Military Region 2 accelerates the implementation of the 2019 Militia and Self-Defence Law

The 2019 Militia and Self-Defence Law has come into force since July 1st, 2020. To bring the Law to life, the Military Region 2 High Command has closely adhered to the documents guiding the implementation of the Law and coordinated with the local Party committees and authorities in directing the implementation of several synchronous solutions that are relevant to the local characteristics.

Based on the results, practical experience, and clear awareness of the important strategic position of the Military Region, the role of militia and self-defence force, and the requirements of the cause of building and defending the Fatherland in the new situation, immediately after the 2019 Militia and Self-Defence Law was adopted by the National Assembly, the Military Region High Command promptly instructed the functional agencies to coordinate with the localities in promoting the communication and propagation of the Law and proactively prepared for the strict and unified implementation of the Law from the Military Region to localities and grassroots. Currently, the 2019 Militia and Self-Defence Law has officially taken effect. For the Law to come to life and bring into full play, the Military Region has been directing the synchronous implementation of multiple contents and solutions, especially main solutions as follows.

Firstly, to proactively synchronously formulate and issue plans and guide the organisation of propagation, dissemination and training of the 2019 Militia and Self-Defence Law for the objects. The Military Region has directed functional agencies and localities to study and thoroughly grasp Government’s and the Ministry of Defence’s documents guiding the implementation of the Law to concretise the implementation in accordance with the characteristics of the Military Region and localities. Pursuant to Decision No.1811/QĐ-TTg issued on December 16th, 2019 on promulgating the Plan for the implementation of the 2019 Militia and Self-Defence Law; Decision No.140/QĐ-TTg issued on January 20th, 2020 by the Government approving the Project on propagation, dissemination, and training of the Militia and Self-Defence Law; and Plan No.454/KH-TM attached to Decision No.704/QĐ-BQP issued on March 4th, 2020 by the Ministry of Defence on the implementation of the Project on propaganda, dissemination and training of the Militia and Self-Defence Law, the Military Region has developed the Plan for the “Implementation of Project on propaganda, dissemination and training of the Militia and Self-Defence Law”, deployed, and directed the subordinate agencies and units.

Along with that, the Military Region has directed the provincial military commands to preside and coordinate with the departments, branches, and sectors in advising the provinces to develop plans and organise the training of the Law at all levels, first of all key officials of the Provincial People's Committees, Provincial National Assembly Delegations, departments, branches, sectors, the Fatherland Fronts, the People's Committees of districts, cities, and towns, and military agencies. Then, departments, branches, sectors, and district-level People's Committees have conducted training, dissemination, and propagation of the Militia and Self-defence Law for their subordinate agencies, organisations, and units. To achieve high efficiency, the Military Region has required that the training contents should be focused on thoroughly communicating and disseminating the new provisions of the 2019 Militia and Self-Defence Law, the Government’s decrees, and the Ministry of Defence’s circulars detailing the implementation of the Law as well as the positions, roles, and responsibilities in building the militia and self-defence force of all levels, branches, localities, agencies, organisations, and citizens. During the deployment process, the Military Region has paid attention to assigning and specifying tasks to functional agencies to prepare contents and ensure sufficient facilities and materials for training. It has also directed the Military Region Newspaper and provincial military commands to coordinate with the provinces’ newspapers, radio – television stations, and electronic portals in opening special pages and columns, increasing the time for communication, propagation, and dissemination of the Law, among which focus is on remote, border, and ethnic minority areas to create the spread in the society and raise awareness and sense of responsibility of the entire political system and the population towards the construction of the militia and self-defence force.

Secondly, to build and promulgate projects and plans on militia and self-defence force to be close to the practical conditions in each locality. This is a step of concretising the implementation of the Law, that decides the quality and effectiveness of building the militia and self-defence force of each locality in the Region. Accordingly, the Military Region has focused on directing the provincial military commands to proactively advise and assist the Provincial Party Committees, People's Councils,  and People’s Committees in building and issue projects and plans for building, training, operating, and ensuring regimes and policies for militia and self-defence force in the 2021 - 2025 period to be suitable to local practical conditions. During the deployment of the projects and plans, localities have thoroughly grasped the Party's viewpoints and military and defence lines, the Ministry of Defence’s orientation, and the Military Region’s guidance and adhered to the provisions of the 2019 Militia and Self-Defence Law, the Government’s decrees and the Ministry of Defence’s circulars to ensure high feasibility.

Promoting the achieved results, the Military Region has directed localities to thoroughly grasp and strictly implement the steps in the process of organising the construction of the militia and self-defence force; to step up the construction of permanent militia, mobile and arm militia and self-defence, militia and self-defence in ethnic minority and border areas, self-defence in businesses with foreign elements; and to attach importance to improving the overall quality of the militia and self-defence force, especially the political quality. On the other hand, the Military Region and localities have focused on leading, directing, and strictly managing activities of the militia and self-defence force in accordance with the provisions of the Law; maintaining and improving the operational efficiency of existing militia platoons; and gradually building up permanent militia combat posts in the border areas.

Finally, to apply the provisions of the 2019 Militia and Self-Defence Law and related decrees and circulars into practice. The 2019 Militia and Self-Defence Law consists of multiple new points that have been amended and supplemented compared to the 2009 Militia and Self-Defence Law. Therefore, along with the propagation, dissemination, and training of the Law, the Government’s decrees, and the Ministry of Defence’s circulars, the Military Region has also monitored and directed localities, agencies, and organisations to urgently apply the provisions of the Law and documents detailing the implementation into practice. Importance has been attached to newly amended and supplemented provisions, including postponement and termination of militia and self-defence service duty ahead of time, removal from the militia and self-defence list, and conditions for organisation of self-defence units within enterprises and reviewing and consolidating the organisation and staffing of the communal military commands, military commands of agencies and organisations, and militia and self-defence units to ensure the proper structure and composition (the commanders of the communal military commands are members of the People's Committees at the same level) and new policies and regimes for the militia and self-defence force, etc. In the immediate future, the provincial military commands are directed to supplement and adjust training programs and contents in accordance with Circular No.69/2020/TT-BQP issued on June 15th, 2020 by the Ministry of Defence detailing a number of articles of the Militia and Self-Defence Law regarding training, retraining, fostering, competitions, contests, and drills for militia and self-defence force to suit the characteristics of the localities and units and the prevention of the Covid-19 pandemic; to build and well implement the regulations on the coordination of the militia and self-defence force with other forces in the localities in accordance with Decree No.02/2020/NĐ-CP issued on June 30th, 2020 by the Government. At the same time, they are required to proactively advise the local Party committees, authorities, agencies, and organisations to allocate budgets for purchasing of uniforms, support tools, allowances, and subsidies for militia and self-defence force in accordance with the provisions of the Law.

With its high sense of political responsibility, the Military Region 2 will seriously grasp and implement the 2019 Militia and Self-Defence Law and practically build the local militia force to be “strong and widespread”, operate effectively, fulfill local defence and military tasks, and contribute to firmly defending the Fatherland.
