Military Social Insurance: Results and Experience

Over the past 10 years, the Ministry of National Defence's Social Insurance Agency (DSI) has ceaselessly developed and successfully fulfilled its assigned tasks, making vital contribution to building Vietnam’s People’s Army (VPA), strengthening national defence and firmly safeguarding the socialist Fatherland.

The Ministry of National Defence's Social Insurance Agency (hereinafter as DSI) is designed to manage, organize and carry out regimes and policies on social insurance, health insurance and unemployment insurance for military personnel, officials and contracted workers in the VPA, and health insurance for their family members. In the VPA, regimes and policies on social insurance relate to many beneficiaries and deeply affect feelings and sentiments of every officers, soldiers and persons working in the VPA. Therefore, right after its foundation, DSI has focused on improving its organization and staffing; developed statutes; and implemented many synchronous solutions in a professional, specialized direction to ensure that the execution of regimes and policies on social insurance and health insurance for persons under the management of the Ministry of National Defence (MND) is properly managed in a rapid and convenient manner. Due to application of new regimes, social insurance and health insurance in the VPA have better met the interests of the insured while ensuring defence secrecy. The insurance fund is managed in a strict and transparent manner. Contribution of DSI in the realms of social insurance and health insurance has been acknowledged by the Party and State, which helps to strengthen the beneficiaries’ trust in guidelines and policies of the Party, State and regime.

In order to achieve those outcomes, cadres and employees of the DSI have invested a great deal of effort in researching and monitoring functions, missions and needs of officers and soldiers to identify appropriate content and methods for implementation over the past 10 years. Some experience can be drawn from the implementation process as follows:

1. It is important to actively and proactively research and advise the Central Military Commission (CMC) and the MND on social nsurance and health insurance to ensure their conformity with specific conditions and missions in the VPA. DSI has actively collaborated with relevant agencies both inside and outside the VPA on researching and effectively giving opinions about draft laws, decrees and circulars related to the armed forces, especially the Law on Social Insurance (amended), Law on Health Insurance (amended and supplemented), and many other legal documents. This contribution has been appreciated by leaders of the MND and functional agencies both inside and outside the VPA.

Moreover, DSI has proposed many documents, which serve to effectively lead and direct social insurance work and health insurance work in the whole military, including Directive 92/CT-BQP dated 27 October 2009 of the Minister of National Defence on strengthening the management and implementation of social insurance and health insurance in the VPA according to new regimes, Project 787-KH/QUTW dated 26 December 2013 of the Central Military Commission’s Standing Committee on implementing the Politburo’s Special Resolution 21-NQ/TW on “promoting the Party’s leadership over social insurance and health insurance in the 2012-2020 period” in the VPA, Directive 210-CT/QUTW dated 1 April 2016 of the Central Military Commission’s Standing Committee on leading the execution of health insurance policy for active military personnel for the period of 2016-2020 and beyond, and so forth. These documents have made vital contribution to perfecting the system of documents in the area of social insurance in the VPA. This will lay the foundation for developing unified awareness, giving prominence to responsibility for implementation, and ensuring that DSI brings about practical outcomes in accordance with guidelines and policies of the Party and State as well as the needs of officers and soldiers in the whole military.

DSI has instructed and collaborated closely with units in the whole military to thoroughly grasp missions of each agency and unit to make sound advice on the implementation of regimes and policies on social Insurance and health insurance in the VPA, in congruent with specific conditions of units, especially those stationed in difficult, remote border areas and on islands. Notably, DSI has collaborated closely with other functional agencies of the MND, Ministry of Health, Ministry of Finance, and Vietnam Social Insurance to study and advise the Central Military Commission’s Standing Committee and leaders the MND on many measures to realize the health insurance policy for active military personnel, meeting the demand for making law on health insurance and practicality.

2. Settling social insurance and health insurance regimes in a correct, timely and convenient manner for the beneficiaries. DSI has proactively and actively applied information technology to the management of collection of social insurance premiums and payment of social insurance allowances, granting social insurance books and health insurance books, and settlement of social insurance regimes in a convenient, rapid and correct manner. This application has made considerable contribution to improving working conditions; saving time, energy and expense; reducing administrative procedures; increasing scientism and accuracy; and protecting defence secrecy. By implementing new regimes, DSI’s settlement of social insurance regime is conducted directly with personnel organizations in units, thus facilitating accuracy and convenience when dealing with dossiers, ensuring interests of the beneficiaries, and preventing delays.

Realizing health insurance policy for military personnel according to the roadmap identified by the Government, DSI has proactively and actively collaborated with other relevant agencies of the MND on directing and instructing units to implement the policy and achieved initial, practical outcomes. After 2 years, military personnel have gained access to advanced medical technologies. Military medical facilities have been initially able to reinvest in equipment their working environment. The execution of health insurance policy for military personnel has helped to mobilize responsibility and capabilities of the whole medical system, the social insurance sector and the whole society to deliver health care for active military personnel.

3. Attaching importance to propagandizing and disseminating regimes, policies and law among the insured. Since its inception, DSI has constantly attached importance to propagandizing and disseminating regimes, policies and laws on social insurance and health insurance among the insured in units, from commanders to staff of DSI and the beneficiaries. The propaganda is regularly innovated, satisfying the beneficiaries’ growing needs of information. The effectiveness of propaganda work has made positive contribution to better managing, directing and executing social insurance and health insurance in the whole military. Consequently, persons working for the VPA get more knowledge, right and responsibility for supervising the implementation of policies on social insurance and health insurance.

As a result of its strict compliance with laws on social insurance and health insurance, DSI has garnered support and been appreciated by the National Assembly Committee for Social Affairs, Ministry of Labour, Invalids and Social Affairs, Ministry of Finance, Ministry of Health, Vietnam Social Insurance, and social insurance of provinces and cities, making positive contribution to social Insurance of the VPA and the country.
