Continuing to well perform the task of military training march associated with the mass mobilization work

The task of military training march associated with mass mobilization has been well carried out, achieved positive outcome, and made contributions to enhancing the effectiveness of the mass mobilization work, cementing the military-civilian unity, and improving the qualities of revolutionary soldiers. Promoting that outcome, in the upcoming time, the whole Military should continue well performing this task with new, creative approaches.

Grounded on the Guidance 303/HD-CT, dated February 28th 2018, by the General Department of Politics on “the task of military training march associated with the mass mobilization work within the Vietnam People’s Army and the Militia and Self-Defence Force,” units across the Military have raised the awareness and responsibility of their cadres and soldiers and promoted the role of party committees, commands, commissars, and political offices at all levels in leadership and direction over this work. They have cooperated with local party committees, authorities, sectors, and military offices in identifying the areas and developing the action plans in line with the Emulation Movements, namely “The Military joins hands in building new countryside,” “Gratitude,” and “Remembering the source when drinking water” as well as the Campaign entitled “All people unite in building new countryside and civilized urban area.”1

Thanks to the task of military training march associated with the mass mobilization work, units within the Military have promoted the nature and tradition of “Uncle Ho’s soldiers” and encouraged the people to well implement the Party’s guidelines, the State’s law, and localities’ regulations, military-defence task, and political mission. At the same time, they have actively taken part in building the political system, the all-people national defence, and the posture of all-people national defence associated with the posture of people’s security, while fighting against the hostile forces’ “peaceful evolution” and their plots to incite “civil disobedience” and undermine the unity between the people and the Party, Military, and local authorities. Units have proactively taken part in the movements and campaigns launched by the Party, State, Vietnam Fatherland Front’s Central Committee, and localities, helped the people with hunger eradication and poverty reduction, natural disaster prevention and control, and well implemented the policies on ethnicity, religion, and social welfare by the Party and State.

In the process, emphasis has been placed on the remote, isolated, border, sea, island areas, ethnic minority inhabited areas, key defence-security areas and the areas with weak political system and slow economic, cultural, social development. Over the past year, the Military have deployed thousands of units, from company level to battalion and regiment levels, with tens of thousands of cadres and soldiers from the Military and the Militia and Self-Defence Force for the task of military training march associated with the mass mobilization work across the country (63 provinces and cities), including 263 remote, isolated, ethnic minority inhabited, and border communes2. Via the task of military training march associated with the mass mobilization work, soldiers have had a chance to meet the people, learn from the people, understand the people’s daily life, improve their working style and method, and their observance of military discipline and regulations on relationship with the people; this has also been an opportunity for the people to more understand, stay close to, encourage, and share with soldiers so as to build a close-knit bond between soldiers and the people. Doing so has contributed to consolidating the people’s faith in the Party, State, and Military, enhancing national defence and security, maintaining political security and social safety, building the military-civilian unity, and bolstering the image of “Uncle Ho’s soldiers” in the people’s hearts and minds.

However, in addition to the recorded outcome, there have been several weaknesses in the task of military training march associated with the mass mobilization work. Some units have paid insufficient attention to improving their cadres and soldiers’ knowledge of local customs and their skills in propagation and education, their method of performing this task has yet to be renewed, and the task performance has been poor. Several standing offices of the steering boards for coordinating the mass mobilization work (provincial and district level military offices) have yet to promote their role in advising local party committees and authorities on selecting the areas for units to carry out the mass mobilization work; their action plans for this work have yet to be relevant to each locality or to promote the role of units stationed in the areas and local forces in the process. The work of information and propagation via central and local mass media has not been conducted in a frequent, wide, deep manner.

To overcome those weaknesses and raise the quality of the task of military training march associated with the mass mobilization work, in the upcoming, units within the Military should focus on the basic measures as follows.

1. Enhancing the work of propagation and education to raise all cadres and soldiers’ awareness and responsibility towards the task of military training march associated with the mass mobilization work. A focus should be placed on rendering cadres and soldiers fully aware of the Party’s guidelines, resolutions and directives by the Central Military Commission and the Ministry of National Defence, and guiding documents by the General Department of Politics on the mass mobilization work, the task of military training march associated with the mass mobilization work as well as their significance and importance. It is necessary to introduce units’ resolutions and plans on the task of military training march associated with the mass mobilization work; to opportunely provide information on localities’ socio-economic, political, defence and security situation, customs, ethnicity, religion, advantages, and difficulties. Due regard should be paid to stepping up the work of information and propagation via mass media, multiplying good, effective models and approaches, and opportunely commending and rewarding collectives and individuals with the outstanding achievements in the task of military training march associated with the mass mobilization work. Moreover, it is essential to heighten a sense of responsibility in the process, to combine the mass mobilization work with the training of soldiers’ manners and their observance of military and mass mobilization disciplines, and to cement the military-civilian pure, faithful unity.

2. Promoting the role and responsibility of party committees, commands, commissars, and political offices and cadres at all levels in performing the work. Due attention should be paid to consolidating a contingent of cadres and teams in charge of the mass mobilization work and improving the capability of cadres and soldiers taking part in the task of military training march associated with the mass mobilization work. Greater importance should be attached to improving their qualities, morality, and method of carrying out the mass mobilization work and dealing with the issues arising from grass-roots level. Units should focus their leadership and direction on the task of military training march associated with the mass mobilization work. Emphasis should be placed on the strategic, key, isolated, remote, border, sea, island, ethnic minority inhabited areas and the areas with complex issues and low socio-economic development. Besides, cadres and soldiers of units should strictly follow local regulations and units’ regulations on garrison and guard, respect local customs, work and live with the people, and limit the use of localities’ schools, cultural houses, pagodas, and public places during the task of military training march associated with the mass mobilization work.

3.  Closely cooperating with local party committees and authorities in performing the task of military training march associated with the mass mobilization work under the Guidance 303/HD-CT by the General Department of Politics. Due attention should be paid to selecting and building 1 or 2 public works of socio-political significance in accordance with the condition, force, and timing of units and localities; combining the task of military training march associated with the mobilization work with the movements, namely “the Military joins hands for the poor - no one left behind” and “the Military joins hands in building new countryside,” the Campaign entitled “all people unite in building new countryside and civilized urban area” as well as other movements and campaigns in the stationed area.

4. Heightening the role and responsibility of local military offices in assigning the areas, building the action plans, and organizing the task of military training march associated with the mass mobilization work in accordance with the task and condition of units and localities. It is essential to encourage all sectors and forces of localities and all units stationed in the area to take part in building really significant public works and avoid deploying soldiers to do simple work like cleaning.

The task of military training march associated with the mass mobilization work requires efforts from organizations and forces. Successfully fulfilling this task will contribute to building and consolidating the military-civilian unity as the basis for the Military to promote its core role in protecting the Homeland and to accomplish the mission assigned by the Party, the State, and the people.

1. Prior to each military training march associated with the mass mobilization work, all party committees, commands, and political offices within the Military develop resolutions, action plans, and guiding documents.

2. From March 2018 to September 2019, the entire Military organized 3,312 military training marches associated with the mass mobilization work, with the participation of 77,912 cadres and soldiers in 606 communes, 307 districts,  63 provinces and cities (236 remote, isolated, ethnic minority inhabited communes), helped the people with 295,238 working days, repaired 523 houses, built and repaired 1,628 kilometres of rural road, provided free medical examination and treatment for 42,786 people, and cooperated with local party committees and authorities in presenting policy beneficiary families and poor households.
