Legal education, discipline management, safety assurance in the Air Defence - Air Force

The Air Defence - Air Force’s subordinate units are stationed widely in most of the country’s provinces and cities, including those in remote areas, border areas, and islands. Meanwhile, the situation of political security, social order and safety in the localities has complicated developments. The negative side of the market economy has a significant impact on awareness, lifestyle, and particularly sense of law and discipline observance of cadres and soldiers. To constantly improve the overall quality and combat readiness to ensure the Force’s fulfillment of the task of managing and protecting the country’s airspace, the Force Party Committee and High Command have issued multiple policies and measures to lead and direct the comprehensive implementation of tasks, among which legal education, discipline management, and safety assurance are always attached with great importance.

First of all, the Force Party Committee and High Command have focused on leading and directing subordinate agencies and units to thoroughly grasp the superiors’ directives and resolutions, particularly Conclusion No.80-KL/TW issued on June 20th, 2020 by the Secretariat (the 12th Tenure) on continued implementation of Directive No.32-CT/TW issued on December 9th, 2003 by the Secretary (the 11th Tenure) on strengthening the leadership of the Party in law dissemination and education to raise the awareness of law observance of cadres and people; Decision No.1521/QĐ-TTg issued on October 6th, 2020 by the Prime Minister on promulgating the plan for implementing Conclusion No.80-KL/TW of the Secretariat; Directive No.04/CT-BQP issued on February 9th, 2019 by the Minister of Defence on “Strengthening discipline observance management and education and prevention and suppression of serious law and discipline violations in the Vietnam People's Army”; Directive No.07/CT-TM issued on March 10th, 2020 of the General Staff on implementing “the Discipline Year 2020” in the Army; and directives, guidelines, and plans of the Force Party Committee and High Command on law propaganda, dissemination, and education. At the same time, they have issued thematic resolutions, including: "Strengthening the leadership and direction of political education work at units in the new period", "Strengthening leadership in the prevention of flight accidents and threats to flight safety", etc. to lead and direct to raise awareness and sense of responsibility of cadres, Party members, and the masses towards the observance of State law, Military disciplines, and regulations of units.

They have also regularly led and directed to strengthen and consolidate the Council for Law Dissemination and Education Coordination to ensure the right components, sufficient quantity, good quality, and appropriate structure upon personnel changes. Annually, based on the superiors’ directives, programs, plans, and instructions, the Council has advised and proposed to the Force Party Committee and High Command on guidelines and solutions to organise the implementation and assigned members to coordinate with functional agencies in directing, guiding, inspecting, and practicing in law propagation, dissemination, and education within the Force under the determined contents, programs, and plans. It has also organised training courses for exchanging experiences, fostering professional skills, and improving capacity and efficiency in implementation and well performed the reviews, summaries, drawing of experience, serious assessment of the results, successes, limitations, and causes, and setting of orientations and tasks for the new period. In addition, the Force has attached great importance to building the group of reporters and law propagandists at all levels, especially at the grassroots, under the direct leadership of Party committees and organisations at the same level and the direction of the commissars and commanders, and plans of the political agencies. The members of the group are cadres with solid political spirit, good moral characters, prestige, basic and in-depth knowledge of law, pedagogical ability, and practical operation capacity.

As the Air Defence - Air Force consists of multiple objects and forces with uneven perception, while the nature of the tasks of each unit is also different, the Force Party Committee and High Command have led and directed subordinate agencies and units to, when formulating plans for law propagation, dissemination, and education, focus on selecting contents suitable for each objects, particularly for units in charge combat maneuvers and those stationing in scattered areas where negative incidents are easy to occur. By clearly defining purposes, requirements, and contents of law propagation, dissemination, and education, agencies and units within the Forces have organised for cadres and soldiers to study, research, and master the legal documents, decrees, circulars, and instructions of the State, the Ministry of Defence, and the Forces, especially topics, such as: The Civil Law 2015, Criminal Law 2015 amended and supplemented in 2017, Military Service Law 2015, Non-commissioned Officer and Defence Worker and Official Law 2015, and Roadway Traffic Law. At the same time, the soldiers have also been educated to grasp the basic contents of the Government's Decree No.220/2013/NĐ-CP on denunciation and settlement of denunciation in the Army and Decree No.70/2015/NĐ-CP detailing and guiding the implementation of a number of articles of the Health Insurance Law for the Vietnam People's Army, the People's Public Security, and the people performing cipher work; Minister of National Defence’s Circular No.218/2013/TT-BQP on guidelines for complaints and settlement of complaints in the Army and Circular No.143/2014/TT-BQP on regulations on training and occupational safety and hygiene in the Army, etc. In addition to the contents specified by the superiors, the Force has also determined a number of additional contents related to combat readiness, flight safety assurance, weapons and technical equipment preservation, and regulations on safety assurance in performing guard duties, training, especially flight training and other activities. Thereby, it has helped cadres and soldiers master the basic legal knowledge, improve their sense of responsibility, and self-discipline to strictly observe the law, disciplines, and regulations of the units.

To improve the efficiency of the work, agencies and units within the Force have always actively renovated and diversified forms and methods of implementation. Several units have had creative and effective ways and strongly promoted propagation of traditions. Particularly, the Force has directed to associate the work of law propagation, dissemination, and education with promotion of learning and following Ho Chi Minh's thoughts, ethics, and style, emulation movements, and drives entitled "Managing and exploiting weapons and technical equipment effectively, sustainably, safely, and economically and traffic safety"; Promoting tradition and dedicating talents to be worthy of the title of "Uncle Ho's Soldiers" in the new period; “Building a good, healthy and rich cultural environment in the Army”, etc. thereby, to build a healthy cultural environment where cadres and soldiers unite, adhere, and love each other based on comradeship, while old soldiers help new recruits to strive to complete the assigned tasks .

The Force has regularly focused on combining the work of law propagation, dissemination, and education with measures for discipline management and maintenance and regularity building. Subordinate agencies and units have always strictly maintained orders, rules, regimes, and regulations; stepped up the regularity building and renovation of working style and methods; implemented decentralisation in management in association with promoting the responsibilities of each individual and organisation; and strengthened and strictly managed the situation of all aspects of cadres and soldiers. It has well implemented the praising and commendation of examples "good people and good deeds" and collectives and individuals with excellent achievements and strictly punished collectives and individuals who violate the law and disciplines. At the same time, it has also directed agencies and units to closely coordinate with Party committees, authorities, and localities where troops are stationed and families to manage the soldiers’ law and discipline observance.

Thanks to multiple synchronous and practical solutions, over the years, the quality and effectiveness of law propagation, dissemination, and education, discipline management, and safety assurance in the Air Defence - Air Force have been markedly improved. Military discipline violations have decreased without serious cases in training. This has contributed to the Force’s fulfillment of its central political task, while the overall quality and combat power have been constantly improved to make it a core force in managing and firmly protecting the country’s airspace.
