Under the leadership of the Party, we conducted the great wars of national liberation and Fatherland protection in Ho Chi Minh era as a continuation of the nation's heroic tradition to gain independence for the Fatherland, freedom for the nation and happiness for the people. For the victory of this cause, millions of Vietnamese people of different generations have sacrificed their lives, or parts of their bodies, typically the heroes, martyrs, wounded soldiers, etc. We are deeply grateful to them, and glory belongs to them first. They are our pride, living and shining forever with the nation. They deserve our respect and indebtedness.

This year, our Party, people and Army celebrate the 75th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2022) in the excitement of the whole country about all-round achievements in implementing the Resolution of the 13th National Party Congress. In particular, the successful control of the Covid-19 pandemic to bring social activities back to normal, as well as the results of the fight against corruption, etc. are creating new atmosphere, advantages, beliefs and, of course, making this 75th anniversary more meaningful. On this occasion, big events and activities of ministries, branches, and localities are being widely held across the country, thereby further acknowledging the great dedication and sacrifice of the heroes, fallen and wounded soldiers, and people with meritorious services to the country and nation, and deeply expressing our respect to them, deepening the nation’s gratitude tradition. These activities are also aimed to raise our awareness and responsibility in caring for policy beneficiaries, namely: war invalids, martyrs' families, military families and people with meritorious services in accordance with the new conditions.
After the wars, nearly 1.2 million martyrs, over 132,000 Vietnamese Heroic Mothers, more than 9,110 Heroes of the People's Armed Forces, Heroes of Labour have been recorded. Currently, after peaceful years, more than 650,000 wounded soldiers, nearly 195,000 sick soldiers, 3,625 Vietnamese Heroic Mothers, over 890,500 people with meritorious services to the revolution,... and hundreds of thousands of war participants are still alive, etc. We respect, appreciate and deeply grateful to their dedication and sacrifice to the Fatherland.
In his lifetime, President Ho Chi Minh used to remind us that: "War invalids, sick soldiers, military families and martyrs' families have made great contribution to the Fatherland and the people. Therefore, it is our duty to show respect, love and help them”. Immersed with his teachings, over the past 75 years, the Party, State, organisations and the entire society have regularly paid attention to and well performed policy work for war invalids, martyrs and people with meritorious services to the revolution, and policies for the Army and the Army's families, contributing to improving the living standards of the beneficiaries, reinforcing the people's trust in the Party, State, Army and socialist regime.
Notably, legal documents on incentives for people with meritorious services have been studied, built, and promulgated in a timely, synchronous, and good manner, providing a legal basis for the synchronous and effective implementation nationwide. The settlement of unresolved cases after the war has been carried out quickly with high efficiency. The "Gratitude" movement has been promoted and developed intensively and extensively. The search, gathering and identification of martyrs’ remains, and the construction and renovation of cemeteries and memorials for martyrs are regularly done and achieve positive results. In the last 5 years, the Army alone contributed nearly VND 500 billion to the "Gratitude" Fund, built nearly 4,790 Houses of gratitude, donated 3,558 savings books, nurtured and supported 2,867 Vietnamese Heroic Mothers, renovated martyrs cemeteries with more than 29,600 working days,... with a total value of trillions of dong. In particular, implementing Decision No. 49/2015/QD-TTg dated October 14, 2015 of the Prime Minister, the whole country has provided one-time subsidies for more than 1.2 million war participants with an amount of more than 2,668 billion VND. These are vivid evidence of the affection, responsibility, gratitude and special attention of the Party, State, the whole people and the whole army to those who have devoted and sacrificed for the Fatherland.
Promoting those meaningful results, in the coming time, the entire Party, people and army continue to grasp and strictly implement the Party's viewpoints, policies and laws of the State on the care for people with meritorious services to the revolution. In particular, it is necessary to promote synergy, mobilise all resources of society, coupled with those of the State, localities, enterprises, ... to improve living standards of people with meritorious services, and conduct other gratitude activities. In addition, preferential mechanisms and policies should be designed and issued to support and create favourable conditions for wounded soldiers, sick soldiers, martyrs' families and people with meritorious services to promote their will in economic development, improving living standards and making contributions to the cause of national construction and defence. With the special attention of the Party and State, the efforts of the whole society and Army, we strongly believe that there will be more positive achievements in the care of people with meritorious services to the revolution, thereby deepening the tradition of "Drinking water remember the source", and "Paying debt of gratitude" of Vietnamese people.
