Military social sciences and humanities and the cause of building the politically strong Military

Stemming from the realities as an integral part of social sciences and humanities, military social sciences and humanities have played a significant role in building the politically strong Military and created a foundation for enhancing the Military’s overall quality and combativeness, strengthening national defence, and firmly safeguarding the Homeland of socialist Vietnam.

History has proven that under the leadership of the Party, our people had courageously struggled for power and led resistance wars against the French colonialists and American imperialists to victory; implemented national comprehensive and synchronous renovation policy (the Doi Moi policy), and attained great historic achievements. In the process, social sciences and humanities in general and military social sciences and humanities (hereinafter MSSH) in particular have contributed greatly to the cause of building our increasingly prosperous, democratic, equitable, and civilized country.

The birth of MSSH has truly met the realistic requirements of Vietnamese revolution and undertaken various notable tasks of researching and assessing the realities and the theories of thousands of years of the cause of Vietnamese peoples’ national construction and protection; providing scientific arguments for the Party and the State’s leadership and directions; and assisting strategic agencies in advising the Party and the State to formulate socio-economic, cultural, defence, security, and diplomatic guidelines and policies. The realities have revealed that the triumph of Vietnamese revolution stems from the Party’s great policy decisions, which inherited previous research work and preliminary and overall assessment of realities and experiences as well as social sciences and humanities experts’ scientific search and research.  

The MSSH cover military laws of motion and development in political and social terms; analyze and militarily define person-to-person relationships and the relations between human beings with military technical weapons and equipment and military setting in which military activities are  society’s particular field - a type of “special labour” - closely associated with war preparations and conducting, the building of armed forces and the revolutionary Military of the people, by the people, and for the people; and subject to the Party’s absolute and direct leadership. The troops operate with high labour intensity, day and night, in a harsh environment of a society with classes and class struggle; willingly undertake missions and absolutely obey commandants’ orders in any circumstance; and readily make the final sacrifice for society’s peace and the people’s happiness. The MSSH must deal with arising problems in those military activities so that those activities stick to the Party’s guidelines and save soldiers’ labour and the people’s coffers. Therefore, the MSSH is an inseparable part of national social sciences and humanities, and a particular field of specialization pertaining to military activities and soldiers’ physical and mental lives, fighting strength and ideals as well as war-and-peace-related issues, and MSSH issues in relation with other sciences.

Those necessitate a contingent of MSSH cadres not only gaining background knowledge, but also having a firm grasp of MSSH specializations, namely Marxist- Leninist doctrine of wars and militaries; theories of Homeland protection and the building of national defence; theories of the building of political militaries, and so forth. As scientific subjects, every MSSH specialized field enables soldiers to acquire practical knowledge to enhance the quality of training and combat readiness. A notion that MSSH subjects are part of social sciences and humanities, and basically an arbitrary addition of the term “military” to the latter is theoretically and practically false.

The urgent requirements of revolutionary missions and the building of the politically strong Military in the new situation necessitate the rapid development of MSSH. Meanwhile, basic knowledge from other sciences is incapable of coping with phenomenal and arising incidents that have been and will be played out in military-defence activities in the period of globalization and international integration and the 4th Industrial Revolution and socialist-oriented market economy development. The complexity of military activities concerning political and party work and necessary preparations for hi-tech wars necessitate soldiers being furnished with a range of specialized knowledge resulting from in-depth research into MSSH. This is a weighty and glorious responsibility falling on Uncle Ho’s soldiers’ cadres, researchers, and lecturers.

The building of the politically strong Military has played a particularly significant role in the cause of national renewal and Homeland construction and protection since it has been tied to the Party and the State’s very existence, the survival of the regime, and acts as a determinant to the people’s peace, well-being, and freedom, and the Military’s maturity and fighting strength. This task proceeds from not only the motto of “taking politics as the core” and enhancing the Military’s overall quality and combativeness, but the task of firmly safeguarding revolutionary accomplishments during the course of over 30 years of comprehensive national renewal. At the same time, it demonstrates the Party, State, and Military’s experiences in building the political Military over the past seven decades plus, thereby consolidating cadres and soldiers’ steadfast political zeal and absolute loyalty to the Party, the State, and the people, and being a genuine core force in charge of military-defence missions and Homeland protection.

In the new situation, scientists must continue to thoroughly grasp the fundamentals of Marxism- Leninism and Ho Chi Minh’s thought and the Party’s viewpoints on building the political Military, and enhance the Party’s direct and absolute leadership over the Military whilst clearly identifying partners of operation and objects of struggle and their attendant relations on the basis of the latest findings of social sciences and humanities in general and MSSH in particular. The Party, the State, the Central Military Commission, the Ministry of National Defence, and the General Department of Politics have been in dire need of counselling and conclusions drawn from the findings of MSSH research projects, namely forms and methods of foiling artifices and stratagems of “peaceful evolution” and “self-evolution” and “self- transformation” from within by hostile forces; finding out the reasons for ideological, political, moral, and lifestyle degeneracy amongst a portion of cadres and party members; workable solutions for preventing social vices from infiltrating into the Military; politically and mentally necessary preparations for building firm political zeal for servicemen, especially young ones.

To this end, in the time to come, the MSSH will need reforming their forms and contents and focus on some following contents, namely Marxist-Leninist doctrine of and Ho Chi Minh’s thought on military and defence; the impacts on building the Military and enhancing national defence and Homeland protection, and the Party, the State, and the Military’s resulting solutions; strategic predictions of artifices and stratagems and adverse impacts of sabotage activities by hostile forces and attendant preventive solutions; some measures to build the “posture of the people’s hearts and minds” and strong all-people defence and security postures, etc. In addition, it is necessary to concentrate on clearly defining contents, function, and research methods of the MSSH in line with the Military’s new developments; and to provide scientific arguments for reforming and bolstering the quality and operational effectiveness of political and party work in the new situation.     

In the immediate time, it is essential to accelerate the development of MSSH in association with the overall assessment of 5 years of implementing Resolution of the 12th National Party Congress and the overall evaluation of 30 years of carrying out the Party’s 1991 Political Platform as well as the outcome of executing Resolution of the 10th Military Party Congress; to provide scientific arguments for drawing up the Documents of the 13th National Party Congress and the 11th Military Party Congress; and to finalize the 2021 Platform submitted to the 13th National Party Congress whilst it is vital to pay due attention to building a contingent of specialized cadres qualitatively and quantitatively and turning the Military Academy of social sciences and humanities into a powerhouse of the Army and the country’s military social sciences and humanities.
