Border Guard of Ha Tinh province steps up the mass mobilization work

Located in the North Central Coast, Ha Tinh province has both maritime and land borders. Over the past years, with the participation of the whole political system and the joint efforts made by the people and the military forces, including the Border Guard - the force in charge of managing and protecting the national border, the province’s border area has been developed; defence and security have been strengthened; peace and national border sovereignty have been maintained. Nevertheless, the province’s border area has faced a lot of difficulties; the people’s knowledge level is still low; crimes of all types, particularly narcotic trafficking, disputes over fishing grounds, illegal border crossing, and border violations have been complicated; the hostile forces have been stepping up their sabotage plan with malicious artifices. Comprehending the situation, the Party Committee and Command of the Provincial Border Guard (PBG) of Ha Tinh have taken measures to maintain the national border sovereignty and security. To that end, the mass mobilization has been seen as a central task and a basic solution.

Grasping the situation, functions, tasks, and resolutions, directives, and guiding documents by the higher echelons, particularly the Border Guard Force’s Party Committee and High Command as well as the Provincial Party Committee, People’s Council, and People’s Committee on the mass mobilization work, the PBG Party Committee issued the special Resolution on “continuing to raise the quality and effectiveness of mass mobilization within the PBG of Ha Tinh in the new period” which included comprehensive, synchronous, focalized measures. The PBG Command formulated the action plan; all-level party committees and commands integrated this work into their resolutions and developed the action plans in accordance with their function and task. In the process, the PBG Party Committee and Command required units to counsel and closely cooperated with local party committees and authorities in encouraging the involvement of the entire political system and people in this important work. At the same time, units were asked to consolidate a contingent of cadres in charge of mass mobilization both qualitatively and quantitatively under the Defence Minister’s Decision 5592/QĐ-BQP. In fact, to make “the people understand, believe, follow”, and help the military, cadres and soldiers, particularly key cadres and those in charge of mass mobilization must have good qualities, capability, and working method. Thus, the PBG Party Committee and Command adopted the measures synchronously to build pure, strong party organizations and comprehensively strong units, while actively renewing the content, form and method of mass mobilization. Units considered mass mobilization as a basic, important part of the implementation of the Resolution of the 12th Party Central Committee’s 4th Plenum on the Party building and rectification, the 12th Politburo’s Directive 05-CT/TW on the study and following of Ho Chi Minh’s ideology, ethics, and lifestyle, and the Campaign entitled “promote tradition, devote talent, deserve to be Uncle Ho’s soldiers”, thereby improving the image of  the PBG’s cadres and soldiers and cementing the people’s faith and affection for them.

Besides, the PBG counselled and cooperated with local committees, sectors, and organizations in renewing the method and form of mass mobilization. Emphasis was placed on rendering the people fully aware of new documents, particularly agreements and regulations on managing and protecting the national border as well as preventing and combating crime, free migration, illegal missionary work, and trafficking in women. Moreover, units closely combined regular propagation and education with topics-based propagation and education while employing various forms, methods and means of propagation. Doing so contributed to making the people follow the Party’s guidelines and the State’s law, actively take part in the national border management and protection, remain vigilance  and resolutely fight against the hostile forces’ distortions, plots and artifices as well as participate in building the strong all-people border defence and a firm posture of people’s security in the border area.

Under the motto of “eating, living, working, speaking the same ethnic language with locals”, the PBG frequently advised local party committees and authorities on building strong political bases at all levels, well executing the Grass-Roots Level Democratic Regulations, and opportunely dealing with the arising issues to avoid “flashpoints” in the area. Focuses were placed on taking part in raising the quality of party organizations and cadres and party members in communes and villages, initiating new members into the Party, making villages no longer devoid of party members in the border and ethnic minority inhabited areas, reviewing, supplementing, and building the regulations for the sake of the effectiveness of local party committees and authorities’ operation. At the same time, the PBG actively helped localities select, train, and use cadres, particularly the key ones, while enhancing the emulation movements and campaign, such as “the masses take part in the self-management of borderline, border markers, villages, and hamlets in the border area”, “consolidating political bases, fostering socio-economic development and defending the border”, “united, safe groups of vessels”, “twinned villages along the border”, “bright cultural spots in the border area”, and “women for the development and peace at sea”. The PBG Party Committee and Command deployed hundreds of border defence cadres to work at the border communes in extreme difficulties, and many of them were elected to local party committees, authorities, and people’s councils at all levels. It was those cadres’ enthusiasm that contributed to raising the efficiency of local party committees, authorities and organizations, opportunely dealing with localities’ difficulties, and cementing the people’s faith in the border guard staff.

The PBG always attached importance to helping and encouraging local party committees, authorities and people to implement the project for socio-economic development, hunger eradication and poverty reduction. In this regard, the PBG mainly took part in building new-style rural area, particularly constructing public facilities, planting forest, giving instructions to the people on changing the method of agricultural production and applying technological advancements to production. Yearly, each unit and office of the PBG undertake to join one locality in implementing the movement to build new-style rural area (the PBG Command undertakes to help communes while offices and border defence posts undertake to help villages). Up to now, with the participation of the PBG, the province’s new-style rural area movement has achieved the practical effectiveness, particularly in the communes of Son Kim 1 and Son Kim 2 (Huong Son district), Huong Vinh (Huong Khe district), and Ky Ha (Ky Anh district). Units also actively helped local party committees, authorities and people with natural disaster and epidemic prevention and combat, search and rescue, new-style cultural life building and the movement of the masses’ participation in border sovereignty and security protection.

Typical example in the work of mass mobilization by the PBG was the model of “matchmaking bridge” under the province’s Project for preserving and developing the Chut ethnic minority group. The Chut group has a population of about 158 with 44 households, living with the Ma Lieng ethnic group (Quang Binh province) in the border area. The two groups of people always lived in disagreement with each other. Therefore, the Chut people mainly married their relatives or others within their group, leading to the risk of extinction. Against that backdrop, the PBG Command signed the program for cooperation with the Border Guard Command of Quang Binh province in dealing with disagreements between the two groups and creating a favourable condition for them to visit and understand each other. As a result, since 2002, 6 persons from the Chut group have married other people from the Ma Lieng and Kinh groups, contributing to removing the Chut people’s inbreeding marriage.

The PBG also cooperated with the province’s Department of Education and Training in holding teaching method courses for border guard cadres and soldiers so that they could take charge of illiteracy elimination and primary education popularization as well as in making surveys and constructing schoolhouses. To make this work effective, border guard units cooperated with localities and schools in the area in surveying the state of illiteracy, re-illiteracy, dropouts, and the people’s demand for study in border communes as the basis for organizing classes for illiterate people as well as in encouraging the people to allow their children to go to school. Since 2015, under the program entitled “supporting children’s schooling”, the PBG has sponsored many students in difficulty in the border area (mainly orphan and Laotian students in the border area) with an allowance of 500,000 VND a month. Units of the PBG in the coastal area successfully executed the programs entitled “clean the sea” and “Green Sunday” and cooperated with youth union members and young people of coastal localities in cleaning the environment in units and localities. By doing so, the PBG’s cadres and soldiers are always trusted, loved and sheltered by local party committees, authorities and people.

Successfully performing the mass mobilization work is an important solution to building a firm “posture of people’s hearts and minds” in the border area as the basis for the PBG to defend the national border sovereignty and security.
