“Skillful mass mobilization” experience of Economic-Defence Regiment 710

Thoroughly understanding Ho Chi Minh’s thought and the Party’s guideline on the role of mass mobilization in the revolutionary cause, officers, soldiers, and staff of the Economic-Defence Regiment 710 under the Corps 15, have successfully conducted the task of mass mobilization with the orientation: “skillful mass mobilization”,  making contribution to the operating area’s socio-economic development, defence and security consolidation, and the Homeland’s border maintenance.

The Regiment’s operating area covers 4 southern communes of Chu Prong district, Gia Lai province, with 21.7 km line bordering Azadao district, Ratanakiri province, Cambodia. The population density in the area is sparse. Most of the local people belong to ethnic minority groups (13 groups). Their income mainly depends on the nature with difficulties in water supply resources and traffic system. Their knowledge level is also moderate. A majority of the local people are Protestants and Catholics.

Making use of their difficulties, opposite figures, opportunists, and reactionaries always manage to distort information, incite them to rise up, and divide the great solidarity among ethnic groups. They also seduce them to illegally cross the border. Thus, the political security situation and the social order and safety in the area are potentially complex and unpredictable. It requires the Regiment to coordinate with the local Party committees and authorities as well as other forces to successfully conduct the mass mobilization in the region.

Regiment No.710, founded in 2003, and is tasked with conducting economic-defence activities, consolidating the area, and managing and training the reserves of Dak Lak and Dak Nong provinces. Though, the assigned tasks are challenging and the operating area is large, thanks to Ho Chi Minh’s teaching “with skillful mass mobilization, everything will be successful”, and the clear acknowledgement of “mass mobilization is a strategic task to the revolutionary cause of the nation”, the Regiment has always successfully conducted it. This is a valuable lesson withdrawn from the operation of the Regiment.

In order to conduct “skillful mass mobilization”, first, the Party committee and the commanders of the Regiment focus on thoroughly grasping directives and resolutions of the higher levels on mass mobilization. Priorities have been given to the realization of the Central Resolution No.7 (11th tenure) on “enhancing and reforming the party’s leadership over the task of mass mobilization in the new situation”, the Secretariat of the Central Party Committee Directive No.49-CT/TW (11th tenure) on “enhancing and reforming the Party’s mass mobilization  in the area of ethnic minorities”, the Central Military Commission Resolution No. 49-NQ/QUTW on “Enhancing and reforming the Army’s mass mobilization in the new situation”, and the Corps’ Resolution No.38-NQ/ĐU. Considering mass mobilization as a breakthrough that helps successfully fulfil all assigned tasks, the Regiment worked out plan and measures to conduct this work. Annually, besides resolution on task implementation, the Regiment’s Party Committee also has a resolution on mass mobilization. Basing on the resolution and the assignment of the party committee, the commanders direct their functioning departments to implement it; focusing on stepping up the Movement of “skillful mass mobilization units”, the campaign of “studying and following Ho Chi Minh’s ideology, ethics and style” and the campaign “Promoting the tradition, devoting talents, deserving to be Uncle Ho’s soldiers”. The Regiment requires its party committees and commanders at all levels to organize meetings for the soldiers to democratically discuss and work out contents and measures to conduct mass mobilization. It also considers the outcomes of mass mobilization as a criterion to evaluate the mission accomplishment of each unit, officer, soldier and worker. Therefore, 100 percent of its officers, soldiers and workers always has good understanding about and successfully conducts the task of mass mobilization as well as their assigned tasks and missions.

In addition, the Party committee and the commanders of the Regiment has always inextricably linked with the local party committees, authorities, agencies, departments, and other armed forces units to unify the plan and measures to conduct the task of mass mobilization. Periodically, the regiment deploys officers to collaborate with the local party committees, authorities, and agencies on information sharing and methods to improve the knowledge of the local people about the guidelines of the Party, the policies and laws of the State, the political tasks of the locality, as well as the plots and tricks of opposing forces. Attention has also been paid on promoting the role of village patriarchs and chiefs, religious dignitaries and officials in the implementation of the task.

The contents and methods of information dissemination have been thoroughly selected and made relevant to the local people knowledge, easy for them to understand, remember, and follow. As a result, a majority of the people, including the ethnic groups have adequate understanding of the guideline of the Party, the ethnic and religious policies of the Party and State; gradually realizing and being more wary of the plots and tricks of hostile forces and opportunists, improving their solidarity, actively taking part in the maintenance of political security, social order and safety in the region.

Following the style “listen to the people, give explanation to make the people understand, guide them to do, and do it themselves for the people to believe”, officers, soldiers, and workers of the Regiment have become the “core” of solidarity and inextricable bond between troops and the people.

In 2016, the Regiment coordinated with Ia Mo border guard post, and the local party committee and authority to organize activities, such as: cleaning the environment, repairing the community house (known as Rong House), upgrading provincial road 665, local roads, and fences for local households; raising funds for local charities, supplying fresh waters; and providing free healthcare for the local people, etc. Particularly, on the Traditional Tet 2017, the Regiment coordinated with the local party committee and authority to hold “reunion Tet” with the theme “Spring in the border with close relation between the soldiers and the people”; conducting activities, such as: visiting and presenting gifts to village patriarchs, elders and poor families; holding cultural exchanges, and sport activities, building good images of the officers and soldiers in the mind and heart of local people. Therefore, officers and soldiers who were on duty during the Tet holiday felt ease to complete their missions.

The Regiment’s outcomes of mass mobilization have also been manifested in the way the Party Committee and Commander of the Regiment regularly review, adjust, and supplement relevant policies, provide accommodation and jobs for the workers. Up to now, the Regiment has encouraged and successfully persuaded 34 families and married couples of officers and workers to permanently live in the area. These families are living within, and integrating with local people, practising their customs and traditions, and helping local people apply new techs in production and improve their living standards. This model has brought about realistic outcomes, making contribution to the maintenance and promotion of  solidarity and close bond between the Army and the people.

In addition, the Regiment has maintained good relations with the brotherhood commune of Ia Mo (where the Regiment’s headquarters located); directed its working teams to regularly coordinate with the party committees, authorities, and unions of brotherhood villages to hold cultural exchanges, share experience in work, and practise civilized living style. At special events of the locality and the country, the Regiment and its working teams have been active in selecting and organizing relevant activities to make contribution to the development of the villages and communes in the bordering area of Gia Lai Province.

Promoting the achievements, in the coming time, the Regiment’s Party Committee and Commander will continue to lead and direct the successful implementation of the task of mass mobilization, aiming at enhancing the close bond and solidarity between the Regiment and the local people; joining hand with the local party committees and authorities to maintain political security, social order and safety in the region, and firmly protect the border of the Homeland.
