Preventing and combating against "self-evolution" and "self-transformation" among young officers in the Army today

The "peaceful evolution" strategy of the hostile forces has been causing much harm to the revolutionary cause of the Party, the education and training of cadre and Party members, and the leadership and combat strength of Party organizations. "Self-evolution" and "self-transformation" are the variants of "peaceful evolution", with manifestations, such as alienation from revolutionary goals and ideals, embezzlement, corruption, and recession in political thought, ethics, and lifestyle among a number of cadres, Party members, ... including young Army officers.

"Self-evolution" and "self-transformation" among young officers are processes that take place in each person's awareness, thought, attitude, affection, and behavior in a negative, diminishing, and transforming way in term of nature, that are contrary to the revolutionary nature and tradition of the Vietnam People's Army. Prevention and combat against "self-evolution" and "self-transformation" among young officers is the overall operation of Party organizations, commanders, mass organizations in the Army, and socio-political organizations to implement political, ideological, organizational, and legal policies and measures to prevent the origins and causes and overcome the manifestations of "self-evolution" and "self-transformation" in each young officer to contribute to building a comprehensively strong contingent of young officers with ideal and ambition to strive and assert their talents and intelligence in practice.

At present, the cause of building the Army, strengthening national defense, and defending the Fatherland is setting very high and comprehensive requirements. The implementation of the 4th Central Resolution (12th tenure) on Party building and rectification, Directive No.05-CT/TW of the Politburo on promoting learning and following Ho Chi Minh thought, ethics, and style, and the Drive entitled "Promoting tradition, dedicating talents, deserving Uncle Ho's Soldiers" have achieved positive results, but several issues still need to be addressed. Meanwhile, the impact from the downside of the market economy and the resistance of hostile forces to deepen into the manifestations of "self-evolution" and "self-transformation" internally... have affected in a multi-directional manner to the striving and training of the young Army officers. Therefore, the prevention and combat against "self-evolution" and "self-transformation" among young officers is an urgent issue at present. Within the scope of the article, following contents and measures are proposed.

Firstly, raising the awareness and sense of responsibility of the subjects in the prevention and combat against "self-evolution" and "self-transformation" among young Army officers today. The awareness and sense of responsibility of the subjects in the prevention and combat against "self-evolution" and "self-transformation" among young officers are always in the most important position to lead, direct, and organize prevention activities against this manifestation. If the subjects and the forces fail to have synchronous awareness and clearly define their responsibilities, they are unable to effectively prevent and combat "self-evolution" and "self-transformation" among the young Army officers. In particular, it is necessary to focus on raising the awareness and sense of responsibility of the Party committees, Party organizations, presiding officers at all levels, officials, Party members, mass organizations, and socio-political organizations in prevention and combat against "self-evolution", "self-transformation". The subjects need to be aware of the manifestations, harms, and causes of "self-evolution" and "self-transformation". They also need to recognize and appreciate the real situation of "self-evolution" and "self-transformation" among the young officers currently as well as emerging issues that need to be addressed to avoid spreading, lasting, and affecting the overall situation of the units. On that basis, it is required to determine requirements and practical measures to prevent and combat "self-evolution" and "self-transformation" among young officers in agencies and units in the Army today.

Secondly, regularly renovating the contents, forms, and methods of prevention and combat against "self-evolution" and "self-transformation" among the young Army officers. As young Army officers were born and raised in peace, their awareness, thought, emotions, needs, interests, and social relations are not only highly developed but also very diverse and complex. Particularly, they had not been trained and challenged before entering the Army, so they are prone to shortcomings and limitations on the political and ethical qualities, lifestyle, determination, sacrifice, dedication, and responsibility to the Fatherland, family, and themselves. If we do not actively prevent negative developments in psychology and thought, it is easy for them to suffer from the recession of politic thought, ethics, and lifestyle - the main causes leading to "self-evolution" and "self-transformation" among young officers. To proactively prevent and combat "self-evolution" and "self-transformation", it is necessary to actively renovate the contents and forms of implementation that are suitable to the young ages, characteristics, and tasks of the units. However, it must be comprehensive on ideological, organization, and management work.

Thirdly, strengthening the leadership and direction of the Party committees, Party organizations, presiding officers at all levels, and functional agencies in prevention and combat against "self-evolution" and "self-transformation" in the young Army officers. Party committees and organizations at all levels in the Army should be responsible for leading the task of preventing and combating "self-evolution" and "self-transformation" among young officers in their own offices and units. It should be identified as a central task and expressed in the regular leadership resolutions of the Party committees and organizations, work plans of commanders, political commissars, junior commissars, and activities of the mass organizations. Political agencies at all levels should perform well the function of advising and proposing to their Party committees leadership policies and measures to prevent and combat against "self-evolution" and "self-transformation" among young officers. They should also directly direct, guide, and inspect the subordinate units on the implementation of undertakings and resolutions of Party committees at their levels and the direction and guidance of superior political agencies on this important task. As the political presiding officers of the units, political commissar and junior commissars should directly foster the contingent of political officials, reporters, and propagandists on directing the performance of prevention and control against "self-evolution" and "self-transformation" among young officers. At the same time, they should directly conduct forms of propagation and education for officials and soldiers in their units and people on the stationing area to prevent and combat "self-evolution" and "self-transformation" in the Army in accordance the assigned roles, positions, and responsibilities.

Fourthly, promoting the positiveness, self-education, and self-training of young officers. Through self-learning, self-education, and self-training, the young officers can reinforce the knowledge of State laws, the Army disciplines, and other necessary knowledge. At the same time, they can foster and update new knowledge that helps soldiers not to be left behind or backward before the development of reality and the resistance of hostile forces. Then, their point of view, methodology, beliefs, ideals, purposes of life, sense of observance of discipline,... will be fostered, that contributes to forming and developing bravery for young officers before complicated developments of the situation. Therefore, together with the education of the organizations, each young officer should take the initiative in developing his or her own plans, contents, and methods of self-learning, self-education, and self-training in a scientific manner and suitable with the characteristics and duties of the units and responsibilities of each person. To promote the positiveness, self-education, and self-training of young officers, it is necessary to attach importance to building the right motive and attitude and high sense of responsibility in all activities. Young officers should be take care of, guided, and assisted in formulating contents, plans, and methods for self-learning and self-training in a scientific manner and suitable with the general working plans of the units. Besides, it is necessary to regularly monitor, urge, inspect, and promptly rectify problems that arise in reality, etc.

Finally, building a healthy military cultural environment and taking care of the material and spiritual life of young officers. First of all, it is necessary to harmonize relationships and cultural behaviors in the units in accordance with the Army's rules and regulations and speed up the building of regularity, discipline training, and building of comprehensively strong units. Along with that, it is required to well organize emulation and commendation activities in association with the 4th Central Resolution (12th tenure), Directive No.05-CT/TW of the Politburo, the Drive entitled "Promoting tradition, dedicating talents, deserving Uncle Ho's Soldiers", and other movements and campaigns. Much attention should be paid to replicating advanced models, examples of "good people doing good deeds", and creative and effective models for promotion. At the same time, the material and spiritual life and entertainment for young officers should be taken care of. These are legitimate needs that require the Party committees and commanders’ attention to resolve harmoniously, satisfactorily, and appropriately in accordance with the actual conditions of the units and in a suitable and reasonable manner. On that basis, arousing, it can help encourage and contribute to preventing the manifestations of recession in political thought, ethics, and lifestyle and effectively preventing and combating "self-evolution" and "self-transformation" among young officers in the Army today.
