Continue to renew and better implement the work of “Paying debt of gratitude” in the Military

Promoting the tradition of “Remember the source when drink the water” of the nation and being imbued with the teaching of President Ho Chi Minh, for the past years, under the leadership and direction of the Central Military Commission and the Ministry of National Defense, the General Political Department, agencies and units of the Military have strived to fulfill the work of “Pay debt of gratitude” with creative and realistic ways of doing, thereby, mobilizing different resources in the society, bringing about positive results, and contributing to improving the standard of living of policy beneficiaries and making a positive effect in the Military and the society. At the same time, this also proves the good nature of the regime and the tradition of “Uncle Ho’s soldier”; nurtures the patriotism, revolutionary spirit for cadres and soldiers, especially young generation in the Military.

“Paying debt of gratitude” in the Military has become a regular work, a political responsibility of agencies, units, and of each cadre, soldier with several useful and meaningful activities. These activities not only directly improved the spiritual and material life for the beneficiaries but also holds important socio-political meaning as it represents for the “grateful attitude” of the nation, making a spillover effect which was highly appreciated by levels, sectors and the entire people. Besides, it has also strengthened the belief of the beneficiaries and the entire people in the Party, State, and Military, contributing to consolidating the great unity bloc and the firm “people’s heart and mind” posture”.

However, a number of both subjective and objective causes are attributed to the limitation of the work, such as: some contents and programs are routinely conducted; the coordination between some units and localities are loosely established; social resources are not fully mobilized. Besides, there remain unresolved cases in which claimants can not enjoy their benefit because of the missing files due to the units dissolution and restructuring of the Military, etc. In order that the “Paying debt of gratitude” in the Military be better implemented, agencies and units should focus on the following measures:

First, strengthen leadership and direction of Party committees and commands at all levels over the work. Party committees, commandants, commissars and junior commissars at all levels should regard this as an important political mission; uphold their responsibility; thoroughly brief and implement the viewpoints, guidelines of the Party, policies of the State, the resolutions and directives of the Central Military Commission and the Ministry of National Defense, and the plans and instructions of the General Political Department on the work. Stick to the reality of the country, the Military, and the ability of each agency and unit, and the demands and rights of beneficiaries to propose measures for effectively implementing the work. Plans for holding “Paying debt of gratitude” must be built in a scientific, flexible and feasible manner. During the activities, agencies and units should actively coordinate with localities to avoid misallocation for the dishonest claimants which can cause disunity and mistrust among people. Commandants should regularly conduct supervision and checking, especially for the “Paying debt of gratitude” fund to ensure that it is used in a democratic, transparent, and effective way; seriously punish the wrongdoings which badly affect the meaning and fine virtue of the work. At the same time, well implement the work of review; timely disseminate and multiply the good ways of doing; avoid inefficiency which can cause wastefulness and bad rumor about the policies of the Party, State and the Military for the beneficiaries.

Second, regularly conduct propagation and education to raise awareness and responsibility of cadres and soldiers of the meaning of the work. Agencies and units should further propagation and education to make each cadre and troop aware of the sacrifice that martyrs, war invalids and participants have dedicated to the nation’s revolutionary cause, and have the right perception of the guidelines, policies, the respect and gratitude of the Party, State and the entire people and troop to the beneficiaries. Thereby, each cadre and soldier is aware of their responsibility and become enthusiastic about the work. To make it widespread, military press agencies should further disseminate the activities as well as typical collectives and individuals in implementing the work. The Military policy sector should continue to search, verify and provide exact information about martyrs and beneficiaries. To that end, they join hand with localities and communities.

In addition, agencies and units should talk their cadres and soldiers to uphold their sense of responsibility in persuading war invalids and beneficiaries not to be incited and dragged into plots and schemes of bad guys to cause chaos and instability as this not only badly affect their image and contribution but also reduce the effectiveness of the work.

Third, creatively and flexibly different models in implementing the work of “Paying debt of gratitude”. All models and methods of doing are aimed to improving the standard of living for beneficiaries. Therefore, units and agencies should screen and find out the limitations of the models and ways of doing for improvement. At the same time, they should base on the reality (the mobilized resource, real demand of the beneficiaries, etc) to build plans and action programs in line with the conditions of each level. Good ways of doing should be multiplied while new ones should be further studied and applied to make it relevant to the evolutions of the society, especially treatment for the beneficiaries who are elderly, ethnic minorities, live in far reaching and remote areas and those who live abroad. Further foster the models of: improving standard of living of war invalids, martyrs’ families and revolution contributors; providing capital, seeds, production tools, audio-video devices, home appliances; assisting the military men who are wounded or died in service; searching, repatriating of the martyr’s remaining, etc.

Fourth, closely combine the work of “Paying debt of gratitude” with other drives and emulation movements. “Paying debt of gratitude” is one content of the Patriotic Emulation Movement and Determine to Win Emulation Movement, and the responsibility of the entire political system and people of all strata. Therefore, during the implementation of the work, units and agencies should base on the real situation to combine it with other drives and movements. At the same time, it should be integrated into the contents of the special drives and emulation movements of each unit and agency so that the tradition and fine culture of “Paying debt of gratitude” are deeply imbued in the feeling, thinking, and awareness of cadres and troops, thereby they will make active contribution to the work and maintain it further.

Fifth, uphold the role of forces in implementing the work. As an advisory, directing and implementing the policy work in the Military, the Military policy sector should regularly stick to the situation of the country and the Military; the conditions, wishes and desire of beneficiaries to study and advise the Central Military Commission, the Ministry of National Defense and the General Political Department to propose to the Party and State policies for strengthening the work in a practical and effective manner. Military businesses should provide employment for the spouse and children of martyrs and war invalids; build and provide more Houses of gratitude, Comrade houses; grant savings books and production tools; instruct ways of production, etc contributing to improving living standard for beneficiaries in their area of operation. The 515 Steering Board of units should continue to have direction and instructions for their affiliates to closely coordinate with localities in searching and repatriating the remaining of martyrs. Youth Union, Women’s Association, Worker’s Union, etc., should actively build action plans and programs for the work in accordance with their ability to involve the active and effective participation of their members.

“Paying debt of gratitude” is a fine tradition of our nation to honor and show gratitude to those who have rendered good service for the Fatherland. Better implementing the work is the responsibility and desire of “Uncle Ho’s soldier” which should be maintained, multiplied and spread throughout the society. This is not only the political responsibility of the commandants but also the emulation movement and responsibility of each cadre and troop of the VPA.
