooperation in the field of military foreign affairs for spy activities. The handling and settlement of issues related to the Military's security and national security must adhere to the Party's guidelines and viewpoints, the State's policies and laws, and the Military's regulations.
Sixthly, building a strong specialised agency and staff which is truly the core force in the internal political protection work. Party committees at all levels should focus on leading and directing the construction of security agencies with lean, compact, and powerful structure, operating in accordance with functions and tasks, upholding principles, flexibility and sensitivity in handling situations, well performing the function of advising the party committees and presiding officers on the work of internal political protection. Regularly paying attention to training and fostering the building of the contingent of security protection officers with strong political zeal, morality, healthy lifestyle, honesty, dedication to their jobs, strong will, good working method, mastery of law, high professional expertise, who are really the core and specialized staff in protecting the security of their unit. The appointment of security cadres must be based on the capabilities and forte of each person; strengthening training, preliminary review, summary and scientific research to raise the level of advising and guiding the internal political protection work in the whole Military. At the same time, creating favorable conditions for officers to practice at the grassroots, improve practical experience; promote capacity and forte in performing their duties and responsibilities.
Facing the requirements and the task of protecting the Party, the State, the regime and the Military in the new situation, the internal political protection work of the Military must be granted with close attention to leadership by the Party committees, political commissars, junior commissars and commanders and direction; constantly innovating content, form and improving the quality of the work in accordance with the requirements set by the Politburo, the Secretariat, and the Central Military Commission. Performing this task well not only contributes significantly to the successful organization of the party congress at all levels to the 11th Military Party Congress and the 13th National Party Congress but also ensures the security and safety in building a politically strong Military, which serves as a basis to improve the Military's overall quality and combat strength, truly be the core force in firmly protecting the Vietnam socialist Fatherland.
